11.1. Purpose and scope of the thesis
Research objective: To study policies aimed at promoting the development of spin-off businesses within universities in Vietnam.
Research subject: Policies aimed at promoting the development of spin-off businesses within universities and research and development institutes in Vietnam.
11.2. Research methods used
- Research methodology: Synthesizing research from domestic and international works related to policies promoting entrepreneurship and policies for developing spin-off businesses.
- Questionnaire survey method: The survey was conducted using questionnaires among scientific staff working in universities and research institutes, and staff of research centers belonging to a number of public higher education institutions in Northern Vietnam.
- In-depth interview method: Conducting in-depth interviews with management staff and scientists from public universities in Northern Vietnam. The survey sample was selected to ensure representativeness in terms of field, age, years of service, and expertise.

Conclude:
The thesis focuses on proposing solutions to improve the policy for developing science and technology enterprises in universities, specifically: (1) perfecting the model of science and technology enterprises in universities; (2) implementing groups of solutions for organization and management with management agencies; (3) implementing groups of solutions for cooperation with enterprises; (4) Group of policy solutions to promote the development of science and technology enterprises through science and technology enterprise incubation activities.
The thesis also proposes a set of solutions and recommendations to the Government and state management agencies on improving policies and management systems; reforming the management mechanisms of universities through increasing academic freedom, developing training and research programs; and removing legal barriers to establishing businesses within public universities.

- Methodology of document research: Synthesized and researched domestic and international works related to policies to promote start-ups and policies to develop spin-off businesses.
