
The meeting was chaired by Prof. Dr. Hoang Anh Tuan - Secretary of the Party Committee and Rector of the University; also present were leaders of functional departments, leaders of training units, and a large number of core scientific staff who will directly implement the Project.
In his keynote address, Professor Hoang Anh Tuan emphasized that the internationalization of training and scientific research is a strategic pillar of the University. In the context of current higher education, each lecturer and each unit must affirm their capabilities and position to work together with the University and VNU to fulfill the mission of becoming an elite university. The Rector frankly stated that the standardized capacity of the faculty to meet international requirements is still uneven, and the University's internationalization rate still needs a strong breakthrough.

According to Decree No. 222/2025/ND-CP, lecturers teaching specialized subjects in a foreign language must achieve a level equivalent to level 5/6 (C1). Rector Hoang Anh Tuan emphasized that the university aims to have at least 30% of its courses taught in English by 2030. This is the "minimum threshold" that must be achieved, and even higher targets should be met sooner. In the 2026-2027 academic year alone, the university strives to offer approximately 100 courses taught in English.
The project is implemented in two components: English language training, aiming to have an additional 60 scientific staff members reach C1 level; and English-language professional teaching competency training (EMI) for 120 scientific staff members who have already reached C1 level, with the spirit of "filling in what is lacking," focusing on substance rather than formality. The university is committed to supporting all faculty members by prioritizing arrangements for them to focus on learning during the project's training courses; promptly issuing practical incentive policies; and investing in the project with a total budget of VND 3.26 billion for the 2026-2027 period (actual costs will be determined by specific contracts). The Rector calls on each faculty member to uphold a high sense of responsibility and boldly dedicate themselves to the common development goals of the university.
During the discussion, the Principal and representatives from various departments provided detailed and thorough answers to the lecturers' concerns, such as admission requirements, study pathways, teaching schedules, and benefits of participation.

The presentation of the project concluded with high determination, consensus among the team, and a strong message: improving English proficiency for scientific staff is both a task and an opportunity, a crucial step in enabling the University of Social Sciences and Humanities to advance rapidly and strongly on its internationalization journey.
