Successfully implementing the Resolution of the 25th Party Congress.
In preparation for the 26th Congress of the Party Committee of the University of Social Sciences and Humanities (to be held on June 14-15, 2010), ussh.edu.vn reviews the outstanding achievements of the University during the 2006-2010 term.The 25th Party Congress of the University, held on August 30, 2006, set the following goal: “To enhance the comprehensive leadership capacity of the Party Committee, to develop the university into a research university with professional competence and quality on par with advanced universities in the region, to build several majors/specializations to international standards, and to contribute effectively to the industrialization and modernization of the country and the capital city.” During the past term, despite facing many difficulties such as personnel changes in the Board of Directors, the implementation of many new policies in training, and inadequate facilities, thanks to the effective implementation of democratic and transparent principles, and the promotion of unity and consensus among all staff, faculty, and students, the University successfully implemented the Party Congress Resolution and achieved many outstanding accomplishments in all aspects of its activities.

Political stability and strengthening unity and solidarity throughout the school.

The Party Committee has effectively carried out political and ideological leadership over all activities of the school, thereby maintaining political stability and strengthening unity and solidarity throughout the school and the entire Party Committee. The Party Committee has continued to direct the implementation of six programs aimed at standardizing and modernizing the school's activities, organizing and effectively implementing the campaign "Studying and following the moral example of Ho Chi Minh," and integrating the campaign's content into the professional activities of cadres, Party members, and students throughout the school.

Numerous activities focusing on historical and revolutionary sites, including visits to revolutionary relics, exchanges with former prisoners from imperialist prisons in Con Dao and Phu Quoc, and exhibitions and presentations of revolutionary documents and photographs, were organized to enhance the political awareness of faculty and students. The transition from a semester-based to a credit-based system was actively promoted and implemented by the university, fostering a correct understanding among faculty and students and encouraging their commitment to achieving the set goals and objectives. Under the guidance of the Party Committee, the Trade Union, the Youth Union, the Student Association, and the Veterans Association, cultural and sports activities, volunteer work, and humanitarian efforts were successfully organized, and members were encouraged to fulfill their assigned duties effectively.

Strengthening organizational structure and improving the quality of the staff.

Organizational and personnel work during the past term has seen many very positive changes. In 2009 and 2010, the Party Committee led the restructuring of the Board of Directors, the leadership of functional departments and a number of units, in accordance with principles and procedures, quickly, ensuring the stability and development of the school.

From 2007 to April 2010, 23 faculty members of the School defended their doctoral dissertations and 50 lecturers defended their master's theses.

The Party Committee directed the establishment of four new centers (Center for Research and Consulting on Socio-Economic Development of Ethnic Minorities, Center for Contemporary Religious Studies, Center for Foreign Languages, and Center for Policy Consulting and Analysis), the reorganization and upgrading of the management of one center and one department (Department of Foreign Affairs and International Training Cooperation), the establishment of one new department (Department of Anthropology) and one new department (Department of Postgraduate Training), and the transfer of the Department of Foreign Languages ​​to the University of Foreign Languages ​​and the Department of Physical Education to the Center for Physical Education in accordance with the policy of Vietnam National University, Hanoi. The appointment, rotation, and recruitment of staff were carried out seriously, following the correct procedures, timelines, and regulations, ensuring transparency, democracy, and openness.

- The total number of current staff is 480, including 346 teaching staff.

+ Regarding postgraduate degrees: 280 / 346 (achieving 80.92% compared to the Congress's target of 85%). + Regarding scientific titles: 5 professors, 65 associate professors (achieving 20.23% compared to the Congress's target of 20%). + Ratio of doctoral degrees / postgraduate degrees: 130 / 280 (achieving 46.4% compared to the Congress's target of 60%).
Training and staff development, especially professional development, have always been a top priority. The Party Committee directs the Board of Directors to develop a plan for training and developing staff using budget funds and scholarships from foreign organizations. In recent years, the school has sent 120 staff members abroad for research and study. Currently, the school has 32 doctoral candidates and 4 master's students studying abroad. The number of young lecturers is increasing, accounting for 49.8% of the total staff and faculty. The improved quality and professional competence of the teaching staff have ensured the development and stability of the school's activities.

Creative and effective training methods.

