The thesis has clarified the concepts and terms in the scope of the research of the topic such as: Concept of culture, organization, organizational culture, organizational culture of the university, values ​​in the organizational culture of the university. The author also clarified that the culture of an organization is expressed through 3 levels: Tangible objects, declared values, assumptions. Accordingly, the author has; built a framework to identify the values ​​in the organizational culture of the university at 3 levels based on the research of Edgar H. Schein, a leading expert on organizational culture and leadership. Building an identification framework for the above research helps to evaluate the values ​​in the current organizational culture and is decisive for the future state that the organization wants to achieve.
In the thesis, the author also studied and analyzed the Party's guidelines and policies, the system of State documents on building and developing culture in general. This is an important basis for conducting research related to the topic. At the same time, the author presented an overview of the University of Natural Resources and Environment: general characteristics, mission, vision, strategic goals and organizational structure of the school. The author focused on surveying and evaluating the level of complete agreement with the values ​​in the organizational culture of the University of Natural Resources and Environment based on the identification framework through 3 levels of cultural values, helping the author evaluate and compare the rate of respondents agreeing with the cultural value statements between the 3 levels (in which levels 2 and 3 are identified and evaluated by members in a positive direction and higher than level 1). On that basis, the author proposed a number of recommendations to enhance the expression of values ​​in the organizational culture of the School; In particular, it is necessary to focus on clarifying one's educational and development philosophy to spread it to all members of the organization.
The thesis has built a framework for identifying the organizational cultural values ​​of the university. From there, apply this framework to identify the organizational cultural values ​​of the University of Natural Resources and Environment. The thesis has pointed out the strengths and limitations in the system of organizational cultural values ​​of the school according to levels 1, 2, 3. Through the assessment of the organizational cultural values ​​of the school, the author has the basis to propose recommendations to increase the influence of these values ​​on the development of the school.
The thesis has proven the research hypothesis of the thesis, completing the proposed research tasks. The research of the thesis will contribute to consolidating and enriching the theory of research methods on culture in general and organizational culture of organizations in particular. On the other hand, the thesis contributes to supplementing and perfecting the system of concepts on culture, organizational culture and provides a case study to clarify the assessment of manifestations to identify organizational culture in the type of school organization.
11. Practical application:
Through documents, data and analysis, comments and reviews to clearly see the value of the role of organizational culture in building and developing agencies and organizations in general and the process of building and developing the University of Natural Resources and Environment in particular.
The comments on the successes and limitations that still exist in the research process on the organizational culture value of the University of Natural Resources and Environment will contribute and supplement new ideas and new methods, in line with the development trend of society and the policies of the Party and State on building Vietnamese culture, as well as official documents in Vietnam in general and the organizational culture of the University of Natural Resources and Environment in particular today.
The research results of the thesis can be a useful reference for state management agencies on culture, agencies, socio-political organizations, unions, schools and those interested in this issue, a useful reference for students of culture, public management students and cultural training institutions, public management, specialized agencies in the process of researching and implementing research activities, building policies and organizing related activities to enhance the organizational cultural value of their agencies and units.
