The program is part of the cooperation activities between the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and the People's Committee of Thanh Hoa province and its units and universities on science and technology, innovation, and knowledge transfer.

During the meeting with the Thanh Hoa Provincial Police, both sides paid particular attention to issues related to juvenile delinquency, prevention, rehabilitation, education, and the possibility of developing educational programs suitable for young people.
According to information from the Thanh Hoa Provincial Police, in recent times, the work of preventing, managing, rehabilitating, educating, and handling juvenile delinquents has been implemented decisively and comprehensively. On October 20, 2025, the Chairman of the Thanh Hoa Provincial People's Committee issued Decision No. 3320/QD-UBND approving the Project "Management, rehabilitation, education, prevention, and handling of delinquent youth who violate the law in Thanh Hoa province, giai đoạn 2025-2030".
The implementation results have contributed to stabilizing the local situation and reducing law violations committed by young people. However, the situation still harbors many complex factors. In the first four months of 2026, the province recorded 316 cases of young people violating the law, focusing on behaviors such as disturbing public order, intentional injury, drug-related offenses, and property infringement. Currently, the province is managing 2,678 cases of young people, including 1,110 students; 419 cases have dropped out of school. The data also shows that many cases are affected by family circumstances, socio-economic conditions, learning environment, and the lack of regular coordination between families, schools, localities, and law enforcement agencies.
Based on that experience, the two sides discussed the possibility of coordinating research and comprehensively assessing the causes of deviant behavior and law violations among young people, based on approaches from sociology, psychology, education, and related social sciences and humanities disciplines.
One of the key areas of cooperation is the research and development of a moral education program for young people. The program is oriented not only towards legal education but also focuses on life values, personal responsibility, responsibility to family and community, self-regulation skills, and civic awareness; equipping young people with self-protection skills in cyberspace...
This approach is also suitable for addressing the limitations identified in current practice, where coordination between the police, families, schools, and local authorities in some areas is not frequent or truly practical; understanding the psychological and behavioral development of students with special needs or behavioral problems is still inadequate; and legal awareness campaigns in some areas, especially mountainous regions, still face difficulties in directly reaching the youth groups needing education and guidance.
Besides developing educational programs, the Thanh Hoa Provincial Police Department requested VNU-USSH to collaborate on researching and evaluating the Provincial People's Committee's Project 3320, which could include conducting sociological research to advise the Provincial People's Committee, the Provincial Police Department, and other sectors on fundamental solutions to address the root causes of issues related to juvenile delinquency.
With its strengths in training, scientific research, policy consulting, and knowledge transfer, VNU-USSH is well-positioned to contribute interdisciplinary approaches to youth research, moral education, values education, and building a healthy social environment. The exchange and cooperation with the Thanh Hoa Provincial Police opens up possibilities for connecting scientific research with the practical needs of the locality, aiming towards applicable programs and solutions that contribute to improving educational effectiveness, preventing violations, and supporting the healthy development of the younger generation.
