11.1. Purpose and scope of the thesis
This dissertation addresses the following research objectives:
Firstly, it contributes to clarifying the basic contents and values ​​of Ho Chi Minh's thought on human rights as applied throughout historical periods through an approach from the perspective of political rights, economic rights, cultural rights, and social rights;
Secondly, the analysis clarifies the current state of implementation of the Party and State's application of human rights in Vietnam according to Ho Chi Minh's ideology during the period 1986-2023;
Thirdly, we propose solutions to improve the effectiveness of applying Ho Chi Minh's thought on human rights in Vietnam today.
The subject of this dissertation is the content and values ​​in Ho Chi Minh's thought on human rights and its application in Vietnam from 1986 to the present, focusing on: political rights, economic rights, cultural rights, and social rights, based on an analysis of Party and State documents and building upon previous research.
11.2. Research methods used
The thesis employs two main groups of methods: specialized research methods and other research methods. The specialized research methods include historical and logical methods. The other research methods include methods such as document research, analysis, synthesis, comparison, statistics, description, and contrast.
- Specialized methodology group:
The historical method plays a crucial role in studying the development and application of Ho Chi Minh's thought on human rights, especially since this thought is always linked to the specific historical contexts of the era and the nation.
The logical method helps to construct a thesis structure that is coherent and logical in terms of time, research content, and clarifies the relationships between research issues.
- Other research methods:
The document research method allows for the collection and analysis of relevant documents and texts to gain a better understanding of the research problem. Accordingly, the thesis utilizes a wealth of sources from monographs, newspapers, scientific journals, Party and State documents, and previous research works.
The analytical and synthetic method helps process and synthesize information from various sources to draw valuable conclusions. Implementation: Analyze the data and figures collected from previous documents and studies and synthesize them into the main arguments of the thesis.
The comparative method helps to compare Ho Chi Minh's thought on human rights with international theories and practices. The approach involves comparing aspects of human rights in Ho Chi Minh's thought with international standards, thereby identifying similarities and differences.

11.3. Main results and conclusions
11.3.1. Main results
First,This dissertation approaches and explains Ho Chi Minh's thought on human rights according to modern human rights theory; therefore, it contributes to supplementing the approach in researching the content, values, and application of Ho Chi Minh's thought on human rights.
Secondly, the thesis contributes to affirming that the values ​​of Ho Chi Minh's thought on human rights, linked to the right to national self-determination, are profoundly relevant to the times and consistent with global standards on human rights. It also affirms that the application of Ho Chi Minh's thought on human rights by the Party and State from 1986 to the present has been correct and appropriate to the country's realities and the dynamics of the times.
Thirdly, the thesis establishes a valuable system of reference materials related to the application of Ho Chi Minh's thought on human rights in Vietnam. Based on this, the thesis serves as a reference for research, teaching, and learning of Ho Chi Minh's thought, specialized topics on Ho Chi Minh's thought, and as a reference for education and propaganda work on human rights.
Fourthly, to a certain extent, the research results of this thesis will contribute to providing systematic data that can be used as scientific arguments for organizations, agencies, and units to refer to in formulating policies and methods for implementing human rights in Vietnam today.
11.3.2. Conclusion
Human rights are a political, social, and legal phenomenon studied from many different angles, requiring an objective and scientific approach to understand and develop appropriate methods to promote, guarantee, and protect human rights. In modern society, human rights are considered an achievement of human civilization, cherished by the international community as well as by nations and peoples. Human rights are a measure of social progress, transcending all ideologies, political systems, cultural identities, and levels of development of nations. In Vietnam, human rights attract great attention from scientists in many fields such as law, philosophy, sociology, political science, development science, and management science.
Ho Chi Minh's thought on human rights was formed from the foundation of the nation's traditional culture, inheriting the finest aspects of human culture, and seamlessly combining theory and practice.
The Communist Party of Vietnam and the State of Vietnam recognize human rights as a noble humanitarian value, a common asset of the human family, forged through many historical challenges and constantly developing alongside human civilization. Based on this understanding, the consistent and overarching viewpoint and policies of the Communist Party of Vietnam and the State of Vietnam have always focused on liberating people from oppression and injustice, while simultaneously bringing freedom, prosperity, and happiness to the people.
In Vietnam, the guarantee and implementation of human rights have always been linked to universally recognized values ​​and are inseparable from the country's reform process. In a socialist-oriented market economy, human rights are placed in close relationship with collective rights, with national independence as a decisive prerequisite, where the people are the masters and exercise mastery.
Despite numerous efforts in summarizing the core content, fundamental values, and providing an initial overview of the process of ensuring and implementing human rights in Vietnam from 1986 to 2023, the thesis has highlighted outstanding achievements as well as limitations, and proposed several solutions for more effective application of Ho Chi Minh's thought on human rights. However, the research still has some limitations: Firstly, the approach to international research results on Ho Chi Minh's thought on human rights is limited; secondly, the process of collecting, analyzing, and comparing documents and texts related to human rights still needs to be supplemented and updated to ensure comprehensiveness and relevance; and thirdly, the solutions proposed in the thesis are mainly directional, while further empirical research is needed to evaluate their practical effectiveness and feasibility.
11.4. Novel Contributions of the Thesis
First,This dissertation is a systematic and in-depth research work, focusing on clarifying the content, basic values, and application process of Ho Chi Minh's thought on human rights in Vietnam from 1986 to 2023. The outstanding difference of this work compared to previous studies is its multi-dimensional approach, focusing on two main aspects: (1) the application of Ho Chi Minh's thought on human rights through historical periods, and (2) the application of the values ​​of this thought in the period of renovation up to 2023. By emphasizing the context of renovation, the work has painted a comprehensive picture of how the values ​​of Ho Chi Minh's thought are applied flexibly and creatively to solve political, economic, cultural, and social problems in the period of development and international integration. The focus on applying Ho Chi Minh's ideological values ​​during the đổi mới (renovation) period has supplemented and enriched research on human rights, opening up new perspectives on exploiting Ho Chi Minh's thought as a valuable asset for national development.
Monday,The dissertation successfully affirms the fundamental values ​​of Ho Chi Minh's thought on human rights, analyzed from political, economic, cultural, and social perspectives, based on modern human rights theory. Politically, the dissertation clarifies Ho Chi Minh's views on the people's right to self-governance through the rights to vote, freedom of speech, and participation in state management. Economically, the dissertation emphasizes the right to labor, the right to ownership, and the right to enjoy the fruits of labor, which are considered fundamental to improving people's lives. In the cultural sphere, the right to education and access to national and international cultural values ​​is considered by him as the key to liberating knowledge. Socially, basic rights such as the right to healthcare and social security are prioritized with the perspective of "nurturing the people's strength."
Tuesday,This dissertation objectively and comprehensively assesses the application of Ho Chi Minh's thought on human rights in Vietnam, identifying achievements, limitations, and causes in the implementation of these rights in specific areas. Achievements, such as guaranteeing the right to vote and freedom of speech, improving economic life through reform policies, and developing the education and healthcare systems, have been thoroughly analyzed. Simultaneously, the dissertation also points out limitations, such as disparities in the implementation of rights between regions, challenges in ensuring labor rights and social security, and inadequacies in the legal system and enforcement mechanisms. Based on this, the dissertation not only draws lessons from practical experience but also proposes specific solutions and directions for more effectively applying the values ​​of Ho Chi Minh's thought on human rights to the current national development.

NCS intends to continue its in-depth research on this topic, as it is currently receiving a great deal of attention from scholars both domestically and internationally. Therefore, updating relevant information and knowledge is essential.
