11. Tóm tắt các kết quả mới của luận án:
- Về mặt lý luận, Luận án làm rõ khái niệm doanh nghiệp vệ tinh (spin-off) và doanh nghiệp khởi nghiệp là một loại hình doanh nghiệp KH&CN. Trong bối cảnh có nhiều nhầm lẫn về loại hình doanh nghiệp này, luận án góp phần làm rõ khái niệm để các nghiên cứu sau có thể tham khảo, đối sánh. Hướng tiếp cận liên ngành của luận án với việc sử dụng các lý thuyết như lý thuyết hệ thống, thị trường kéo – công nghệ đẩy, các bên liên quan…cũng cung cấp cách thức tiếp cận đa dạng trong việc nghiên cứu chính sách nói chung và chính sách phát triển KH&CN nói riêng. Luận án sẽ cung cấp các góc nhìn lý thuyết và luận cứ khoa học để phục vụ cho chuyên ngành quản lý khoa học công nghệ nói riêng và phát triển KH&CN tại các cơ sở đại học nói chung. Khái quát hóa hệ thống chính sách liên quan đến phát triển các doanh nghiệp vệ tinh và so sánh với thực trạng và nhu cầu thực tế của các trường, viện và các nhà khoa học, đồng thời chỉ ra mối quan tâm/lợi ích và quyền hạn/trách nhiệm của các bên liên quan nhằm tạo ra cách thức tiếp cận mới trong nghiên cứu các vấn đề về khoa học và công nghệ.
- Về thực tiễn, Luận án phân tích thực trạng các chính sách KH&CN, năng lực nghiên cứu khoa học và năng lực chuyển giao KH&CN tại ĐHQGHN. Đồng thời phân tích các tác động của các yếu tố chính sách phát triển doanh nghiệp spin-off tại cơ sở đào tạo này. Những kết quả nghiên cứu góp phần khái quát, tổng kết và đưa ra các chính sách thực tiễn để xây dựng hệ sinh thái phát triển tổ chức vệ tinh (spin-off) thành doanh nghiệp khởi nghiệp trong ĐHQGHN cũng như các cơ sở đào tạo đại học trong cả nước. Kết quả nghiên cứu lý luận và thực tiễn với những giải pháp cụ thể sẽ góp phần nâng cao năng lực nghiên cứu, đẩy mạnh thương mại hóa sản phẩm nghiên cứu và phát triển các tổ chức vệ tinh, doanh nghiệp KH&CN tại ĐHQGHN. Đồng thời, các kết quả đó cũng gợi mở về sự phát triển các tổ chức vệ tinh tại các cơ sở giáo dục đại học khác trong bối cảnh Việt Nam.
12. Khả năng ứng dụng trong thực tiễn:
Kết quả nghiên cứu sẽ là tư liệu tham khảo cho việc nghiên cứu chính sách phát triển tổ chức spin-off thành doanh nghiệp khởi nghiệp. Đồng thời, luận án có thể sử dụng làm tư liệu phục vụ đào tạo cho ngành Quản lý Khoa học và Công nghệ. Ngoài ra, đây cũng có thể là căn cứ để đánh giá, tổng kết kết quả thực hiện các chính sách của Nhà nước liên quan đến phát triển các doanh nghiệp khoa học và công nghệ trong các trường đại học cũng như các viện nghiên cứu cũng như đề xuất, hoàn thiện các chính sách phát triển các doanh nghiệp spin-off trong thời gian tới.
13. Kiến nghị nghiên cứu tiếp theo:
       Triển khai các nghiên cứu sâu hơn về sự phát triển doanh nghiệp spin-off tới hiệu quả của việc thúc đẩy khởi nghiệp trong sinh viên, đồng thời khai thác mối quan hệ giữa doanh nghiệp spin-off trong trường đại học với các doanh nghiệp bên ngoài tác động đến sự thay đổi chương trình đào tạo của nhà trường nhằm phù hợp và đáp ứng yêu cầu của xã hội. Hoặc triển khai các nghiên cứu về triển khai thực nghiệm và đánh giá kết quả của mô hình doanh nghiệp spin-off thành doanh nghiệp khởi nghiệp xem xét về tính hiệu quả cũng như khả thi, bền vững của mô hình này.

11. Summary of the new findings of the thesis:
               - In terms of theory, the thesis clarifies the concept of satellite enterprises (spin-off) and start-ups as a type of S&T enterprise. In the context of many confusions about this type of enterprise, the thesis contributes to clarifying the concept so that later studies can refer and compare. The thesis's interdisciplinary approach with the use of theories such as system theory, market pull - push technology, stakeholders... also provides a diverse approach to policy research. general and S&T development policy in particular. The thesis will provide theoretical perspectives and scientific arguments to serve the major of science and technology management in particular and the development of science and technology at universities in general. Generalize the policy system related to the development of satellite enterprises and compare with the actual situation and needs of universities, institutes and scientists, and point out the concerns/interests and authority/responsibility of stakeholders to create new approaches to research on science and technology issues.

      - In practice, the thesis analyzes the current state of science and technology policies, scientific research capacity and science and technology transfer capacity at VNU. Also analyze the impact of spin-off business development policy factors at this training institution. The research results contribute to generalizing, summarizing and giving practical policies to build an ecosystem of developing satellite organizations (spin-off) into startups in VNU as well as training institutions. create universities in the country. Theoretical and practical research results with specific solutions will contribute to improving research capacity, promoting commercialization of research and development products for satellite organizations and S&T enterprises at VNU. At the same time, the results also suggest the development of satellite institutions at other higher education institutions in the Vietnamese context.

12. Practical applicability, if any:
The research results will serve as a reference for policy research on developing spin-off organizations into start-ups. At the same time, the thesis can be used as training materials for Science and Technology Management. In addition, this can also be the basis for evaluating and summarizing the results of the implementation of State policies related to the development of science and technology enterprises in universities and research institutes. as well as proposing and perfecting policies to develop spin-off businesses in the coming time.
13. Further research directions, if any:

Implement further studies on spin-off business development on the effectiveness of promoting entrepreneurship among students, while exploring the relationship between university spin-off businesses and businesses external influences to change the university's training program to match and meet the requirements of society. Or conduct studies on experimental implementation and evaluate the results of the spin-off business model into a start-up to consider the effectiveness, feasibility and sustainability of this model.
