Opening Ceremony of the International Scientific Conference on Building a Rule of Law State and Controlling Power between Vietnam and China

(Nhan Dan Newspaper) On August 7, 2026, the International Scientific Conference on the theme "Building a Rule of Law State, Controlling Power and Preventing and Combating Corruption, Waste, and Negative Phenomena: Experiences from Vietnam and China" opened in Da Nang City. The conference was attended by more than 100 domestic and international delegates.

The workshop, organized by the University of Social Sciences and Humanities, Vietnam National University, Hanoi (chaired) in collaboration with the Political Academy of Region III (co-chaired), the Vietnam Philosophy Association, and the Institute for Discipline Inspection and Supervision, Wuhan University (China), aims to enhance academic exchange, share experiences, and promote research cooperation between Vietnamese and Chinese scientists in the fields of building a rule of law state, controlling power, and preventing and combating corruption, waste, and negative practices.

Assoc. Prof. Dr. Dang Thi Thu Huong - Vice Rector of the University of Social Sciences and Humanities, delivered the opening remarks at the conference.

Against the backdrop of Vietnam continuing to implement the Resolution of the 14th National Congress of the Communist Party of Vietnam, promoting the building and perfecting of a socialist rule of law state, enhancing the effectiveness and efficiency of power control, and resolutely and persistently fighting against corruption, waste, and negative phenomena; and China continuing to reform its national governance mechanism, strengthening inspection and supervision work, and building a modern governance system, the organization of this seminar has profound theoretical and practical significance.

Associate Professor Dr. Doan Trieu Long, Director of the Regional Political Academy III, delivered a welcoming speech at the conference.

The seminar took place against the backdrop of the continued positive development of the Vietnam-China Comprehensive Strategic Partnership, particularly following important common understandings reached between the high-level leaders of the two Parties and States. In particular, cooperation in education, scientific research, and theoretical exchange has increasingly become one of the highlights of bilateral relations.

Associate Professor Dr. Nguyen Van Chieu - Head of the Department of Politics and International Studies, presented a paper at the conference.

The conference included an opening session and three plenary sessions. Delegates focused on discussing and clarifying theoretical and practical issues concerning the construction of a socialist rule of law state; mechanisms for controlling power; preventing and combating corruption, waste, and negative practices; promoting integrity education; building a culture of integrity; improving the legal system; reforming national governance; and the experiences of Vietnam and China in their development processes.

Besides analyzing the achievements and experiences of each country, scholars will exchange, compare, and reference governance models, power control mechanisms, inspection and supervision systems, and anti-corruption prevention solutions in the context of digital transformation, administrative reform, and international integration.

The diverse perspectives from scientists of both countries are expected to contribute to supplementing the theoretical and practical foundations for the process of building and perfecting the socialist rule of law in Vietnam in the new development stage.

Delegates attending the workshop

Representatives from the University of Social Sciences and Humanities presented gifts to delegates during their visit and working session at the Regional Political Academy III.

Through academic discussions and dialogues, the Conference aims to propose recommendations and scientific arguments to support policy planning; publish new research results; publish the International Conference Proceedings with ISBN in Vietnamese and Chinese; and expand the network of research cooperation between universities, academies, and research institutes of the two countries in the fields of philosophy, political science, law, national governance, and social sciences and humanities.
