11. Summary of new results of the Thesis:
Based on an overview of domestic and foreign research documents, theoretical and practical basis on industrial clusters and linkages to form industrial clusters, science and technology (S&T) policies to promote the development of industrial clusters; survey and assessment of the current status of fisheries industrial clusters, S&T policies to promote the development of fisheries clusters in the Mekong Delta (case study of the pangasius industry cluster); the thesis has proposed and recommended science and technology policy solutions to promote the development of pangasius industry clusters in the Mekong Delta, including the following contents: (1) Developing science and technology potential: including investment, upgrading of technical facilities, S&T human resources, finance and S&T information for the network of S&T organizations, enterprises, seafood processing industrial parks/clusters, and fisheries associations; (2) Innovation and technology development: technology transfer and innovation, technology incubation and start-up, technology consulting services, etc.; (3) Strengthening research and development (R&D), technology transfer, innovation and technology development: research to build scientific arguments for planning; research and technology transfer to serve the development of fisheries industry clusters; building and implementing national, ministerial and provincial science and technology programs and tasks; coordination mechanism between the central government and localities in building science and technology programs; ordering and selecting organizations and individuals to take charge of implementing science and technology tasks; building and implementing pilot production projects, technology transfer and application models; innovating management mechanisms and financial mechanisms to implement science and technology tasks; encouraging and supporting science and technology activities in enterprises; (4) Developing intellectual property, applying tools to improve productivity and quality; and (5) Developing the market for technology and science and technology information. The content of technology policy solutions is approached in the direction of regional linkages and network linkages to form and develop the aquatic product industrial cluster in the Mekong Delta.
With the contents presented in the thesis, the requirements of the research objectives have been met and the research hypothesis has been proven. The thesis has contributed to the theory and practice of science and technology policy to promote the development of the aquaculture industry cluster in the Mekong Delta (case study of the pangasius industry cluster).
12. Practical application:
Based on the theoretical and practical research on industrial clusters and the current status of formation and development of the seafood industry cluster (case study of the pangasius industry cluster) in the Mekong Delta, the issues raised for science and technology policy, the thesis has researched and proposed viewpoints, objectives and contents of science and technology policy solutions on the basis of regional linkages and network linkages to promote the formation and development of seafood industry clusters, in general, and the pangasius industry cluster in particular, with practicality, thereby helping authorities at all levels, specialized agencies to research and promulgate science and technology policies, science and technology programs and solutions to promote the development of the pangasius industry cluster to improve productivity, quality, efficiency and competitiveness, and participate in the global supply chain.
13. Further research directions:
From the results of the thesis, some issues need to be further studied on science and technology policy to serve the development of the seafood industry cluster in the Mekong Delta:
- The study proposes policies to encourage and promote linkages between research institutes and universities in seafood processing research (mainly shrimp and pangasius), because currently this linkage is still weak, R&D activities of research institutes and universities in the field of seafood processing from S&T tasks funded by the state budget, are mostly not really linked with businesses and do not serve businesses effectively.
- It is necessary to select and build a pilot program to develop key fisheries clusters and national products of the Mekong Delta region and propose related policies, including science and technology policies and science and technology activities to serve the program. Thereby, it is also necessary to test and adjust policies accordingly.

11. Summary of the new findings of the thesis:
Drawing on the domestic and international literature, theoretical and practical foundations for industrial clusters and linkages that form industrial clusters, science and technology policies of promoting the development of industrial clusters, as well as the assessments and surveys on the current situation of provincial clusters and the current science and technology policies of promoting the development of industrial clusters in the Mekong Delta (case study: pangasius industrial clusters), the thesis proposes a number of science and technology policies of promoting the development of pangasius industrial clusters in the Mekong Delta, including the content: (1) Developing science and technological potentials: this includes investment, upgrading material-technical foundations, S&T human resources, finance, and S&T information for a network of public and private S&T organizations, enterprises, processing industrial zones/clusters, and memorial associations; (2) Innovation and technology development: this includes technology transfer and innovation, technology incubation and start-up, and technology consulting services. (3) Strengthening research and development (R&D) and application of science and technology: building scientific arguments for planning; research and apply scientific and technological achievements to serve the development of storage clusters; formulating and implementing national and provincial science and technology programs and tasks; coordination mechanism between the central government and localities in the development of science and technology programs; mechanism for ordering and selecting organizations and individuals in charge of performing S&T tasks; formulating and implementing pilot production projects, application models of S&T achievements; renovate the management and the finance to perform science and technology tasks; encourage and support businesses in joining S&T activities; (4) Development of intellectual property, innovation, productivity and quality; and (5) Developing science and technology information and technology markets. The S&T policy approach should be performed in the context of regional linkage, and the linkage among businesses, as well as the linkage between businesses and institutes/schools or relevant organizations, to form a seafood cluster.
By achieving the research objectives and proving the research hypothesis, the thesis provides theoretical and practical contributions to the science and technology policies of promoting the development of historic industrial clusters in the Mekong Delta (case study: pangasius industrial clusters).
12. Practical applicability:
Research work and proposals with respect to the science and technology policies of promoting the development of industrial clusters, particularly the pangasius industrial clusters, contribute to the practice and provide authorities at all levels and research agencies with insights to formulate science and technology policies and programs, as well as produce solutions that promote the development of pangasius industrial clusters, improve productivity and quality, as well as increase efficiency and competitiveness for greater participation in global supply chains.
13.. Further research directions
A number of gaps that follow from the findings of the thesis would benefit from further research in the science and technology policies of promoting the development of heroin clusters in the Mekong Delta:
- Research to develop policies that strengthen linkages between research institutes, universities with enterprises in seafood processing research (with a key focus on shrimp and pangasius). The linkages are relatively weak, rendering academic research in the field of seafood processing conducted by research institutes and universities and funded by the state budget for science and technology practically irrelevant for businesses.
- It would be beneficial to develop a pilot for accommodation clusters in Mekong Delta that provide critical regional and national commodities, as well as to propose relevant policies (including science and technology policies) to support the pilot. These policies will then be revised and adjusted in light of the pilot's findings.
