After 40 years of implementing reforms, Vietnam has achieved tremendous, historically significant accomplishments in many fields; its strength, overall national power, prestige, and international standing have been continuously enhanced. The reform process, coupled with increasingly deep opening up and international integration, has created fundamental and comprehensive changes, ushering the country into a new stage of development. Currently, in the context of rapidly changing, complex, and unpredictable global and regional situations, and facing new demands for reforming the growth model, achieving rapid and sustainable development, enhancing self-reliance and self-sufficiency, and deepening international integration, the 40th anniversary of reforms is a crucial moment to reflect on the country's development journey and to raise new issues requiring further research, both theoretically and practically.
Stemming from that significance and the need to continue to deeply summarize the practical experiences of 40 years of reform, clarify theoretical issues and orientations for national development in the new period, the Central Propaganda Department, the Central Theoretical Council, the National Political Publishing House, and the University of Social Sciences and Humanities - Vietnam National University, Hanoi, jointly organized the national scientific conference: “Vietnam on the journey of 40 years of reform and international integration (1986 - 2026)”.
I. OBJECTIVES AND REQUIREMENTS
1. Purpose
- To summarize and deepen theoretical and practical understanding of Vietnam's 40-year journey of reform and international integration, thereby contributing to affirming the value and historical significance of the reform process; clarifying the development in the Party's reform thinking and policies, and valuable lessons learned for the cause of national construction, development, and defense in the new period.
- To create a scientific forum where leaders, managers, experts, and scientists can exchange, discuss, and share diverse perspectives on major issues facing Vietnam's development in the new context.
2. Requirements
- Preparation and implementation must be scientific, high-quality, effective, and practical.
- The workshop will include participation from researchers, scientists, and leaders/managers related to the workshop's topic.
- Ensure effective coordination among relevant agencies and units; adhere to the schedule.

1. Workshop Topic:"Vietnam on its 40-year journey of reform and international integration (1986 - 2026)"
2. Workshop Content
- To clarify theoretical and practical issues concerning Vietnam's 40-year process of reform and international integration; to identify developments in the Party's reform thinking and policies, and fundamental changes in the country's economic, political, cultural, social, defense, security, and foreign affairs fields.
- To objectively and comprehensively analyze and evaluate the outstanding achievements, limitations, shortcomings, and lessons learned over 40 years of reform; to clarify the factors contributing to success, while identifying new issues, new requirements, and opportunities and challenges facing Vietnam in the context of a rapidly changing, profound, and unpredictable world.
- To exchange perspectives and experiences, both domestic and international, on development models, institutional reform, innovation, digital transformation, human resource development, enhancing self-reliance and self-sufficiency, and effective international integration; thereby clarifying new driving forces, new development spaces, and development methods suitable to the requirements of the new period.
- Propose scientifically sound, practical, and feasible viewpoints, orientations, mechanisms, policies, and solutions to further promote comprehensive and synchronized reforms; leverage national combined strength, enhance competitiveness, adaptability, and Vietnam's position, creating a foundation for successfully achieving the country's development goals by 2030, with a vision to 2045.
