Prime Minister Pham Minh Chinh signed an official dispatch directing ministries, branches and localities to focus on urgent response to storm No. 3 in 2024.

The telegram stated: This morning (September 5, 2024), storm No. 3 has strengthened into a super storm, with the strongest wind near the storm center reaching level 16, gusting above level 17.
It is forecasted that from tomorrow morning the storm will directly affect the Gulf of Tonkin with the strongest wind near the storm center reaching level 13-14, gusting to level 16; from tomorrow night it will directly affect the mainland of the Northeast and North Central regions of our country with the strongest wind possibly reaching level 10-12, gusting to level 13-14 and affecting deep inland, the storm is likely to cause strong winds, rising water, large waves at sea and along the coast, strong winds and widespread heavy rain on land.
Storm No. 3 is forecast to be very strong, with a high level of natural disaster risk and complex developments. The Prime Minister requests:
Firstly, the Ministers, Secretaries and Chairmen of the People's Committees of the above localities focus on leading, directing, organizing inspections, urging, and implementing drastic, timely and effective measures to prevent and respond to storms in the spirit of proactive prevention and response at the highest level to ensure the safety of lives, especially children and vulnerable groups, and minimize damage to the property of the People and the State.

Postpone non-urgent meetings, mobilize the entire political system to fight the storm

Second, the above-mentioned Secretaries and Chairmen of the People's Committees of the provinces and centrally-run cities shall postpone non-urgent meetings, mobilize the entire political system, assign each member of the Standing Committee and Standing Committee to directly go to key areas to lead, direct, urge, and inspect storm and flood prevention and control work, focusing on:
Carefully review and immediately deploy safety assurance work for activities at sea and on islands; ensure safety for people, boats, and vehicles operating at sea (especially boats in the Gulf of Tonkin and coastal areas from Ha Tinh outwards) and at shelters.
Ensure the safety of people's lives in dangerous areas, especially on rafts, aquaculture watchtowers, boats in shelters, areas at risk of deep flooding due to high waves, rising water, heavy rains, areas at risk of landslides and flash floods that are not safe, resolutely do not let people stay in dangerous areas when storms directly affect and heavy rains and floods (if necessary, proactively enforce evacuation to ensure people's safety).
Directing the assurance of safety of dikes, dams, traffic safety, limiting damage to houses, warehouses, offices, public works, industrial parks, factories, and enterprises; protecting agricultural production, preventing flooding in urban areas and industrial parks.
Proactively arrange forces and means in key and vulnerable areas to be ready to promptly handle situations that arise during storms and floods.
Review the responsibility of heads of organizations, agencies and units who are negligent and subjective in performing tasks of storm and flood prevention and control; strictly handle business owners, vehicles, boats and rafts that do not comply with the direction of competent authorities and forces in storm prevention and control work.
The Secretary and Chairman of the Provincial People's Committee are responsible to the Secretariat and the Prime Minister if they are subjective, negligent in leadership and direction, and slow in responding to storms and floods, leading to great loss of life and property.

Urgently review and update response plans according to storm risk levels.

Third, the Minister of National Defense and the Minister of Public Security directed relevant units to urgently review and update response plans according to the storm risk level, proactively arrange forces and means to coordinate with relevant forces to deploy storm and flood prevention and control work according to regulations.
Other ministries and branches, according to their assigned state management functions, shall continue to direct and seriously and effectively implement storm prevention and control work according to the direction of the Prime Minister in Official Dispatch No. 86/CD-TTg dated September 3, 2024.
Fourth, the Minister of Agriculture and Rural Development shall organize a 24/7 duty to closely monitor the situation, proactively direct and urge localities to deploy response work in accordance with actual natural disaster developments, promptly report and propose to the Prime Minister to direct issues beyond his authority.
Fifth, Deputy Prime Minister Tran Hong Ha is assigned to directly direct ministries, branches and localities to continue to promptly and effectively respond to and overcome the consequences of storm No. 3 and post-storm floods.
Sixth, the Government Office monitors and urges the implementation of this Official Dispatch, promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.

Storm No. 3 (Super Typhoon YAGI) gusts above level 17, 460 km from Hainan Island (China)

On September 3, storm YAGI entered the northeastern sea of ​​the North East Sea, becoming the third storm in 2024.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of September 5, storm No. 3 continued to strengthen to level 16 (super storm level).
At 4:00 p.m. on September 5, the center of the super typhoon was located at approximately 19.3 degrees North latitude; 114.7 degrees East longitude, in the northern sea area of ​​the North East Sea, about 400km east of Hainan Island (China).
The strongest wind near the center of the super typhoon is level 16 (184-201km/h), gusting over level 17, moving west at a speed of about 12km/h.

From around noon on September 6, the eastern sea area of ​​Bac Bo Gulf (including Bach Long Vy island district) will have winds gradually increasing to level 6-7.
From the evening and night of September 6, the wind in the Gulf of Tonkin (including Bach Long Vi and Co To island districts) will gradually increase to level 8-9, then increase to level 10-12, the area near the storm center will be level 13-14, gusting to level 17; the sea will be very rough.

