Attending the launch ceremony of the Higher Education and Vocational Training Quality Channel, both in person and online, were: Mr. Choltis Dhirathiti - Executive Director of the ASEAN University Network (AUN); Mr. Pham Vu Quoc Binh - Deputy Director General of the General Department of Vocational Education; Mr. Nguyen Quang Viet - Director of the Department of Vocational Education Quality Accreditation, Ministry of Labour, Invalids and Social Affairs; and Mr. Le My Phong - Deputy Director of the Quality Management Department, Ministry of Education and Training.
Representing Vietnam National University, Hanoi were Mr. Pham Bao Son – Vice Director; Mr. Nguyen Huu Duc – former Vice Director; Mr. Mai Trong Nhuan – Chairman of the Quality Assurance Council; Mr. Nghiem Xuan Huy – Director of the Institute for Educational Quality Assurance; and representatives from the Office and functional departments.
In recent years, the Party and Government have adopted decisive directives and specific policies on comprehensive educational reform, especially in higher education and vocational education. Among these, the orientation and policies on university autonomy are gradually being implemented. To exercise autonomy, universities and colleges need to demonstrate accountability and commitment to quality education for society. System governance, quality assurance, and quality accreditation are particularly important and necessary tools to support the fulfillment of accountability by educational institutions.
Mr. Nghiem Xuan Huy, Director of the Institute for Educational Quality Assurance, the permanent unit of the Channel, shared that with over 25 years of experience leading the country in university governance, quality assurance, and educational quality accreditation, Vietnam National University, Hanoi (VNU) has a team of permanent staff as well as a network of partners with deep understanding of the theory and practice of governance, quality assurance, and educational quality accreditation to implement and operate the Channel. In addition, VNU also has a force of IT engineers with the appropriate knowledge and skills in IT to develop and manage the university governance system, quality assurance, and educational quality accreditation.

Highly appreciating the initiative of Vietnam National University, Hanoi (VNU) in establishing the Higher Education and Vocational Training Quality Channel, Mr. Choltis Dhirathiti - Executive Director of AUN - said that this platform will contribute to supporting and promoting the development of the quality of Vietnam's higher education and vocational training system. He expressed his admiration for the Channel's objectives in aiming to form a cohesive, sharing, and mutually supportive community of higher education and vocational training professionals, and stated that this is also AUN's focus in its roadmap to contribute to building ASEAN into a center of high-quality education.
Speaking at the ceremony, the Director of Vietnam National University, Hanoi, Le Quan, stated that, with its role and mission of fulfilling many important tasks in the reform of higher education and scientific research, Vietnam National University, Hanoi, always strives to achieve high rankings in domestic and international rankings. However, Vietnam National University, Hanoi, always considers educational quality as the foundation and is ready to share, spread, and develop a culture of quality.

According to Director Le Quan, digital transformation activities are being strongly implemented at Vietnam National University, Hanoi (VNU). Recently, VNU launched an online channel to support primary education, a system supporting online and in-person teaching and learning for teachers, parents, and primary school students in remote, disadvantaged areas in particular, and localities nationwide in general. Currently, over 100,000 people from nearly 40 localities have registered to participate in online training, professional development, and support courses through this channel. VNU will continue to promote the general education channel through training and capacity building activities for teachers and general education administrators in the coming time.
A culture of quality is always highly valued and plays a top priority throughout all activities of Vietnam National University, Hanoi (VNU). Therefore, the launch of the Higher Education and Vocational Training Quality Channel will contribute to the development of educational quality at VNU in particular, and the national higher education and vocational training system in general.

Director Le Quan shared that the Higher Education and Vocational Training Quality Channel aims to establish and develop a platform to promote a culture of quality in universities and colleges in Vietnam, operating on the basis of four main content axes: Quality Assurance, Quality Accreditation, Ranking and Benchmarking of Educational Quality, and School Governance.
The channel aims to implement key activities: research and policy consulting; educational reporting and evaluation; conferences/workshops/forums; training and capacity building; honoring, recognizing, and disseminating best practices in university governance. The ultimate goal of the channel is to create a platform for developing a culture of quality in Vietnamese universities and colleges.
He also stated that, in the near future, Vietnam National University, Hanoi will introduce a Human Resource Development Channel, focusing on connecting businesses with higher education and vocational education institutions. This platform aims to connect the training and development of human resources, linked to lifelong learning.
Director Le Quan also affirmed that VNU Hanoi is developing a technology platform, using technology to ensure the correct implementation of digital transformation principles, aiming to connect, form networks, share databases, promote a culture of cooperation and mutual development.

Advisory Council on Quality of Higher and Vocational Education Channel
At the event, Mr. Pham Vu Quoc Binh – Ministry of Labour, Invalids and Social Affairs and Mr. Le My Phong – Ministry of Education and Training delivered speeches congratulating the establishment and launch of the Higher Education and Vocational Training Quality Channel of VNU and expressed hope that this platform will help bring together a team of scientists and higher education institutions to research, support and develop quality assurance activities and a culture of quality.
To kick off the Channel's activities, the Institute for Quality Assurance in Education – VNU Hanoi, the Channel's permanent unit, organized the scientific conference "Quality Assurance and Accreditation of Higher Education in the Context of University Autonomy: Theory and Practice". This forum provided an opportunity for education managers, higher education experts, researchers, lecturers, and staff working in the fields of quality assurance, accreditation, and university ranking to clarify theoretical and practical issues in quality assurance; update and disseminate new trends in quality assurance, accreditation, and university ranking; identify the current situation and evaluate the effectiveness of implementing policies on university autonomy, university governance in general, and accreditation, quality assurance, and university ranking in particular in Vietnam; and share experiences and best practices in quality assurance, accreditation, and university ranking.

Scientific conference "Ensuring and verifying the quality of higher education in the context of university autonomy: Theory and practice"

The channel's mission is to implement programs, events, and activities aimed at promoting the development of a quality culture in higher education and vocational education institutions nationwide. The channel's specific operational objectives are as follows: - To form a nationwide community of higher education and vocational training institutions, fostering collaboration, sharing, and support for improvements and enhancements in school governance, quality assurance, quality accreditation, ranking, and benchmarking of educational quality; - Successfully implement research and transfer of solutions related to governance, quality assurance, quality accreditation, ranking, and benchmarking of educational quality; - To support educational institutions in achieving quality accreditation goals in accordance with relevant laws and regulations of ministries and agencies; - Support educational institutions in building and improving their internal quality assurance systems; - Promote and support the application of various solutions for governance activities in universities and colleges, such as: university benchmarking and ranking, educational measurement and evaluation, research and technology transfer, etc. |
