This planning and arrangement takes place right at the pivotal stage, when press and media agencies are facing the challenge of innovating to better access the market, adapt to the development of science and technology and the needs of the new press public.
The policy of press planning reflects a change in management thinking, from management accompanying development to management to promote development; overcoming the phenomena of commercialization of press, deviation from the Party's principles and policies... In addition, the planning and rearrangement of press agencies is also aimed at streamlining the apparatus, increasing the efficiency of press operations, gradually shifting to a mechanism of financial autonomy, so that the press can reach the public in the most practical way, helping Vietnamese press agencies position themselves and develop at the regional and world level.

Associate Professor, Dr. Dinh Van Huong (Hanoi National University) asked the question: "After a long period of subsidy, how will the Party's press agencies at the central and local levels be when they gradually move towards financial autonomy?" There are many issues that need to be resolved in the process of implementing press planning, such as: assessing the impact and influence of the planning on the ideology, interests and aspirations of the subjects and the scope of regulation; how to innovate the thinking and awareness of press agency management and administration from single to multi-type; the issue of ensuring conditions in terms of human resources, infrastructure, finance, and policy mechanisms for implementation.

Regarding personnel work, the Magazine has encountered problems in: reducing departmental contacts, reducing staff but increasing tasks and facing higher requirements for quality. The solution is to do ideological work, combine "hard" and "soft" principles, and focus on training resources to meet job positions.

This requires newsrooms to transform their digital models appropriately, both in terms of synchronous news production models and news reporting; for example, supporting big data, cloud computing, and the Internet of Things to serve reporters' work... In addition, it is necessary to change and supplement the types of journalism on social networks along with legal regulations to regulate communication activities on these platforms. Newspapers can also combine with media channels such as Netflix, TikTok; use Facebook to broadcast live stream online programs... Newspapers with paid content need to be developed with suggestions: a high-data-oriented fee model with information aggregated from many different sources; an ad-free newspaper reading model; a core member model...