From noon on September 6, in the Gulf of Tonkin (including Bach Long Vi and Co To island districts), waves were 2.0-4.0m high, then increased to 3.0-5.0m, and 6.0-8.0m high near the storm's eye.
From the night of September 6 and early morning of September 7, coastal waters from Quang Ninh to Thanh Hoa had waves 2.0-3.0m high, then increasing to 2.0-4.0m, near the storm center 3.0-5.0m.
Storm surge/retreat: Coastal areas from Thanh Hoa to Quang Ninh need to be on guard against storm surges of 0.5 (Thanh Hoa) - 1.8m (Quang Ninh) in the afternoon and night of September 7 and storm retreats of 0.5 (Thanh Hoa) - 1.0m (Quang Ninh) in the morning of September 7.
Boat mooring areas, aquaculture areas, dykes and seawalls in the above-mentioned dangerous areas are all likely to be affected by strong winds, large waves and storm surges/ebb.
Low-lying coastal and estuary areas should be on guard against flooding due to rising water and large waves.
From the night of September 6 to the morning of September 9, in the Northern region and Thanh Hoa, there is a possibility of heavy rain, locally very heavy rain and thunderstorms with total rainfall ranging from 100-350mm, in some places over 500mm (the heaviest rain in the Northeast will be concentrated during the day and night of September 7; in the Northwest from the evening of September 7 to the night of September 8).
Heavy rains can cause flooding in low-lying areas; flash floods in small rivers and streams, and landslides on steep slopes.
Due to the influence of the wide storm circulation, it is necessary to guard against the risk of thunderstorms, tornadoes, and strong gusts of wind both before and during storm No. 3's landfall.

The worrying problem is thunderstorms before the storm.

Previously, on the afternoon of September 4, the General Department of Hydrometeorology, Ministry of Natural Resources and Environment held an information session on storm No. 3 (YAGI).
According to experts, storm number 3 is a very strong storm with a wide circulation, so even though it has not yet moved into the Gulf of Tonkin, it can still cause strong thunderstorms and lightning in our country.
Specifically, according to experts, the current worrying issue is thunderstorms before the storm. On September 6, when storm No. 3 is still in Hainan Island, the mainland of Vietnam, specifically the North, is likely to experience thunderstorms with tornadoes and lightning.
In the early morning and afternoon of September 7, coastal provinces will experience heavy rain and increasingly strong winds. The rain and wind will concentrate in the late afternoon of the same day and last until September 8, then gradually decrease and move to the Northwest region.
The Northern and North Central provinces directly affected by the storm will have strong winds of level 6 or higher accompanied by heavy rain. The focus of the storm (strongest winds, heaviest rain) is the provinces of Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh.
Heavy rains concentrated in a short period of time pose a high risk of landslides and flash floods in these areas. Specific information will be provided in the next bulletins – Mr. Lam informed.
According to Mr. Nguyen Xuan Hien, Director of the Oceanographic Center, General Department of Hydrometeorology, in the next 24 hours, waves in the North East Sea can reach a height of 5 - 7 meters and the area where the storm center passes can reach a height of 7 - 10 meters.
With forecasted intensity reaching super typhoon level, storm number 3 can cause waves 10-12 meters high in areas near the storm's eye.
It is forecasted that when the storm enters the Gulf of Tonkin and weakens, waves will still be 5-7 meters high, posing a danger to boats even when they have entered shelters and anchored.
In addition, storm surges from storm No. 3 could reach 1.5m and pose a danger to low-lying areas, especially when combined with high waves. Coastal provinces from Quang Ninh to Ha Tinh affected by the storm need to be extremely cautious due to the impact of big waves and strong winds.

It is expected that from September 7, Hanoi will begin to be affected by storm number 3.

Regarding the capital Hanoi, Mr. Dinh Huu Duong, Head of the Forecast Department of the Northern Delta and Midlands Hydrometeorological Station, informed: It is expected that from September 7, Hanoi will begin to be affected by storm No. 3. The wind will gradually increase to level 5, level 6 and the strongest is level 7, gusting to level 9.
A heavy rainstorm will appear around September 7-8, but before that there may be sudden strong thunderstorms due to the influence of the storm circulation.
Rain also concentrated in a short period of time is likely to cause flooding in the inner city and low-lying suburban areas.
With heavy rain, the Bui River, Tich River, and Ca Lo River may experience floods up to level 3, causing long-term flooding in some communes in Chuong My such as Tot Dong and Nam Phuong Tien. Specific information will be updated in the next newsletters.
Emphasizing response work, experts said that the most important thing is that people need to comply with the requirements of the Disaster Prevention and Control Command from the central to local levels. The immediate priority is to ensure safety at sea and check vulnerable points on land. The closer the storm gets to shore, the more detailed instructions agencies will have.
