Policy communication in Vietnam in the context of globalization and international integration.

This was the topic discussed at the national scientific conference organized by the Faculty of Political Science - University of Social Sciences and Humanities, VNU Hanoi on the morning of December 28, 2023.

The role and importance of policy communication.
Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, highly appreciated the determination of the Political Science Faculty leadership in organizing a scientific conference with high theoretical and practical value. Accordingly, the conference received 15 reports from universities and agencies such as Can Tho University, the Academy of Journalism and Communication, Hanoi Law University, Dan Tri online newspaper, etc., bringing new approaches to the issue of policy communication. Professor Hoang Anh Tuan expressed his hope that the University of Social Sciences and Humanities, with its strengths in research and training in political science, will produce valuable research and policy recommendations and continue to receive cooperation from domestic and international scientists in this field.

Associate Professor Dr. Nguyen Van Chieu - Head of the Department of Political Science, Associate Professor Dr. Nguyen Anh Cuong - Deputy Head of the Department of Political Science, and Dr. Nguyen Duy Quynh - Head of the Department of Political Communication, chaired the workshop.
 
In his introductory report at the workshop, Dr. Nguyen Duy Quynh, Head of the Political Communication Department, Faculty of Political Science, University of Social Sciences and Humanities, Vietnam National University, Hanoi, stated that public communication is receiving increasing attention recently due to its crucial role in creating effective policies. Its effectiveness has been particularly affirmed during the global fight against the Covid-19 pandemic. Therefore, this work has undergone profound changes recently, and Vietnam is not outside this trend.
Dr. Nguyen Duy Quynh quoted Prime Minister Pham Minh Chinh as saying that information dissemination is an important part of the Party and State's communication activities. Doing a good job of communicating policies will unlock significant resources, create great strength, and achieve high efficiency in policy formulation and implementation.
Dr. Nguyen Duy Quynh, Head of the Political Communication Department, stated that the role of the media is increasingly being demonstrated in creating effectiveness for policies.
At the workshop, scientists focused on clarifying some basic concepts of ICT and enthusiastically discussed several aspects of ICT activities in Vietnam as well as in other countries around the world.

Professor Yong Kyu Kim, Head of the Department of Political Science and International Relations at Seoul National University and Visiting Professor of Political Science at the University of Social Sciences and Humanities, stated that the conference topic is timely and has garnered interest from many scholars. The discussions at the conference will suggest many new research directions in the field he is pursuing.
Dr. Luu Thuy Hong from the Academy of Journalism and Communication contributed her opinions at the workshop.

Current pressing issues in the field of information and communication technology in Vietnam.
In a report titled "Vietnam's Flexible Response to the Belt and Road Initiative (BRI) - Recommendations for Policy Communication," PhD candidate Nguyen Dinh Tuan from the Faculty of Political Science, Hanoi Open University, offers recommendations for policy planning and communication in conjunction with the BRI. According to the author, given the increasingly deep and broad trend of international cooperation, Vietnam needs to proactively plan its policies, ensuring core national and ethnic interests, and aiming for sustainable development for the present and future.
PhD candidate Nguyen Dinh Tuan - Department of Political Science, Hanoi Open University, presented his research topic at the conference.
In a report on policy communication through late-night talk shows in the US entertainment industry – political content becoming consumer entertainment content – ​​Nguyen Manh Cuong, from the Department of Political Science, University of Social Sciences and Humanities, explored the formula for policy communication based on the US entertainment television model, specifically late-night talk shows. The author analyzed factors such as content, strengths, and influence of these programs in general and the hosts in particular. The influence of both is significant, not only for the entertainment industry but also for the perceptions of audiences/citizens in developed countries, thus becoming the official discourse for government socio-political policies and shaping societal thinking.

Author Nguyen Van Thang - Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, presented a report on community-based communication in ethnic minority communities in the Northern border region and the issues raised.
Author Tran Truong Gia Bao from Can Tho University presented a report titled "The Role of Social Networks in Reducing Information Poverty in Can Tho City Today."
The workshop also served as a forum for discussing current issues of concern, such as political communication activities during the Covid-19 pandemic in several countries around the world; the current situation, challenges, and solutions to improve the effectiveness of political communication in Vietnam; political communication in ethnic minority communities in the Northern border region and the challenges; promoting the role of online political communication in protecting the Party's ideological foundation; the role of social media in poverty reduction in Can Tho City today; fake news and the risks in political communication activities in Vietnam today…
In his concluding remarks at the workshop, Assoc. Prof. Dr. Nguyen Van Chieu, Head of the Department of Political Science, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, assessed that the workshop had received many valuable scientific contributions from scientists from many universities. The experiences on political ideology, both domestic and international, shared by the authors offered interesting perspectives and useful information, suggesting policy recommendations on political ideology in Vietnam. Assoc. Prof. Dr. Nguyen Van Chieu emphasized that these research results will be translated into training activities at the Department of Political Science. It is expected that in the near future, a scientific proceedings volume will be published, compiling high-quality scientific reports on political ideology research from the workshop, thereby providing recommendations to relevant authorities on current political ideology activities in Vietnam.
The workshop attracted the interest and participation of students, trainees, and postgraduate researchers from the University of Social Sciences and Humanities, Vietnam National University, Hanoi.
