- The thesis clarifies the historical context that influenced the leadership process of building grassroots party organizations of Ha Nam Provincial Party Committee from 1997 to 2010: The Party issued many resolutions and regulations, and at the same time provided regular direction to build grassroots party organizations in terms of politics, ideology and organization. On January 1, 1997, Ha Nam province was re-established, the Provincial Party Committee was re-established in the context of the province's political, economic and social conditions having many difficulties and major disruptions due to separation, grassroots party organizations were being consolidated and defining new tasks.

- The thesis analyzes and explains the process of the Ha Nam Provincial Party Committee leading the building of grassroots party organizations from 1997 to 2010, overcoming the specific difficult context, proactively applying and having creative points of the Party's policies into the reality of Ha Nam: The Provincial Party Committee focused on leading grassroots party organizations in terms of ideology and organization (1997 - 2005); The Provincial Party Committee shifted its focus to leading the building of grassroots party organizations in terms of politics, improving the political capacity and political leadership capacity of grassroots party organizations in the face of new tasks (2006 - 2010); at the same time, the Provincial Party Committee paid great attention to innovating the leadership method for grassroots party organizations.

- Based on the selective overview, the thesis has clearly demonstrated the impact of historical situation to the leading process of Ha Nam Provincial Communist Party Committee in building grounds organizations from 1997 to 2010. From this research focus, the Communist Party has released many resolutions, regulations, and instructions to establish the Party cell in all aspects: politic, ideology and organization. On January 1^st, 1997, Ha Nam province was re-founded meanwhile the Provincial Communist Party Committee had to work in the situation which was both political and socio-economic factor carrying many problems and mixtures; as well as the Party cells during that time also began to complete and define new tasks

- From this point, the thesis has analyzed and interpreted the process while Ha Nam Provincial Communist Party Committee organizations produce policies to build up the groundswell from 1997 to 2010. The thesis has highlighted when the Party Committee overcomes the specific difficult situation, actively applying and having the creative points of the Party in the reality of Ha Nam: In other words, the provincial Party Committee focused on organizing the party cells about ideology and organization ( 1997 - 2005); The Provincial Party Committee has also shifted its focus to building the Party's political foundation, enhancing the political capacity, and political leadership of the grassroots Party Organization in term of facing new tasks (2006-2010). At the same time, the provincial Party Committee has paid much attention to renovating the leadership method for Party groundswells organizations.

- However, the thesis has demonstrated the process of building Party-based organization process by the Party Committee of Ha Nam province from 1997 to 2010 still has some limitations such as: the lack of a strong policy that could create the turning point Party organizational leadership carry out political tasks at grassroot level; The perception and the task of leadership of building Party cells by the Party committees at all levels is uneven; Practical implementation guidelines have not been as effective as required, they are still formal; The leadership of the grassroots party organization in implementing the principles of organization and operation is limited.
