- The thesis clarifies the achievements, limitations, causes of these achievements and limitations, and the challenges facing the State in its role in public health care in Vietnam since the Doi Moi (Renovation) period.

- This dissertation argues for and proposes several solutions to enhance the role of the State in public health care in the context of Vietnam's current socialist-oriented market economy.
