“The EU's Approach to Cooperation in the Indo-Pacific Region: From Strategy to Practice”

On November 11, 2021, at the University of Social Sciences and Humanities, a seminar was held to announce the Research Project “The EU’s Approach to Cooperation in the Indo-Pacific Region: From Strategy to Practice”. Attending the seminar were Prof. Dr. Pham Quang Minh (Former Rector of the University of Social Sciences and Humanities, Head of the Project Research Team) and Ms. Pham Thi To Hang (Project Manager, Konrad-Adenauer Foundation).

The above research project is carried out by the Faculty of International Studies, USSH with funding from the Konrad-Adenauer Foundation (Germany). The project is divided into 3 phases, lasting from 2021 to 2023. Each phase lasts for one year and focuses on a group of issues regarding the European Union's approach to cooperation in the Indo-Pacific region.

To date, the research tasks of phase 1 (September 13 - November 15, 2021) of the project have been completed and compiled into a report consisting of 5 articles, addressing the EU's common cooperation strategy in the Indo-Pacific, the views and strategies of the member states of France, Germany, the Netherlands, as well as Vietnam's views on this strategy. The announcement seminar was organized with the aim of presenting the initial results, receiving comments and feedback from a number of experts in the field of international relations.

Opening the Seminar, Prof. Dr. Pham Quang Minh emphasized the importance and urgency of the Research Project in clarifying the content of the EU's new strategy with an increasingly important region on the map of international relations, as well as the impact of this strategy on member states, countries in the region and the world in general. The research results will contribute to improving understanding and awareness of new changes in the EU's foreign policy stance, thereby helping ASEAN countries like Vietnam build appropriate policies for their role in the Indo-Pacific region.

Associate Professor, Dr. Bui Hong Hanh (Department of European Studies, Faculty of International Studies) presented the report results.

Next, the experts listened to the researchers present the preliminary results of the first report. The experts assessed that the report had high scientific content; clear scope and research objects; was presented with a reasonable structure, coherent writing style and used rich and reliable original sources. The expert group also gave some additional comments, adjustments and expansions to the report. On behalf of the research group, Prof. Dr. Pham Quang Minh accepted the comments. The group will complete the report as an official scientific publication and develop a plan to implement the next stages of the Project.

The main objective of the research project “The EU’s approach to cooperation in the Indo-Pacific region: From strategy to practice” is to explore the European Union’s approach to cooperation in the Indo-Pacific region and its implications for countries in the region. The project is divided into three phases corresponding to the following research topics:
  • Phase 1, which will be implemented in 2021, will focus on the EU and its Member States’ approach to cooperation in the Indo-Pacific region. Specific issues include: the content and origins of a common EU-wide vision; traditional, geopolitical conventions that underpin the Member States’ concept of the EU; the role of the EU and its Member States in the Indo-Pacific region, and expectations for the EU’s engagement in this region.
  • Phase 2, to be implemented in 2022, will focus on the perceptions and cooperation of groups of countries outside the EU, the United States and China, and their strategic objectives in the Indo-Pacific region in relation to the EU and its member states. These groups of countries include industrialized countries such as Japan, Taiwan, South Korea; ambitious powers such as India and Indonesia; and national communities such as ASEAN.
  • Phase 3, to be launched in 2023, will focus on sub-areas relevant to the EU’s current enlarged security policy. Specific areas include global transport security, the fight against terrorist threats, migration, international health policy, and in particular the response to and mitigation of the impacts of climate change and global warming.
