Finding solutions to the problem of intellectual property management in the cultural industry.

Within the framework of implementing the key science, technology, and innovation task at the grassroots level, "Policy Framework for Supporting Intellectual Property Management in Cultural and Creative Industries in Vietnam" (CSSTĐ.2026.02), on August 22nd, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, organized a scientific seminar: "Orientation of the content of the policy framework for supporting intellectual property management in cultural and creative industries in Vietnam".

Consultation on core issues to support the development of the policy framework.

The seminar brought together scientists, experts, managers, representatives of state management agencies, collective rights management organizations, businesses, and creative entities to exchange and consult on core contents to serve the development of a policy framework.

Topics discussed included: the legal and policy framework for intellectual property governance; the structure and content of the ecosystem supporting intellectual property governance; international experiences in intellectual property governance in cultural and creative industries; the intellectual property governance capacity of creative entities; the operational capacity and efficiency of royalty distribution by collective copyright and related rights management organizations; the valuation, commercialization, and exploitation of intellectual property; and new requirements for intellectual property governance in the context of digital transformation and artificial intelligence.

According to the organizers, in the context of cultural and creative industries being identified as one of the key drivers of knowledge-based economic growth, innovation, and digital transformation, intellectual property is increasingly becoming a strategic resource that determines the competitiveness of the nation, businesses, and creative entities.

However, the policy system for managing intellectual property in Vietnam's cultural and creative industries is still being refined to fully meet the requirements for protecting, exploiting, and commercializing intellectual property in the context of international integration and the rapid development of digital technology.

Assoc. Prof. Dr. Dang Thi Thu Huong - Vice Rector of the University of Social Sciences and Humanities, delivered a speech at the seminar.

The urgent need for a policy framework for intellectual property governance.

According to the organizers, the seminar was held based on national policy guidelines and directions in recent years.

Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture sets the goal for cultural industries to contribute 7% of GDP by 2030 and 9% of GDP by 2045, while also requiring the development of laws on copyright and a law on the development of cultural industries, supporting businesses in protecting intellectual property rights in the digital environment and establishing an exchange platform for cultural and artistic products in the form of digital assets.

Resolution No. 28/2026/QH16 of the National Assembly on the development of Vietnamese culture, effective from July 1, 2026, ensures a minimum annual expenditure on culture of 2% of the total state budget and allows for the piloting of some special and outstanding mechanisms and policies.

Furthermore, Decision No. 2486/QD-TTg dated November 14, 2025, of the Prime Minister approving the Strategy for the Development of Vietnam's Cultural Industries until 2030, with a vision to 2045, identifies ten cultural industries as those that create products combining cultural elements, creativity, technology, and intellectual property rights, with strengthening intellectual property protection being a key focus of the overall tasks and solutions.

Consequently, intellectual property has been established as an intrinsic component of the cultural industry value chain, creating an urgent need for a systematic and feasible policy framework to support its governance.

At the seminar, Dr. Pham The Dung - Institute for Innovation and Sustainable Development Research, former Deputy Director of the Innovation Department, Ministry of Science and Technology, shared on the issue: "Valuation of intellectual property assets of small and medium-sized enterprises in cultural and creative industries: Financial barriers and policy suggestions for Vietnam"; Dr. Lu Thi Thanh Le - School of Interdisciplinary Sciences and Arts, Vietnam National University, Hanoi, addressed "Policy framework supporting intellectual property management in cultural and creative industries of the United Kingdom and the United States - Lessons learned for Vietnam"; Dr. Nguyen Huu Xuyen - Academy of Science and Technology Strategy, presented some content on "Policy framework promoting the commercialization of intellectual property assets in cultural and creative industries in Vietnam"; and Dr. Dinh Thanh Ha from the Military Traditional Medicine Institute has made a practical proposal on the topic: "Building a structural framework and content for an ecosystem supporting intellectual property management in Vietnam's cultural and creative industries"...
