11. Summary of the new findings of the thesis:
*Research objectives: To systematize the theoretical basis of social assistance services for the elderly; to assess the current state of social assistance services for the elderly in public and private care facilities; to analyze the factors affecting social assistance services, and thereby propose solutions to improve the quality of social services for the elderly in current elderly care facilities.
* Research subject: Social assistance services for the elderly in centralized care facilities.
* Research methods used
- To achieve the research objectives, the study utilized several main methods, including document analysis, questionnaire survey, in-depth interviews, and data processing using SPSS 22.0 software. Additionally, the study employed expert opinion survey methods.
* Some key results
- The thesis has highlighted the characteristics of the needs of the elderly in current care centers. The research results also show differences in the needs of the elderly in public and private centers. These differences are explained by the living circumstances, occupations, and incomes of the elderly.
- The study analyzed and synthesized the current state of social assistance services for the elderly, reflecting an assessment of the frequency, effectiveness, difficulties, and advantages in the service delivery process. This situation differs depending on the services provided to the elderly in private and public facilities. However, a fundamental similarity is the limited professionalism of social assistance staff in both types of facilities.
- The study identified and analyzed the groups of factors that most strongly influence the provision of social assistance services for the elderly in care facilities, such as: (1) Legal and policy factors; (2) Factors from the service provider (facilities, service types, staff), (3) Factors from the elderly themselves, and (4) Factors from the elderly's family.
- Based on the current situation, propose some feasible solutions to improve the effectiveness of providing social assistance services to the elderly in existing care facilities.
Novel contributions of the thesis
Scientific significance
- The research findings of this thesis provide a conceptual framework and tools regarding the elderly and social assistance services for the elderly in care centers. It contributes to verifying and developing theories such as needs theory, ecological systems theory, and social role theory. Through these research results, it contributes to raising community and societal awareness about elderly care. It also provides a scientific basis for planning, implementing, and improving social policies for the elderly.
Practical significance
- This research topic examines the current state of social assistance services for the elderly at elderly care centers in Hanoi. The aim is to clarify the term "social assistance services for the elderly" and to outline the provision and access to these services from a social work perspective within these centers. Through this research, the author hopes that the theoretical and practical foundations will provide educational institutions with additional teaching materials and guidance for specialized training in social work/social assistance services for the elderly.
Conclude
- The needs of older adults in public and private care facilities have both similarities and differences. Differences in needs, living conditions, employment, and income of older adults have a significant impact on their demand for social assistance services.
- Social assistance services for the elderly in care facilities vary in frequency and effectiveness of each service; however, there is no difference in the professionalism of the staff providing these services.
- Several solutions need to be proposed: perfecting mechanisms and policies regarding the elderly to promote and diversify care models; establishing mechanisms and policies to encourage the non-public sector to participate in providing elderly care services in the community; creating an equal and healthy environment for the non-public sector when participating in social care services; promoting and creating conditions for staff to improve their professional qualifications, especially in-depth training in the field of social work with the elderly; and supplementing policies and regulations to provide incentives for social assistance staff for the elderly is the most highly recommended solution. Next is the solution from the service provider level: improving facilities and equipment, streamlining procedures and paperwork, and diversifying types and methods of service delivery to meet the increasing needs of the elderly in the community, including those with low incomes. Finally, it is necessary to strengthen communication activities to raise awareness among the elderly, their families, and the community regarding the care and support of the elderly.
12. Directions for further research
To the best of their ability, the doctoral candidate wishes to conduct further, more comprehensive research on the trends in the use of social assistance services for the elderly in care facilities, focusing on assessing the needs of the elderly in public and private settings, and the capacity of current social assistance service systems in elderly care facilities to meet those needs in the context of an aging population. Furthermore, the doctoral candidate hopes to conduct further in-depth assessments of solutions for training social work professionals in elderly care facilities in social work.
