11. Summary of the new findings of the thesis:
This dissertation clarifies several theoretical and practical issues regarding the governing methods of the Communist Party of Vietnam. It analyzes and evaluates the governing methods of the Communist Party of Vietnam throughout different historical periods, points out limitations in the current implementation of the Party's governing methods, and proposes solutions to innovate governing methods in order to enhance the Party's governing capacity.
This dissertation focuses on the governing methods of the Communist Party of Vietnam. The approach and resolution of the research content in this dissertation are from the perspective of Political Science.
Applying a comprehensive blend of principles and methodologies from dialectical materialism and historical materialism, along with methods of systems analysis, structural-functional analysis, logical-historical analysis, analysis, synthesis and comparison, and case analysis, the author addresses the assigned tasks. The author selects research methods appropriate to each aspect of the dissertation.
- The dissertation presents concepts and structures regarding the governing methods of the Communist Party of Vietnam from a political science approach, based on the systematization of previous research works and different conceptions of the Party's governing and leadership methods.
- Based on research into the governance methods of several political parties around the world, this thesis draws some lessons that can be applied to contribute to the renewal and improvement of the governance methods of the Communist Party of Vietnam.
- Based on the theoretical framework of the Party's methods of governance, this thesis surveys, analyzes, and offers observations on the methods of governance of the Communist Party of Vietnam throughout different historical periods.
- This dissertation analyzes the current state of the Vietnamese Communist Party's governance methods, points out limitations that need attention in the current governance methods of the Vietnamese Communist Party, and proposes some solutions to innovate the Party's governance methods in the future.
In researching the topic of the Governing Methods of the Communist Party of Vietnam (1986 – 2020), the author would like to draw the following conclusions:
Firstly, starting from the conceptual interpretation of the ruling party and its governing methods, the thesis analyzes and generalizes, clarifying the concept of the governing methods of the Communist Party of Vietnam: The governing methods of the Communist Party of Vietnam are a system of forms, ways, and methods for building, utilizing, and controlling the activities of the State and socio-political organizations, concretizing, institutionalizing, and successfully implementing the goals and content of the Party's governance. The thesis also analyzes and studies the governing methods of political parties around the world, such as the governing methods of political parties in multi-party countries; or countries with a dominant party, incomplete separation of powers; countries with a single ruling party, unified state power, etc., thereby drawing values ​​for reference for Vietnam in implementing the Party's governing methods.
Secondly, based on the Party's Platform, charter, resolutions, and practical leadership and governance activities, the dissertation initially analyzed the basic contents of the Vietnamese Communist Party's governance method: The Party governs through ideological work to correctly determine the guidelines, strategic policies, and tactics of governance, which serve as the basis for the State to concretize and successfully implement the Party's governing guidelines and policies in practice and are considered a compass for the actions of the Party and organizations in the political system. The Party governs through the constitution and laws, through state institutions and Party discipline to ensure the State's activities are politically oriented, effective, and efficient. In addition, building a team of cadres is a decisive condition for ensuring the Party's governance and the functioning of the political system. The Party governs through inspection and supervision.
Thirdly, the thesis analyzed and evaluated the current state of the Vietnamese Communist Party's governing methods, summarizing the Party's governance process from 1945 to 2020, while also identifying the strengths and weaknesses of the Vietnamese Communist Party's governing methods; and analyzing the causes of these achievements and limitations. From this, the thesis clarified the issues facing the current governing methods of the Vietnamese Communist Party: maintaining a single-party system while expanding democracy within the Party and in society; enhancing the Party's governing capacity; changing governing thinking; building a team of Party cadres and members; and raising the position and role of the ruling Party in state agencies, economic organizations, and public service units, all stemming from the demands of the country's renewal process and the trend of globalization.
Fourth, based on an analysis and forecast of the demands of the domestic and international situation for reforming the Party's governance methods, the objectives, orientations, and requirements are set forth. From this, the thesis proposes several fundamental solutions to reform the governance methods of the Communist Party of Vietnam in the current period, such as: Unifying understanding of the structural model of "a single ruling party, non-party members participating in government"; continuing to improve the model of state power organization; reforming personnel work; reforming and improving the mechanism for effective power control, governing through power control; comprehensively and consistently institutionalizing the Party's platform and guidelines into laws and policies, governing through law; inspecting and supervising Party members working in state apparatuses, governing through disciplinary measures; relying on virtue to govern; expanding democracy in governance, etc. The author believes that the above solutions must be fully and simultaneously implemented.

Firstly, from the interpretation of the concept of the ruling Party and the Party's ruling mode, the thesis has analyzed generalized, and clarified the concept of the ruling mode of the Communist Party of Vietnam: The Party's mode of ruling: Communist Vietnam is a system of forms, mode, and methods of building, using and controlling activities of the State and socio-political organizations, concretizing, institutionalizing and achieving victory over the Party's ruling goals and contents. The thesis has also analyzed and understood the ruling mode of political parties in the world such as those of political parties in multi-party countries; or a dominant Party, the three powers are not thoroughly separated; countries with only one ruling party, unifying state power, etc., thereby drawing values ​​for reference for Vietnam in the implementation of the Party's ruling mode.
Secondly, based on the Platform, charter, resolutions, and practice of leadership and ruling activities of the Party, the thesis initially analyzes the basic contents of the ruling mode of the Communist Party of Vietnam: The ruling party by ideological work to correctly determine the ruling line, policy, and strategy, is the basis for the State to concretize and organize the successful implementation of the ruling line and policy of the Party in practice and is considered a guideline for the actions of the Party and organizations in the political system. Fourthly, based on analysis and forecast, the requirements of the domestic and international situation for the renewal of the Party's ruling mode, the objectives, orientations, and requirements set forth. Since then, the thesis proposes some basic solutions to renewing the ruling mode of the Communist Party of Vietnam in the current period, such as: Unifying the perception of the structural model of "a single party in power, outside the political party"; continue to perfect the model of state power organization; renewing staff work; renovate and perfect the effective power control mechanism, exercise power by controlling power, comprehensively and consistently institutionalize the Party's Platform and guidelines into laws, policies, and implement rule of law; inspect and supervise party members working in the state apparatus, exercise power by the discipline regime; rely on virtue to rule; expanding democracy in ruling, etc. According to the author, the above solutions must be fully and simultaneously implemented.
