According to him, with over 80 years of development and strengths in training and research in many fields of social sciences and humanities, the university is well-equipped to partner with Hanoi on major issues of culture, heritage, media, and human development.

"The signing ceremony not only marks a new development in cooperative relations, but also opens up opportunities for the school's training and research activities to be more closely linked to the city's cultural management practices," he emphasized.
From the perspective of the management agency, the Director of the Hanoi Department of Culture and Sports, Pham Tuan Long, raised a very specific issue: Hanoi is currently facing a huge workload in the fields of culture, history, heritage, and media, while the demands of management increasingly require deeper expertise and a more rigorous scientific basis.

According to Mr. Pham Tuan Long, as the capital city, Hanoi is identified as a cultural hub, possessing a rich system of heritage sites. However, this also places a greater responsibility on Hanoi in preserving, promoting, and transforming these values into resources for development.
"The field of culture and history is very broad and complex, requiring a large amount of knowledge to implement accurately and effectively. Therefore, collaboration with universities, especially the University of Social Sciences and Humanities, is essential," he said.
Notably, this collaboration is taking place in a very special context for Hanoi. According to the Director of the Hanoi Department of Culture and Sports, in 2025, the Department will undergo significant organizational changes, including the incorporation of journalism, media, and publishing. Along with the city's reorganization of administrative units, with 126 communes and wards, the workload at the grassroots level has increased significantly, while the Department's staff and personnel are limited. This further highlights the need to expand cooperation with universities, research institutes, experts, and even students to enhance its capacity.
On the university's side, to further clarify the true nature of the collaboration, Associate Professor Dr. Dang Thi Thu Huong, Vice Rector of the University of Social Sciences and Humanities, stated that the two sides will not stop at general commitments but will develop annual cooperation plans, with specific coordinating points, and regularly review and evaluate effectiveness to ensure that activities are implemented effectively.

According to Associate Professor Dr. Dang Thi Thu Huong, the most important thing is that this relationship clearly demonstrates a major direction: linking academic research with management practice, science with policy formulation and implementation, and human resource training with the sustainable development of the capital city.
Ms. Huong also emphasized that the university not only has a team of experienced experts and scientists, but also a community of more than 14,000 students, trainees, and researchers, a force that can participate and collaborate with the city in many specific activities if organized properly.
Another noteworthy point is that this collaboration is taking place at a time when Hanoi is actively promoting many major programs related to cultural industries, heritage, and creative spaces. The Hanoi Department of Culture and Sports has also been continuously expanding its network of connections with universities, research institutions, and creative organizations to seek additional resources for the city's programs.
Previously, the Department had similar collaborations with several other training institutions to promote the development of the capital's cultural industry.
It can be said that the signing ceremony not only signifies a collaborative activity between the school and the management agency, but also opens up expectations for a more substantive, long-term, and effective coordination mechanism in the development of Hanoi's culture.
