Currently, there are about 40 countries in the world that celebrate "Law Day" or Constitution Day as an annual festival to commemorate the signing and promulgation of their country's Constitution.
In our country, according to the provisions of Article 8 of the Law on Dissemination and Education of Law No. 14/2012/QH13 dated June 20, 2012: November 9 every year is the Law Day of the Socialist Republic of Vietnam. Law Day is held to honor the Constitution, the law, and educate the awareness of the rule of law for everyone in society.

The National Assembly chose November 9 as the Law Day because on this day, 75 years ago, the National Assembly of the Democratic Republic of Vietnam passed the first Constitution of our country - the 1946 Constitution. This is a political-legal event of special significance, opening a new path of development in the constitutional history of the country. On November 9, 1946, the first Constitution of the Democratic Republic of Vietnam was promulgated. After the 1946 Constitution, our country had 4 more Constitutions (1959, 1980, 1992, 2013). The democratic values, human rights, civil rights, ideology and model of state organization of the People, by the People and for the People, recorded in the 1946 Constitution, have always been the red thread running through all Constitutions and the entire legal system of our country.
Therefore, the purpose and important meaning of Law Day is for people to express their spirit of honoring the values and especially important roles of the Constitution and law in the life of each person and in the development of the country and the prosperity of the nation, and at the same time, make the spirit of the rule of law truly permeate the consciousness, behavior and activities of all people, agencies, organizations and the whole society.
First, respect for the Constitution and the law: Law Day is held annually to honor the Constitution and the law, promote the value of the Constitution and the law in a rule of law state, and educate people in society about the rule of law. With that meaning, all organizations and individuals focus on researching and learning about the law, contributing to bringing legal regulations into life, thereby spreading widely so that every day of the year is Law Day.
Second, building trust, feelings, and behaviors in accordance with the provisions of the Constitution and the law: The laws of our country ensure the principles of fairness, transparency, recognition, protection, and guarantee of the rights and interests of each individual and the harmony of interests in society. Law Day is organized to honor the Constitution and the law; build trust, feelings, attitudes, and behaviors in accordance with the provisions of the legal system, and awareness of protecting the law among all people.
Third, promoting human values, building personality to create the sustainability of legal awareness, discipline, and national laws: Law Day is organized to promote human values, build personality; promote the sense of mastery, respect for discipline, freedom within the framework of the law; respect good moral values; sense of responsibility, civic duty, patriotism, building a cultural lifestyle; fostering awareness and capacity to promote national cultural values, absorbing the quintessence of human culture are important conditions contributing to the formation of people in terms of soul and personality, so that each person is self-aware of himself, of the community, of the nation, of the country. This is the factor that creates the sustainability of legal awareness, of discipline, and national laws.
Fourth, improve the effectiveness of law building, dissemination, education and enforcement, meeting the requirements of building a rule-of-law state of the people, by the people, for the people.
Fifth, towards building a legal culture: Legal culture is very present, expressed daily in all areas of state, individual and social activities, in the content, practice and application of the Constitution and laws, in all issues related to people, rights, freedoms and responsibilities of people. To form a legal culture, it is necessary to build a lifestyle that respects the law. A legal lifestyle represents a regular, daily state, created from legal behavior at all times, places and in all circumstances; it is not simply a temporary action but becomes a habit. Therefore, Law Day has a profound educational significance in promoting the value of law in a rule of law state, guiding all organizations and individuals to actively participate with correct legal behavior and attitudes, promoting the rights as well as responsibilities and obligations of individual citizens in studying, understanding the law and voluntarily complying with the law. Thereby, contributing to raising awareness and belief in the law, gradually building and consolidating legal cultural values in social life. At the same time, this is also a model to mobilize, encourage and call on all people to join hands and unite for the cause of building and perfecting the State, thoroughly promoting the spirit of great national solidarity and actively acting for a Vietnam with rich people, strong country, democracy, fairness and civilization./.
