+. Purpose and research scope of the thesis
1. Purpose: Based on summarizing and systematizing theoretical issues related to the topic, this research thesis assesses the current state of media coverage on the harmful effects of alcohol from a policy communication perspective, thereby identifying the successes and limitations of the media; and proposes solutions to improve the quality of policy communication on the harmful effects of alcohol in the media.
2. Subject Matter: The subject of this thesis is the issue of journalism in relation to the harmful effects of alcohol.
+. Research methods used
Methodology: This dissertation is based on the theoretical understanding of Marxism-Leninism; dialectical materialism and historical materialism; Ho Chi Minh's thought and the views of the Vietnamese Party and State on the role and function of the press in policy communication, especially in the field of policy communication regarding the harmful effects of alcohol and beer.
This thesis applies several communication theories, specifically the Needle Theory, Agenda Setting Theory, and Use and Satisfaction Theory, to clarify the issue of journalistic writing about the harmful effects of alcohol and the impact of information about the harmful effects of alcohol in the media on the public.
Specific research methods:
Research and document analysis method: This method is used to survey and analyze texts, directives, resolutions, and scientific works, books, and articles, in order to systematize some issues of journalistic theory in general related to policy communication, especially policy communication on the harmful effects of alcohol and beer. At the same time, the doctoral candidate inherits the results of previous research to serve as a basis for comparison, contrast, and clarification of the research problem in the dissertation.
Content analysis method: This method is used to analyze the content and form of crime-related messages in the surveyed newspapers, thereby clarifying the successes and limitations; and the reasons for the successes and limitations of the press in communicating about the harmful effects of alcohol.
Case study method: The researcher selected articles focusing on key communication points and prominent communication topics during the discussion of the draft Law on Prevention of Harmful Effects of Alcohol and Beer and Government Decree 100 to analyze and clarify the effectiveness of policy communication to the public.
Survey method using questionnaires: NCS distributed 500 questionnaires to several localities in the three regions of North, Central, and South Vietnam to survey public opinion on information about the harmful effects of alcohol and beer in the press in general. This is a necessary channel to measure the effectiveness of media coverage on the harmful effects of alcohol and beer on the public.
Focus group interview method: NCS selected 3 article series covering controversial issues in the draft Law on Prevention and Control of the Harmful Effects of Alcohol and Beer; and Decree 100 (from 6 surveyed newspapers) and conducted interviews with 3 groups, each consisting of 5 people, regarding the adherence to the principles of policy communication in the press, as well as public perception of policy communication on the harmful effects of alcohol and beer in the Vietnamese press today.
In-depth interview method: This method involved questioning 13 individuals, including leaders of the National Traffic Safety Committee, National Assembly committees; the Ministry of Information and Communications, the Ministry of Public Security, the Ministry of Justice, the Ministry of Health, the Vietnam Journalists Association, leaders of media agencies, lawyers, content organizers of newsrooms, and journalists directly involved in producing news about the harmful effects of alcohol and beer in several newspapers, to further clarify necessary issues that were not addressed in the questionnaire.
Analytical, comparative, and synthetic methods are used to analyze, evaluate, and synthesize research results to identify successes, limitations, causes, and challenges for journalists and media organizations in ensuring the effectiveness of policy communication on the harmful effects of alcohol.

Key results
- Through survey and research results, the researcher has demonstrated that: Vietnamese journalism focuses on disseminating legal regulations on preventing the harmful effects of alcohol; reflecting the implementation of policies on preventing the harmful effects of alcohol; highlighting and encouraging those who effectively implement policies on preventing the harmful effects of alcohol; providing information on the harmful effects of alcohol (including the harmful effects of alcohol on health; the harmful effects of alcohol on traffic safety; the harmful effects of alcohol on social order and safety); criticizing violations of laws on preventing the harmful effects of alcohol; and building a culture of "Saying no to alcohol".
- Among the content regarding the harmful effects of alcohol, information about the harmful effects of alcohol on traffic safety accounts for the largest proportion of all news articles about the harmful effects of alcohol in the press.
- The research results also show that people's awareness has changed significantly after receiving information about the harmful effects of alcohol through the media. As a result, the public has adjusted their behavior, such as: no longer drinking alcohol before driving; encouraging relatives to limit alcohol consumption; and no longer considering alcohol consumption as a necessary diplomatic ritual in all community activities.
Novel contribution of the thesis: The thesis proposes solutions to improve the effectiveness of policy communication regarding the harmful effects of alcohol and beer in particular, and proposes a framework of principles for improving the effectiveness of policy communication in Vietnam in the current period.
Conclusion: The number of articles about the harmful effects of alcohol in the press is enormous. However, this only meets a portion of the public's information needs. Furthermore, media coverage of the harmful effects of alcohol is often "seasonal." The press could perform its function and role in communicating policies about the harmful effects of alcohol much better if it implemented innovative solutions in terms of content and format.
There is significant potential for the media to effectively communicate policies regarding the harmful effects of alcohol, and public demand for this topic is high. Furthermore, alcohol consumption and government policies aimed at preventing and combating its harmful effects are ongoing and practical issues. Therefore, the media can certainly enhance the effectiveness of its communication on the harmful effects of alcohol.
12. Future research directions: Following the doctoral candidate's research, further research could be conducted on the effectiveness of communicating the harmful effects of alcohol and beer through other media platforms such as radio, television, and other media outlets with different characteristics.

