The seminar is within the framework of cooperation between the University of Social Sciences and Humanities and Vietnam Social Security in coordinating the dissemination of policies and laws on social insurance, health insurance (HI), and unemployment insurance (UI) among students to help students understand and effectively apply the provisions of policies and laws on social insurance, health insurance, and unemployment insurance. At the seminar, experts and managers with a lot of practical experience in related policies and laws and some lecturers and students in the school who have benefited from HI and social insurance will have a direct dialogue to learn about the content and answer questions and difficult situations about the above types of insurance. The special point is that the seminar will be organized and led by students studying in the school to contribute to expressing the thoughts, aspirations, and questions of the students themselves in a lively way, imbued with the style of students of Hanoi National University.
Regarding social insurance, participating students will be provided with knowledge and basic contents of social insurance policies on the rights and responsibilities of employers and employees, contribution levels, benefits and regimes for illness, maternity, retirement, accidents, death, etc. Regarding unemployment insurance, students will be equipped with the necessary knowledge to ensure their rights in case of unfortunate job loss.
Regarding health insurance, the seminar will contribute to explaining and illustrating specifically through situations about the obligations and rights of students. Accordingly, students not only need to comply with the law on participating in health insurance to protect their personal interests, but also understand the noble humanitarian meaning of the health insurance policy, especially in terms of communication to the community.
According to the report of Vietnam Social Security, by November 2018, the total number of social insurance participants was 14.56 million people (of which, compulsory social insurance: 14.31 million people, reaching 97.7% of the annual plan; voluntary social insurance: 254 thousand people, reaching 76.6% of the annual plan); unemployment insurance: 12.24 million people, reaching 95.2% of the annual plan; health insurance: 82.38 million people, reaching a coverage rate of 87.7% of the population.
According to regulations, the health insurance premium for students is equal to 4.5% of the basic salary. The state budget supports 30% of the premium, students pay the remaining 70%. The current health insurance premium for a student is 43,785 VND/month, the state budget supports 18,765 VND/month. Students can choose to pay for 3 months, 6 months or 12 months to the educational institution or school they are attending. Regarding the payment level, if they go to the right medical facility for examination and treatment, students will be paid 80% - 95% - 100%, depending on the card code. If they go to the wrong medical facility, the payment level is 40% of the cost of inpatient treatment at a central hospital, 100% of the cost of inpatient and outpatient treatment at district hospitals; 60% of the cost of inpatient treatment at a provincial hospital until December 31, 2020. From 2021, students will be covered 100% of inpatient treatment costs nationwide. In case of medical examination and treatment without presenting complete procedures, the health insurance fund will pay directly to the social insurance agency within the scope and benefit level according to regulations. In case of participation for 5 consecutive years or more, they will enjoy higher health insurance benefits.
The University of Social Sciences and Humanities is one of the leading educational institutions in Vietnam for training in social sciences and humanities. According to the school's leaders, the rate of students participating in health insurance in the 2018-2019 school year reached 98%, of which first-year students reached 98.4%, second- and third-year students reached 98%, and final-year students reached 97.4%. The school always pays close attention to the dissemination and education of social insurance, health insurance, and unemployment insurance policies. Two similar seminars were held at the same time in 2017 and November 2018, attracting the attention of tens of thousands of students who participated directly and indirectly through the media. Student participation in health insurance is one of the criteria for assessing the level of completion of students' law enforcement tasks and is a condition for graduation according to the regulations of Hanoi National University.
