- To clarify the theoretical and practical basis of strategic development planning in Singapore and South Korea during the period 1961-1979.

- Identify the economic development models that both countries are pursuing in their development process, analyze the similarities and differences between these two models, and explain the reasons for these similarities and differences.

- To clarify the understanding of the Singaporean and South Korean governments regarding the importance of human resources and finance in realizing the development models chosen by these two countries.

- To identify similarities and differences in the development, management, and utilization of human and financial resources in the two countries through a specific analysis of the development, management, and resource utilization policies of Singapore and South Korea.

- Provide assessments and evaluations of the role and contribution of human and financial resources to the industrialization process of the two countries in the late 1970s.

- Provide some suggestions for policy on developing investment capital and human resources in Vietnam, specifically regarding career guidance, workforce streaming, attracting talent, attracting foreign investment, and the leading and regulatory role of the State…

11. Practical applications:

- This dissertation can be used as a reference for teaching and research on the development strategies of Singapore and South Korea at the Faculty of Oriental Studies (University of Social Sciences and Humanities, Vietnam National University, Hanoi) in particular, as well as at other interested training and research institutions.

- Based on a comparative study and analysis of the advantages and disadvantages of Singapore and South Korea's development policies during the period 1961-1979, the thesis draws several suggestions for Vietnam. These include leveraging Vietnam's geo-economic and geopolitical advantages, international relations, and "Asian values" in policy planning and the appropriate use of human and financial resources for each stage of development. The thesis also offers specific suggestions on career guidance and human resource allocation, attracting talent, attracting investment from multinational corporations, and the leading and interventionist role of the State in developing investment capital and human resources in Vietnam.

- Clarify the theoretical background and practice of development strategy applied by Singapore and South Korea from 1961 to 1979.

- Figure out the models of economic development which were targeted at by these two countries during developing process, analyze similarities and differences between two models as well as reasons for those.

- Clarify the awareness of Singapore and South Korea governments on the importance of human and financial resources in realizing the chosen development models.

- Find out the similarities and differences in the method of development, management and using human and financial resources by analyzing related policies of Singapore and South Korea in detail.

- Provide evaluation and remarks on the role and contribution of human and financial resources into industrializing process of the two countries in the late 1970s.

- Offer some suggestions for development strategy on human and financial resources in Vietnam, such as policies on vocational guidance, human resource distribution, brainpower and foreign investment attraction as well as the leading and regulating and role of the government.

11. Practical applicability, if any:

- The thesis can be used as a reference for teaching and research activities on the development strategies of Singapore and South Korea at the Faculty of Oriental Studies (University of Social Sciences and Humanities - VNU) in particular as well as at the other related research institutes.

- Strictly on the basis of comparative research and analyze the advantages and disadvantages of development policies of Singapore and South Korea period 1961-1979, the thesis draws some suggestions referring to Vietnam. That is the need to take advantage of the geopolitical and economic positions, international relations, the "Asian values" in policy development and use of human resources suite each stage of development. Thesis also made specific recommendations on careers guidance policy and distribution of human resources, attracting brainpower, to attract investment by multi-national companies, and the leading and intervention role of state in the development human resources and finance in Vietnam.
