Chapter 1. Theoretical basis for the development and implementation of workplace culture regulations.
In this chapter, the author has systematized the theoretical and legal basis of workplace culture and the development and implementation of workplace culture regulations. Specifically, it analyzes and clarifies general issues concerning workplace culture (concept, characteristics, structure, role); workplace culture regulations (concept, role, structure); and the development and implementation of workplace culture regulations (role of responsible parties, steps in the process). This theoretical and legal basis forms the foundational framework for carrying out the research tasks of the thesis in Chapters 2 and 3.
Chapter 2. Establishing Regulations on Workplace Culture at the Thu Dau Mot City Party Committee
The author addresses and clarifies fundamental issues regarding the development of workplace culture regulations at the Thu Dau Mot City Party Committee; identifies and clarifies the entity responsible for research and proposal (Thu Dau Mot City Party Committee), and the entity responsible for advising on development and implementation (Thu Dau Mot City Party Committee Office). Based on an analysis of legal and practical foundations, the author demonstrates the necessity of developing workplace culture regulations at the Thu Dau Mot City Party Committee. Based on an analysis of the current state of workplace culture at the Thu Dau Mot City Party Committee, the author presents and analyzes viewpoints and orientations for developing the content of the workplace culture regulations; the process of developing the regulations; and the structure and main contents of the workplace culture regulations at the Thu Dau Mot City Party Committee. From this, the author raises issues related to the organization, effectiveness, and efficiency of the workplace culture regulations at the Thu Dau Mot City Party Committee, which are presented and analyzed in Chapter 3.
Chapter 3. Implementation of the Regulations on Workplace Culture at the Thu Dau Mot City Party Committee
In this chapter, the author presents and analyzes solutions deemed necessary for the effective and efficient implementation of the Regulations on Workplace Culture in agencies and units under the Thu Dau Mot City Party Committee. Specifically, a system of solutions (including 6 solutions) is proposed to overcome the limitations and shortcomings existing in the practical development and implementation of the Regulations; thereby contributing to the improvement of the development and implementation of the Regulations on Workplace Culture at the Thu Dau Mot City Party Committee in a suitable direction, to meet current requirements.

Chapter 1. Theoretical basis for building and organizing the implementation of the Regulation on office culture
The author has systematized the theoretical and legal basis on office culture and on the building and organizing of the implementation of the Regulation on office culture in this chapter. In which, the general issues of office culture (concepts, characteristics, structure, roles) have been analyzed and clarified; Regulation on office culture (concepts, roles, structure) and on the building and organization of the implementation of the Regulation on office culture (roles of persons in charge, steps in the process). This theoretical and legal basis is the fundamental theoretical framework for the implementation of the research tasks of the Thesis in Chapter 2 and Chapter 3.
Chapter 2. Building of Regulations on Office Culture in Thu Dau Mot City Party Committee
The author has mentioned and clarified the basic issues of building the Regulation on office culture in Thu Dau Mot City Party Committee; Identifying and clarifying the persons in charge of researching and prejudice (Thu Dau Mot City Party Committee), the persons in charge of advising on the building and organizing of the implementation (Office of Thu Dau Mot City Party Committee). On the basis of analyzing legal bases and practical bases to prove the necessity to build the Regulation on office culture in Thu Dau Mot City Party Committee. On the basis of analyzing the current situation of office culture in Thu Dau Mot City Party Committee, the author presents and analyzes the views and orientations to develop the content of the Regulation on office culture; the process of building regulation on office culture; structure and main contents of the Regulation on office culture in Thu Dau Mot City Party Committee. Since then, issues related to the effective and efficient organization of the Regulation on office culture in Thu Dau Mot City Party Committee are presented and analyzed in Chapter 3.
