The thesis clearly shows the factors affecting the Party's leadership in developing general education in the North (1954-1975), such as: historical context; economic and social conditions; the current status of general education before 1954 and the requirements;

The thesis systematically presents the Party's viewpoints, policies and guidelines in developing general education in the North (1954-1975) and at the same time describes and clarifies the process of directing and implementing in practice through two research stages: 1954-1964 and 1965-1975.

The thesis compares and explains the differences in the formulation of policies and guidelines, the shift in the Party's direction on the development of general education in the North through two research periods (1954-1964, 1965-1975) of the 1954-1975 period and compares the 1954-1975 period with the previous period.

The thesis comments and evaluates the advantages and limitations of the Party in its policies and guidelines, in its perception and direction of the general education cause in the North (1954-1975) as well as in the entire educational innovation and national construction.

The thesis draws some historical experiences from the Party's leadership in developing general education in the North (1954-1975) to contribute to the cause of building and comprehensively innovating Vietnam's education today.
