Immediately after President Ho Chi Minh signed the Decree (October 10, 1945) establishing the Faculty of Literature, higher education administrators demonstrated a timely understanding of the training trends of the era and knew how to gradually adapt and apply them effectively, in accordance with the realities of the country at the time of the successful August Revolution. This can be clearly seen in the Decree.
