After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in July 2026 and the work plan for August 2026; (2) Report on the implementation of the Rector's conclusions at the July 2026 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. We generally agree with the opinions expressed by the school's leadership and the discussions from the various units at the conference. We request that the heads of each unit continue to uphold and enhance their leadership responsibilities; proactively develop plans and implement tasks; actively propose solutions to promote the school's activities; and strengthen coordination in implementing the issued plan.
2. Complete the personnel planning work at all units; implement the planning at the University level; continue to improve Party work in a synchronized and professional manner.
3. Complete the preparations and successfully organize the work review conference in the spirit of facing reality squarely, using objective data, and proposing specific, highly effective solutions. Heads of units are requested to prepare speeches on general issues of the University, linked to specific issues of their respective departments/divisions, for the conference.
4. Implement revisions to the School's organizational and operational regulations based on the results of the second phase of organizational restructuring, to be completed in the third quarter of 2026; finalize the School's development strategy document (closely following the schedule of VNU) for issuance in the third quarter of 2026.
5. Continue to promote recruitment and attract scientific staff; review the team of visiting lecturers, contract experts, and retired scientists in accordance with the new documents of the Ministry of Education and Training, to be completed in the third quarter of 2026.

Principal Hoang Anh Tuan presented the decisions on the appointment and reappointment of leadership and management positions.
6. Implement the project to enhance the foreign language proficiency of lecturers, aiming to increase the percentage of teaching in foreign languages to 30% according to the planned schedule. Heads of units are requested to ensure lecturers participate effectively and substantially.
7. Review, develop, and issue (temporary) regulations on the teaching staff for Vietnamese language and culture for international students. Assign the Department of Organization and Administration to take the lead, in coordination with the Department of Training and Student Affairs, in reviewing, coordinating, and ensuring teaching hours for the University's lecturers, especially for common courses.
8. Finalize and issue internal expenditure regulations; Develop and issue regulations for the group of lecturers under the talent pool program, aiming to create favorable conditions, ensure rights, reduce administrative constraints, and provide flexibility in implementation methods (postgraduate scholarships, etc.).
9. Assign Vice Rector Dang Hong Son to direct, with the Training and Humanities Development Department acting as the focal point, and relevant units (Science and Technology Department, Faculty of History and Culture, Information Technology and Management, Communication and International Relations, Foreign Languages and Vietnamese Language, Information Technology, Culture) to coordinate in researching and proposing a framework for culture, ideology, and artificial intelligence and digital skills for students in the social sciences and humanities, with a view to expanding it to Vietnamese students and pupils in general.
10. Prepare for the summary of the admissions process for specialized high schools and regular university programs in August 2026; widely disseminate information to the public about the school's admissions orientation and policies in the third quarter of 2026. Organize a Conference on Innovation in Training and Assessment in August 2026.
11. Continue studying the documents of the Ministry/sector to calculate a comprehensive plan for reforming training programs, paying attention to core issues regarding international programs/courses, the main-minor major model, and new specialized directions in an interdisciplinary and modern spirit based on the original major (complete the plan in Q1 2027, issue it in Q2 2027 for application from the 2027-2028 academic year).
12. Synchronize 100% of the doctoral training process by August 2026, completing and operating it synchronously in the third quarter of 2026.
13. Complete and issue the support scheme for basic science disciplines in the context of educational finance policy reform in the third quarter of 2026.
14. Complete 100% of the management of international students under a single-point authority with coordinating units; ensure a management platform and fully updated real-time database by the third quarter for operation from the beginning of the fourth quarter of 2026 (paying attention to student care - dormitories, extracurricular activities...).
15. The Department of Science and Technology Development will act as the focal point, and training units will coordinate in proposing a list of learning materials (domestic and international) for the University to request the Library and Digital Knowledge Center to supplement, serving to improve the quality of training and accreditation (it is agreed that each course should propose a minimum of 15 books (10 domestic books, 5 foreign books) currently in use or necessary for lecturers and students to refer to, published in the last 5 years). The Department of Science and Technology Development will design a standardized registration form for convenience in compilation, review, and avoiding duplication; units will be held responsible if implementation is delayed.
16. The Quality Assurance Department shall begin implementing the review of academic duplication using Turnitin software; complete the accreditation plan and schedule for the specialized high school system and report to the Board of Directors before August 15, 2026.
17. Complete and put into trial operation in August 2026, and officially operate from September 2026 the scientific data information system and the domestic and international partner information system.
18. Complete the revision, supplementation, and promulgation of science and technology management documents, paying attention to regulations on research topics for doctoral students, key basic research topics, in the direction of building advisory dossiers for key research topics and projects for provinces, cities, and ministries; research topics addressing urgent and important issues; and organizing seminars with central agencies.
19. Adjust the plan for 100% autonomy in recurrent expenditures to be submitted to VNU in September 2026, finalize in the fourth quarter of 2026, and begin operation in 2027.
20. Expedite the repair of facilities and the procurement of equipment; liquidate old vehicles in August 2026 and purchase replacements in September 2026; Propose a specific plan for shared software for the school's official equipment; Continue to refine the office product suite and brand identity in a standardized manner for widespread use by all units. Assign the Human Resources Management Department to distribute commonly used products to units, avoiding arbitrary printing that causes waste and negatively impacts the school's image.
21. Complete the synchronization of the website in August 2026 in the following sections: scientific profiles; international expert team (a separate section, not mixed with the domestic expert team); review, remove, or move to another section the information of experts who have retired or transferred out of the University.
22. Other tasks: Implement according to the issued plan.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that all units proactively implement tasks, ensuring timeliness and quality, especially for key activities.
Heads of units are requested to widely disseminate the Principal's conclusions from the monthly briefing sessions in a serious and complete manner.
The Department of Organization and Administration respectfully announces the conclusions of the Rector at the August 2026 work review meeting for the information and implementation of all functional departments and units.
