The Institute for Policy and Management (IPAM) continues to be recognized as a key research center at the Vietnam National University, Hanoi.

With its continued recognition as a key research center of the Vietnam National University, Hanoi in January 2023, the Institute of Policy and Management (IPAM) under the Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, has affirmed its scientific position with an applied research orientation in the field of policy and management science.
The Institute of Policy and Management has been upgraded based on the development achievements of the Center for Policy Research and Analysis (CEPSTA) - one of the ranked centers in the group of effective research and training support centers under the University of Social Sciences and Humanities.
In 1991, with the support of the University of Social Sciences and Humanities, Associate Professor Dr. Vu Cao Dam founded the "Sociological Research Program on Policy and Science and Technology". After 10 years of operation and development, in 2001, Associate Professor Dr. Vu Cao Dam collaborated with experts from the Ministry of Science and Technology to organize a workshop on environmental sociology and decided to rename the program to "Sociological Research Program on Environment and Development". By 2007, the program had developed and been renamed the Center for Policy Research and Analysis, abbreviated as CEPSTA. In 2013, the Institute of Policy and Management was established, and in 2018, IPAM was recognized as a key research center at the Vietnam National University, Hanoi. IPAM is the result of continuous development, evolving from a research group, research center, research institute, and think tank in the field of policy and management research, with the dedication of scientists and founders such as Assoc. Prof. Dr. Vu Cao Dam, Prof. Nguyen Van Khanh, and Assoc. Prof. Dr. Dao Thanh Truong. The establishment of IPAM, with its combination of training and research subsystems, will be a typical think tank model in the field of policy and management. The Institute strives to become a key national research and training center for policy and management.
Throughout its formation and development, the Institute for Policy and Management (IPAM) has achieved remarkable accomplishments, making significant contributions to the development of research activities on policy and management in Vietnam. Internationalization in research, training, and policy consulting activities is a particular focus of IPAM, which actively develops its operations. The Institute has established nearly 20 years of cooperation with the Rosa Luxemburg Institute in Germany, increasing international publications in prestigious journals, promoting research activities, and providing skills training with the participation of leading domestic and international experts. The Institute has produced many valuable science and technology products (policy consulting, petitions, documents, reference books, etc.) with high applicability to Party committees, central and local ministries and agencies, and science and technology organizations both domestically and internationally. The Institute of Policy and Management is also designated as the professional focal point of the Policy Advisory Council of the University of Social Sciences and Humanities (according to Announcement No. 727/TB-KH dated March 21, 2019, regarding the conclusions of the Chairman of the Policy Advisory Council at the regular meeting of the council in March 2019).
The Institute is also responsible for the Vietnam National University Hanoi Science Journal: Policy and Management Research Special Issue, attracting numerous research papers and experience exchanges in the field of policy and management from scientists and managers. All articles are open access on the website and have DOI codes for easy retrieval by interested readers. The journal aims to achieve ACI (ASEAN Citation Index) standards to be included in the entire ASEAN regional database.
With a vision to become a key research and training center for policy and management, IPAM is significantly different from other related research centers.
IPAM is the first Institute model directly under a member university of VNU (from Research Program - Research Center - Institute), where a strong research group on policy and management is formed, serving as a key research center of VNU and a think tank in the field of policy and management in Vietnam.
IPAM has maintained close coordination with units under the University of Social Sciences and Humanities, VNU Hanoi, in implementing research, training, policy consulting, and management activities since its establishment.
IPAM has established a network of cooperation with local authorities and is a reputable institution entrusted by Vietnam National University, Hanoi to implement numerous research and training activities on policy and management skills; and to provide policy advice to local partners.
IPAM participates in the implementation of interdisciplinary projects with the involvement of numerous scientists from many countries and from various fields and scientific disciplines.
 
In the coming period, the Institute of Policy and Management will continue to implement a strategy of developing strong research teams and task forces in project implementation as a foundation for expanding its scope of activities; focusing on strengthening the international integration capacity of local human resources.
- IPAM continues to develop its research network with the participation of domestic and international experts to strengthen resources for implementing activities, while simultaneously carrying out knowledge transfer (including technology transfer) to local personnel (through TOT - training for trainers activities, networks of each research group, etc.). The Institute also continues to propose bidding for key tasks at all levels in the field of policy and management, while accessing resources and investments from its network of partners, including international organizations, businesses, and localities.
- IPAM continues to strengthen cooperative relationships with agencies under the National Assembly, ministries, departments, localities, and businesses to provide valuable science and technology products that closely meet the practical needs of current policies and management, and effectively serve the planning and evaluation of policies at all levels.
- IPAM also strengthens key research directions in Public Policy, Public Administration, Science and Technology Policy, Science, Technology and Innovation Management, and several other interdisciplinary research areas related to sustainable development and socio-ecological transformation.
   
