Working alongside the Ministry of Education and Training to build a legal framework for open educational resources.
During the drafting process, in 2025, the University of Social Sciences and Humanities, in collaboration with the Department of Higher Education, Ministry of Education and Training, organized a seminar to gather feedback on the draft Circular regulating the exploitation and use of Open Educational Resources (OER) in higher education. The seminar was attended by managers, scientists, and experts from over 20 higher education institutions, as well as organizations and businesses nationwide. Practical contributions helped refine the policy content and clarify regulations on the development, sharing, exploitation, and use of OER in higher education institutions.
Dr. Dang Van Huan - Deputy Director of the Higher Education Department, Ministry of Education and Training, presented the content of the seminar to gather feedback on the draft Circular.
Not only did VNU-USSH host the seminar, but it also sent experts to directly participate in the Advisory Board, providing in-depth feedback on many important aspects of the document, from concepts, principles, and governance models to implementation mechanisms at higher education institutions.
A pioneering organization promoting the open educational resources movement in Vietnam.
Participating in the drafting of the Circular is a continuation of VNU-USSH's journey of promoting open education for over a decade. Since 2015, the University of Social Sciences and Humanities has been one of the first institutions in Vietnam to organize an international conference on open educational resources, bringing together domestic and international experts to exchange experiences in developing an open education ecosystem.
In 2015, the University of Social Sciences and Humanities organized its first International Conference on OER.
In the following years, the University continuously implemented research activities, organized scientific conferences, published monographs, compiled guidance materials, and provided training and workshops for lecturers and library staff; while actively participating in many national programs on open educational resources. These activities contributed to forming an important academic and practical foundation for the development of national policies on OER.
Open education is a strategic direction of the School.
Professor Hoang Anh Tuan, the Rector of the university, affirmed that developing open educational resources is not only a trend in higher education worldwide but also an essential requirement to realize the goal of building an open education system, lifelong learning, and national digital transformation.

According to Professor Hoang Anh Tuan, the University of Social Sciences and Humanities identifies the development of open educational resources as a strategic direction, contributing to improving the quality of training, expanding opportunities for learners to access knowledge, promoting the sharing of learning materials among higher education institutions, and increasing the social responsibility of universities towards the community. The university is committed to continuing to cooperate with the Ministry of Education and Training in perfecting and implementing policies on open educational resources nationwide.
The circular provides a legal framework for the sustainable development of open education.
According to Associate Professor Dr. Do Van Hung - Head of the Department of Information Management, the most outstanding feature of the Circular is that it is the first time a relatively complete legal framework has been established for the exploitation and use of open educational resources in higher education.

He believes the Circular has several important points:
- Clearly define the concepts of open educational resources, open licenses, and the right to use open resources;
- Regulations defining the responsibilities of higher education institutions in the development, management, and promotion of open educational resources;
- Encourage the use of educational materials created with state budget funds under appropriate open licenses;
- Emphasize the requirements for ensuring the quality of learning materials, intellectual property rights, transparency, and reusability;
- To connect the open educational resource platforms of training institutions with the National Open Educational Resource Access Portal, creating a platform for sharing learning materials nationwide.
According to Associate Professor Dr. Do Van Hung, the issuance of the Circular not only creates a legal framework but also opens up opportunities for universities to innovate the methods of developing learning materials, promote a culture of knowledge sharing, and improve the quality of training in the context of digital transformation.
Affirming the social responsibility of a research university.
Actively participating in the development and refinement of policies on open educational resources further affirms the role of the University of Social Sciences and Humanities as a research university, always accompanying state management agencies in the process of planning and developing educational policies.
Through research, consulting, critical analysis, and knowledge transfer activities, VNU-USSH not only contributes academically but also demonstrates the social responsibility of a higher education institution towards the development of Vietnam's education system. In the future, the University will continue to play a leading role in research, connecting experts, and supporting the implementation of open education policies, contributing to building a modern, high-quality, and sustainable open education resource ecosystem for Vietnamese higher education.