The thesis applies a number of communication theories, specifically the Hypodermic needle model, the Agenda Setting Theory, Uses & Gratification to clarify the issue of journalism writing about the harmful effects of alcohol and beer and the impact of information about the harmful effects of alcohol in the press on the public.

Case study method: The PhD student selected articles about some media highlights and prominent media topics during the discussion on the Bill for the prevention and control of alcohol-related harm; Decree 100 of the Government to analyze and clarify the effectiveness of the policy communication process to the public.
Questionnaire survey method: The PhD student distributed 500 questionnaires to a number of localities in the North, Central and South to survey public opinion on information about the harmful effects of alcohol in the press in general. This is a necessary channel to measure the effectiveness of the press writing about the harmful effects of alcohol and beer on the public.
Group interview method: The PhD student selected 03 groups of articles including articles about controversial content in the Bill for the prevention and control of alcohol-related harm; Decree 100 (out of 06 Newspapers surveyed) and conducted interviews with 03 groups, each group of 5 people about ensuring the principles of policy communication in the press as well as public assessment of political communication policy on the issue of harmful effects of alcohol and beer in the press in Vietnam today.
In-depth interview method: This method is used in the form of questioning 13 people who are leaders of the National Traffic Safety Committee, National Assembly Committees, Ministry of Information and Communications, Ministry of Public Security, Ministry of Justice, Ministry of Health, Vietnam Journalists Association, leaders of press agencies, lawyers, the content organization team of press agencies and the journalists who directly produced articles on the harmful effects of alcohol and beer in some newspapers to clarify more necessary issues that have not been resolved in the questionnaire.
Methods of analysis, comparison, synthesis: Used to analyze, evaluate and synthesize research results to point out successes, limitations, causes and challenges for journalists. , press agencies in ensuring the effectiveness of policy communication on the harmful effects of alcohol and beer.

- Through the survey and research results, the PhD student the researcher has proven that: Vietnamese press focuses on propagating and disseminating the legal provisions on prevention of harmful effects of alcohol and beer; reflects the implementation of policies on prevention and control of harmful effects of alcohol and beer; setting example and encouraging those who well implement policies on prevention and control of harmful effects of alcohol and beer; informing on harmful effects of alcohol and beer (including harmful effects of alcohol and beer on health; harmful effects of alcohol and beer on traffic order and safety; harmful effects of alcohol on safety and order society); criticized violations of the law on prevention of harmful effects of alcohol and beer and building a culture of "Say no to alcohol".
- Among the contents about the harmful effects of alcohol and beer, information about the harmful effects of alcohol and beer on traffic order and safety accounts for the largest proportion of the total news and articles about the harmful effects of alcohol and beer in the press.
- Research results also show that people's awareness has changed greatly when receiving information about the harmful effects of alcohol and beer through the press. Since then, the public has adjusted their behavior such as no longer drinking alcohol or beer before participating in traffic; encourage relatives to limit alcohol and beer use; no longer consider the use of alcohol and beer as a necessary ritual in all community activities.
New contribution of the thesis: The thesis proposes solutions to improve the effectiveness of policy communication on the issue of harmful effects of alcohol and beer in particular and proposes a principle framework for improving the effectiveness of policy communication in Vietnam in the current period.
Conclusion: The number of articles on the harmful effects of alcohol and beer in the press is very large. However, it only partially meets the information needs of the public. In addition, press information about the harmful effects of alcohol and beer is also “seasonal”. The press can also better perform its functions and tasks when communicating policies about the harmful effects of alcohol if they have solutions to innovate the content and form of information.
The space for the press to communicate policies on the harmful effects of alcohol and beer is very large, the public's demand for this topic is very rich. Moreover, the use of alcohol and beer as well as the State's policies for the prevention and control of harmful effects of alcohol and beer is a permanent and practical issue. Therefore, the press can completely improve the effectiveness of communication about the harmful effects of alcohol and beer.
12. Further research directions: After the research of the PhD student, it is possible to open up further research directions on the effectiveness of communication about the harmful effects of alcohol and beer on other types of press, including audio press, video press and other press agencies with different types of media with other specialties.
