      11. Tóm tắt các kết quả mới của luận án
      Mục đích nghiên cứu: Trên cơ sở làm rõ một số vấn đề lý luận về hệ thống chính trị cấp xã; đánh giá thực trạng hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội; luận án đề xuất một số giải pháp đổi mới hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội trong thời gian tới.
      Đối tượng nghiên cứu: Hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội.
      Phương pháp nghiên cứu: nghiên cứu liên ngành, logic, lịch sử, phân tích, tổng hợp, quy nạp, diễn dịch, cấu trúc, hệ thống, so sánh, điều tra xã hội học, chuyên gia.
      Các kết quả chính:
      - Luận án đã làm rõ khái niệm, đặc điểm, vai trò của hệ thống chính trị cấp xã; phân tích các yếu tố ảnh hưởng đến hệ thống chính trị cấp xã; xây dựng khung phân tích hệ thống chính trị cấp xã.
      - Luận án khái quát các xã thuộc các huyện ngoại thành Hà Nội; phân tích thực trạng hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội hiện nay và nguyên nhân; chỉ ra một số vấn đề đặt ra đối với hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội.
      - Luận án phân tích sự cần thiết đổi mới hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội, chỉ ra các yếu tố tác động đến hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội trước yêu cầu đổi mới; đưa ra quan điểm và đề xuất giải pháp đổi mới hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội trong thời gian tới.
      Ý nghĩa lý luận:
      - Kết quả nghiên cứu của luận án góp phần làm sâu sắc thêm những vấn đề lý luận về hệ thống chính trị cấp xã.
      - Luận án là công trình nghiên cứu khoa học, góp phần hệ thống hóa quan điểm của Đảng Cộng sản Việt Nam, Thành ủy Hà Nội về hệ thống chính trị cấp xã.
      - Kết quả nghiên cứu của luận án góp phần cung cấp thêm những luận cứ khoa học cho Đảng, Nhà nước nhằm tiếp tục bổ sung lý luận về hệ thống chính trị cấp xã.
      Ý nghĩa thực tiễn:
      - Luận án có thể làm tài liệu tham khảo trong nghiên cứu, giảng dạy về hệ thống chính trị cấp xã.
      - Những đề xuất của luận án có thể làm tài liệu tham khảo trong thực tiễn đổi mới hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội.
      - Luận án có giá trị làm tài liệu tham khảo trong tổ chức và thực hiện các nhiệm vụ của hệ thống chính trị cấp xã, nhất là những xã vùng ven đô thị.

      11. Summary of the new findings of the thesis
      Thesis purpose: On the basis of clarifying some theoretical issues about the political system at commune level; assessing the status of the political system at commune level in the suburban districts of Hanoi; the thesis proposes some solutions to renewing the political system at the commune level in the suburban districts of Hanoi in the coming time.
      Thesis objective: The thesis studies the political system at commune level in suburban districts of Hanoi.
      Research method: Interdisciplinary research, logic, history, analysis, synthesis, induction, deduction, structure, system, comparasion, sociological survey, expert.
      The new findings of the thesis:
      - The thesis has clarified the concept, characteristics and role of the commune-level political system; analyzing the factors affecting the political system at commune level; building a analysis framework of the commune-level political system.
      - The thesis outlines the communes in the suburban districts of Hanoi; analyzing the current situation of the political system at commune level in the suburban districts of Hanoi at present and its causes; pointing out some posed problems for the renewal of the political system at the commune level in the suburban districts of Hanoi.
      - The thesis categorizes the need to renew the political system at the commune level in the suburban districts of Hanoi, pointing out the factors affecting the political system at the commune level in the suburban districts of Hanoi before the renovation requirements; give views and propose some solutions to renewing the political system at the commune level in the suburban districts of Hanoi in the coming time.