The team of scientists at the Institute of Policy and Management - University of Social Sciences and Humanities are leading experts in policy and management in various fields, especially science, technology and innovation policy, and science and technology management. With many years of experience, they serve as expert advisors and guides for IPAM's research and training activities. The Institute also attracts researchers, experts, and science and technology organizations to work there.
In addition, the Institute of Policy and Management also builds research and training cooperation relationships with research centers, strategic and policy institutes, policy training organizations, technology enterprises, technology parks, and domestic universities such as the Strategic and Policy Institutes of Ministries; the Academy of Science, Technology and Innovation, Ministry of Science and Technology; the Ho Chi Minh National Academy of Politics; the National Academy of Public Administration; the Vietnam Academy of Science and Technology; the Vietnam Academy of Social Sciences; the Institute of Legislative Research, Standing Committee of the National Assembly; Hoa Lac High-Tech Park; the Institute of Workers and Trade Unions under the Vietnam General Confederation of Labor…; associations (Hanoi Small and Medium Enterprises Association) and a number of other partners. The Institute also collaborated with the Club of Scientists of Vietnam National University, Hanoi to organize research and cooperation activities to meet the socio-economic development needs of localities (Ha Giang, Ca Mau, Thai Binh) in the period 2022 - 2023.

During the period 2017-2022, the Center for Key Research at Vietnam National University, Hanoi - Institute of Policy and Management - published numerous international papers in journals/publishers listed in the WoS/Scopus database. Its publications in domestic scientific journals were of high quality and had a significant impact on management and policy. In particular, the book "Perspectives on Vietnam's science, technology, and innovation policies," published by Palgrave Macmillan, is considered one of the first international publications offering a comprehensive overview of Vietnam's science, technology, and innovation system. The book provides readers with valuable theoretical and practical information that is highly relevant to policy planning and management in this field. The Institute was also selected by international scholars to contribute a chapter on Research Management and Administration in Vietnam to the publication The Emerald Handbook of Research Management and Administration around the World, scheduled for publication in 2023.
The Institute of Policy and Management has organized approximately 50 training courses on policy analysis and planning skills, policy evaluation skills, and leadership and management skills for officials from central offices, the National Assembly Office; and officials from the Fatherland Front and People's Councils of provinces such as Quang Ninh, Kon Tum, Hai Phong, Hanoi, Dak Lak, Lam Dong, Dien Bien, Bac Kan, Thai Binh, Can Tho, Quang Binh, Ha Giang, and Ca Mau... These training courses have received positive feedback, contributing to improving the effectiveness of policy management, planning, and evaluation at the local level.

During the period 2017-2022, the Institute for Policy and Management (IPAM) implemented 9 ministerial and national-level research projects. Currently, IPAM is implementing specific tasks such as: “Research and development of the National Geographic Atlas of Vietnam: Administrative Volume” under the National Special Science and Technology Task: “Research and development of the National Geographic Atlas of Vietnam”; a national-level project on “Social governance of changes in the lifestyles of workers in industrial zones in the context of the 4.0 Industrial Revolution”, a national-level project on “Research on forms of training and retraining for workers in the textile, garment and footwear industries affected by technological innovation in the context of the 4.0 Industrial Revolution” and a series of annual tasks assigned by the Vietnam National University, Hanoi.
During this period, the Institute signed and implemented approximately 15 international projects on policy, sustainable development, and socio-ecological transformation with foreign partners such as the Rosa Luxemburg Institute of Germany and the Summernet network. The Institute also participated as a think tank in Vietnam in the “Mekong Thought Leadership and Think Tanks Network (Mekong Think Tanks)” project under the Mekong Australia Partnership - Water, Energy and Climate (MAP-WEC) program, Department of Foreign Affairs and Trade (DFAT) of Australia, from 2022 to the present. The Institute organized 13 domestic and international workshops and seminars within the framework of the aforementioned collaborative projects. The Institute also provided strategic consulting on socio-economic development, especially science and technology development strategies, for localities including Lao Cai, Yen Bai, Son La, Lang Son, Ha Nam, Phu Tho, Quang Ninh, Thanh Hoa, Nghe An, and Ca Mau.
