11. Summary of new results of the thesis:
The thesis clarifies a number of theoretical and practical issues on the ruling method of the Communist Party of Vietnam. The thesis analyzes and evaluates the ruling method of the Communist Party of Vietnam through historical periods, points out the limitations in implementing the current ruling method of the Party, and proposes solutions to innovate the ruling method to improve the Party's ruling capacity.
The thesis focuses on studying the ruling method of the Communist Party of Vietnam. The approach and solution of the research contents of the thesis is from the perspective of Political Science.
Applying the principles and methodologies of dialectical materialism and historical materialism, methods of system analysis, functional structure analysis, logical, historical, analytical, synthetic and comparative methods, case analysis methods... to solve the assigned tasks. The author chooses appropriate research methods for each thesis content.
- The thesis presents concepts and structures on the ruling method of the Communist Party of Vietnam from a Political Science approach based on the systematization of previous research works and different concepts on the ruling method and leadership method of the Party.
- Based on research on the governing methods of some political parties in the world, the thesis draws some lessons that can be applied to contribute to the innovation and improvement of the governing methods of the Communist Party of Vietnam.
- Based on the theoretical framework of the Party's governing method, the thesis surveys, analyzes and makes comments on the ruling method of the Communist Party of Vietnam through historical periods.

Researching the topic of the ruling method of the Communist Party of Vietnam (1986 - 2020), the author would like to draw some conclusions as follows:
Firstly, starting from the explanation of the concept of the ruling party and the ruling method of the Party, the thesis analyzed and generalized, clarified the concept of the ruling method of the Communist Party of Vietnam: The ruling method of the Communist Party of Vietnam is a system of forms, ways, and methods of building, using, and controlling the activities of the State and socio-political organizations, concretizing, institutionalizing, and successfully implementing the goals and content of the Party's ruling. The thesis also analyzed and studied the ruling methods of political parties in the world such as the ruling methods of political parties in multi-party countries; or a dominant Party, incomplete separation of powers; countries with only one ruling Party, unifying state power, etc., thereby drawing out values for reference for Vietnam in implementing the Party's ruling method.
Second, based on the Party's Platform, Charter, Resolutions and practical leadership and governance activities, the Thesis initially analyzed the basic contents of the ruling method of the Communist Party of Vietnam: The Party rules through ideological work to correctly determine the Party's guidelines, strategic policies and ruling strategies, which is the basis for the State to concretize and successfully organize the implementation of the Party's guidelines and policies in practice and is considered the compass for the actions of the Party and organizations in the political system. The Party rules through the Constitution and laws, through State institutions and Party discipline to ensure the State's operations are politically oriented, effective and efficient. In addition, the building of a contingent of cadres is a decisive condition to firmly ensure the Party's rule and the operation of the political system. The Party rules through inspection and supervision.
Third, the thesis analyzed and evaluated the current state of the ruling method of the Communist Party of Vietnam, summarized the Party's ruling process from 1945 to 2020, and pointed out the advantages and limitations in the ruling method of the Communist Party of Vietnam; analyzed the causes leading to those achievements and limitations. From there, the thesis clarified the issues raised in the implementation of the current ruling method of the Communist Party of Vietnam: Firmly maintaining a single ruling Party along with expanding democracy within the Party and in society; improving the Party's ruling capacity; changing the ruling mindset; building a contingent of Party cadres and members; enhancing the position and role of the ruling Party in state agencies, economic organizations and public service units and from the practical requirements in the cause of national renewal and the globalization trend.
Fourthly, based on the analysis and forecast of the requirements of the domestic and international situation for the innovation of the Party's governing method, the goals, orientations and requirements. From there, the thesis proposes a number of basic solutions to innovate the ruling method of the Communist Party of Vietnam in the current period such as: Unifying the perception of the structural model of "a single ruling Party, non-Party members participating in politics"; continuing to perfect the model of State power organization; innovating personnel work; innovating and perfecting the mechanism of effective power control, implementing governance by controlling power, comprehensively, fully and consistently institutionalizing the Party's Platform and guidelines into laws and policies, implementing governance by law; inspecting and supervising Party members working in state apparatuses, implementing governance by disciplinary regime; relying on virtue to govern; expanding democracy in governance, etc. The above solutions, according to the author, must be implemented fully and simultaneously.

Firstly, from the interpretation of the concept of the ruling Party and the Party's ruling mode, the thesis has analyzed generalized, and clarified the concept of the ruling mode of the Communist Party of Vietnam: The Party's mode of ruling: Communist Vietnam is a system of forms, mode, and methods of building, using and controlling activities of the State and socio-political organizations, concretizing, institutionalizing and achieving victory over the Party's ruling goals and contents. The thesis has also analyzed and understood the ruling mode of political parties in the world such as those of political parties in multi-party countries; or a dominant Party, the three powers are not thoroughly separated; countries with only one ruling party, unifying state power, etc., thereby drawing values for reference for Vietnam in the implementation of the Party's ruling mode.
Secondly, based on the Platform, charter, resolutions, and practice of leadership and ruling activities of the Party, the thesis initially analyzes the basic contents of the ruling mode of the Communist Party of Vietnam: The ruling party by ideological work to correctly determine the ruling line, policy, and strategy, is the basis for the State to concretize and organize the successful implementation of the ruling line and policy of the Party in practice and is considered a guideline for the actions of the Party and organizations in the political system. The ruling Party adopts the constitution and laws and adopts state institutions and Party disciplines to ensure that the State's operations are politically oriented, effective, and efficient. In addition, the construction of a contingency of cadres is a decisive condition to firmly ensure the Party's rule and the operation of the political system. Fourthly, based on analysis and forecast, the requirements of the domestic and international situation for the renewal of the Party's ruling mode, the objectives, orientations, and requirements set forth. Since then, the thesis proposes some basic solutions to renewing the ruling mode of the Communist Party of Vietnam in the current period, such as: Unifying the perception of the structural model of "a single party in power, outside the political party"; continue to perfect the model of state power organization; renewing staff work; renovate and perfect the effective power control mechanism, exercise power by controlling power, comprehensively and consistently institutionalize the Party's Platform and guidelines into laws, policies, and implement rule of law; inspect and supervise party members working in the state apparatus, exercise power by the discipline regime; rely on virtue to rule; expanding democracy in ruling, etc. According to the author, the above solutions must be fully and simultaneously implemented.
