The appointment, transfer, and assignment of personnel are carried out in strict accordance with Resolution No. 71-NQ/TW of the Politburo, Law No. 125/2025/QH15 on Higher Education, guiding documents of the Ministry of Education and Training, and current regulations of the Party and State on personnel work.
Beyond simply completing the personnel restructuring, the ceremony also signifies the beginning of a new phase for Vietnam National University, Hanoi (VNU) in the context of Vietnam's higher education system undergoing a strong restructuring towards autonomy, modernization of governance, and enhanced national leadership capacity.
The appointed, transferred, and assigned personnel are all cadres with political qualities, professional competence, prestige, and management experience; they are trusted by key officials and the leadership team of the unit, and the Standing Committee of the Party Committee and the Board of Directors of VNU Hanoi are considered and decided upon in accordance with regulations. A highlight of this restructuring is that the majority of appointed cadres have grown up in the training and research environment of VNU Hanoi, have a long-standing commitment to the unit, understand the university culture, and have held many important management positions.

In the field of natural sciences, Professor Dr. Le Thanh Son continues to be entrusted with the position of Rector of the University of Natural Sciences. Starting as a Chemistry student at Hanoi University in 1987, he has dedicated nearly four decades to the university, holding various positions from lecturer, science manager, faculty leader to Rector.
In the field of social sciences and humanities, Professor Hoang Anh Tuan continues to serve as the Rector of the University of Social Sciences and Humanities. Having received rigorous training both domestically and in the Netherlands, he is a prime example of a generation of scholars who are internationally integrated yet steadfastly pursue Vietnamese academic values.
In the field of foreign languages and international education, Dr. Do Tuan Minh holds the position of Rector of the University of Foreign Languages. With over three decades of dedication to the University, he is one of the administrators who has left a profound mark on the process of innovation in foreign language training and the internationalization of education at Vietnam National University, Hanoi.
In the field of technology and innovation, Professor Chử Đức Trình continues to be entrusted with the leadership of the University of Technology. As a scientist in the fields of telecommunications electronics and microelectromechanical engineering, he belongs to the generation of staff who have grown alongside the formation and development of the university since its early days.
At the University of Economics, Associate Professor Dr. Nguyen Truc Le continues to serve as the Rector. He is highly regarded for his experience in both international academic environments and business administration, contributing to shaping the model of an economics university focused on innovation and modern management.
One of the young faces in this round of appointments is Associate Professor Dr. Tran Thanh Nam - a clinical psychology expert trained in the United States. His assumption of the position of Rector of the University of Education shows a trend of giving opportunities to young intellectuals with international backgrounds, management skills, and innovative thinking.
Meanwhile, Associate Professor Dr. Nguyen Tien Vinh has been appointed Rector of the University of Law. A legal expert trained in Belgium and France, he has many years of experience in legal education management and interdisciplinary academic activities.
Previously, on April 10, 2026, the Director of Vietnam National University, Hanoi, Bui The Duy, presented the appointment decision to Dr. Nguyen Hoang Oanh as the Rector of the Vietnam-Japan University. Having grown up in an international university education and management environment, Dr. Nguyen Hoang Oanh has many years of experience with the Vietnam-Japan University in various management, training, and international cooperation roles. His appointment is expected to further promote the research university model based on Japanese standards, strengthen academic connections, and foster innovation between Vietnam National University, Hanoi and international partners in this new phase of development.

In addition, Vietnam National University, Hanoi also announced decisions on the appointment, reappointment, and transfer of many other leading officials, such as Assoc. Prof. Dr. Bui Thanh Nam as Vice Rector of the University of Social Sciences and Humanities, Dr. Nguyen Xuan Long as Vice Rector of the University of Foreign Languages, Assoc. Prof. Dr. Le Trung Thanh as Vice Rector of the University of Economics, Dr. Pham Minh Tuan as Vice Rector of the University of Economics, Assoc. Prof. Dr. Nguyen Thi Huong as Vice Rector of the University of Education, and Assoc. Prof. Dr. Nguyen Trong Diep as Vice Director in charge of the Tran Nhan Tong Institute.
Speaking at the ceremony, Bui The Duy, Alternate Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee, and Director of the University of Vietnam, said that this was the largest-scale announcement of leadership appointments ever made by the University of Vietnam. According to him, the event not only signifies the strengthening of the management team but also opens a new phase of development for the University of Vietnam in the context of higher education undergoing a strong transformation towards autonomy, innovation, and international integration.
The Director of Vietnam National University, Hanoi (VNU) emphasized that this restructuring of the leadership team is taking place at a strategically significant time for the development of VNU, especially after the visit and guidance of General Secretary and President To Lam on the occasion of the 120th anniversary of VNU's founding on May 16th. This is considered a milestone opening the "third 60-year development phase" of VNU – a phase aiming to build a leading research and innovation university in Asia and play a leading role in the Vietnamese higher education system.

According to Director Bui The Duy, in the coming period, the entire system will focus on implementing several major goals, including bringing Vietnam National University, Hanoi (VNU) into the top 100 universities in Asia; increasing the size of the faculty from approximately 3,000 to 6,000 by 2030 while maintaining a reasonable student enrollment to improve the quality of training and research. Along with that, VNU aims for 100% of its faculty to hold doctoral degrees, and will develop training and professional development programs to enhance the capacity of young faculty members in the coming years.
He also stated that VNU will continue to promote the autonomous university model by increasing resources from scientific research, knowledge transfer, and innovation, instead of relying primarily on tuition fees. Simultaneously, VNU will develop specific mechanisms and policies to submit to the Government to create more favorable conditions for the development of VNU in the new phase.
Another strategic task emphasized by the Director of VNU is the completion of the infrastructure system in Hoa Lac. According to the plan, within the next five years, VNU will essentially relocate approximately 80% of its students to study, research, and live in the Hoa Lac university urban area, gradually forming a modern, integrated, and highly connected university center.
Addressing the newly appointed leadership team, the Director of Vietnam National University, Hanoi, Bui The Duy, expressed his hope that the officials would embark on their new term with a spirit of innovation, a desire for development, and a sense of systemic responsibility. According to him, the responsibility of today's leaders extends beyond the development of individual units to encompass the future of Vietnam National University, Hanoi, and the development of the country in the era of knowledge and innovation.

On this occasion, the newly appointed officials also expressed their gratitude to the generations of leaders, staff, lecturers, scientists, and students who have accompanied and built the foundation for the development of the units over the years; and pledged to continue working with a sense of responsibility, openness, and dedication to build a humane, creative, and integrated educational environment, making positive contributions to the development strategy of VNU in the new phase.
In the historic setting of modern academic history at 19 Le Thanh Tong Street, the ceremony concluded but also opened a new chapter for Vietnam National University, Hanoi – where personnel decisions are not only aimed at perfecting the organizational structure, but also at preparing a team to realize the aspiration of building a pioneering, innovative research university that serves the nation in this new development phase.
