11.1. Purpose and research objects of the thesis
Research purpose: To study policies to promote the development of spin-off businesses in universities in Vietnam.
Research object: Policy to promote spin-off business development in Universities and research & development institutes in Vietnam.
11.2. Research methods used
- Document research method: Synthesize research on domestic and international works related to policies to promote startups and policies to develop spin-off businesses.
- Questionnaire survey method: Survey by questionnaire of scientific staff working in universities and research institutes, staff of research centers of some public higher education institutions in the North.
- In-depth interview method: In-depth interviews with managers and scientists of public universities in the North. The selected survey sample ensures representativeness in terms of field, age, seniority and different expertise.

Conclude:
The thesis focuses on proposing solutions to perfect the policy for developing science and technology enterprises in universities, specifically: (1) perfecting the model of science and technology enterprises in universities; (2) implementing groups of solutions for organization and management with management agencies; (3) implementing a group of solutions for cooperation with enterprises; (4) A group of policy solutions to promote the development of science and technology enterprises through incubation activities for science and technology enterprises.
The thesis also proposes a group of solutions to make recommendations to the Government and State management agencies on improving policies and management systems; reforming the management mechanism of universities through increasing academic freedom, developing training and research programs; and removing legal barriers to establishing businesses in public universities.

- Methodology of document research: Synthesized and researched domestic and international works related to policies to promote start-ups and policies to develop spin-off businesses.
- Method of survey questionnaire: Survey questionnaires of scientific staff working in universities and research institutes and staff of research centers of several institutions and public higher education institutions in the North.
- In-depth interview method: The author conducted in-depth interviews with 20 managers and scientists of public universities in the North. The survey sample was selected for interviews to ensure the representativeness of different fields, ages, working seniority, and expertise.
