- To provide objective and scientific comments and assessments on the advantages and limitations; to initially summarize the experiences from the practical process of the Thanh Hoa Provincial Party Committee directing the building of key cadres at the district level from 2001 to 2015.
- The lessons learned can be applied to the work of building a team of cadres in general and in Thanh Hoa province in particular.

- The advantages and achievements in the leadership of the Thanh Hoa Provincial Party Committee from 2001 to 2015 regarding the building of key cadres in the district-level political system will serve as teaching and research materials in political schools.
- The lessons learned can be applied to the work of building a team of cadres in general and in Thanh Hoa province in particular.

Continue research on the process of building a team of key officials at the district level in subsequent periods and conduct further in-depth research on the team of key officials at the provincial level in Thanh Hoa province.

- The thesis had analyzed and clarified the movement in awareness, guidelines as well as each development steps of Thanh Hoa Provincial Communist Party Committee in building local key personnel at district level.
- Besides, the thesis had evaluated and given objectively, scientifically comments on the advantages and disadvantages about the policy of building key contingency cadres. Furthermore, the thesis had summarized some practical experiences based on the process in which Thanh Hoa Provincial Communist Party Committee applies this policy during the period 2001-2015.
- All and all, the thesis had provided some experience lessons in building team of officals in general and for ThanhHoa province in particular.
11. Practical applicability:
- All the advantages and achievements came from the leadership of ThanhHoa Provincial Communist Party Committefrom 2001 to 2015 in development key personnel contingency for the district political systemcan be used as materials for teaching and research in politic colleges.