With great effort and determination, the University has overcome many difficulties to achieve initial successes in transitioning from a semester-based training system to a credit-based training system, becoming one of the leading units of Vietnam National University, Hanoi in this work. These initial results have created positive changes in the perception of teaching and learning, infusing a new learning atmosphere towards dynamism, creativity, and efficiency among staff and students, promoting modernization and international integration in the university's training.

Currently, the total number of students in the entire university includes: 5,569 full-time students, 4,329 part-time students, 300 Chinese students, 2,167 postgraduate students, and 171 doctoral candidates (accounting for 26%, exceeding the target set by the Congress: 25%).

The university has promptly developed and adjusted regulations, guidelines, and training management procedures to align with the credit-based system. 1144 course outlines, 41 textbooks, 15 reference books, 106 lectures and course guidance materials for undergraduate programs, and 672 course outlines/specialized topics for postgraduate programs have been compiled and adapted to suit the credit-based system. To meet societal needs, the university continues to adjust and expand its training structure and training methods, adding many new training programs. The scale of postgraduate training has significantly increased compared to 2006 (from 25 master's degree programs to 30 and from 16 doctoral programs to 29). In addition, the university's Board of Directors has been directing the development of projects to open several programs/specializations that meet international standards, such as Linguistics, Modern and Contemporary Vietnamese History, and programs under the PUF (Public Finance Foundation).

Training results:

+ 1,395 postgraduate students and 60 doctoral candidates (including 20 dissertations rated excellent) have successfully defended their theses and dissertations. + 3,334 full-time students have been awarded diplomas (16% achieved excellent or good grades; 65% achieved fair grades, and 19% achieved average grades).
Diversifying training partnerships with domestic and international partners is a notable achievement in the school's training work, aiming to improve training quality and expand learning opportunities for students. Over the past four years, the school has implemented 3+1 and 2+2 partnerships with several universities in China and South Korea; organized dual degree programs in English and Tourism with the University of Foreign Languages, Vietnam National University, Hanoi; and established training partnerships and technology transfer with the University of Toulouse Le Minerraie (France) in the fields of Organizational Management and Tourism Management.

Pioneering in training quality assurance.

The University of Social Sciences and Humanities is also a pioneer in implementing the Ministry of Education and Training's policy of gathering student feedback on lecturers' teaching activities to improve the quality of higher education. Since the 2007-2008 academic year, the University has implemented a comprehensive evaluation of lecture quality throughout the institution. The evaluation report on the high-quality Linguistics program was approved by Vietnam National University, Hanoi (VNU) in a meeting in January 2010. The University plans to conduct accreditation of its training programs according to the standards of the Association of Southeast Asian Universities (AUN) in 2012.

Expanding the scale and improving the quality of scientific research.

The entire university has implemented and organized the scientific research strategy for the period 2001-2010; proactively developed major research topics and projects, improved the quality and effectiveness of research, linked research with serving social needs, especially the training needs of the university, and expanded international cooperation, contributing to enhancing the university's prestige.

Currently, the university is implementing 6 state-level projects, 156 national-level projects (including special and key projects), and 123 institutional-level projects with a total budget of 20.6 billion VND.

We have organized 100 workshops, including 34 international workshops.
Scientific research has successfully fulfilled its assigned tasks and strategic directions. The scale of research projects and funding have increased significantly compared to the period before 2006. Research products have actively served the needs of society and contributed to the effective implementation of the school's training mission. Most of the new monographs and course textbooks have been developed from the research results of projects at various levels.

Many successful conferences, especially international ones, have been organized and highly appreciated by scientists both domestically and internationally, contributing to affirming the university's position in scientific research and international cooperation. The number of research projects in the past five years has increased compared to previous periods. Notably, from 2007 to the present, the university has been implementing six state-level research projects.

2286 students participated in scientific research.

394 students won awards at the school level, and 32 students won awards at the ministerial level.
Organizing scientific research guidance for students truly contributes to linking training with research and improving the quality of education. Student scientific activities have increased in both quantity and quality. Many student research projects have won high awards from the Ministry of Education and Training, and the university has consistently received the title of an outstanding unit in student research for many years.

Outstanding foreign economic activity unit of 2009

The University's external relations and international activities have contributed to the training and professional development of its staff, supplemented the university's financial resources, and promoted the brand, enhancing the prestige and position of the University of Social Sciences and Humanities both domestically and internationally. Over the past four years, the university has signed and renewed 83 cooperation agreements with 80 universities and research institutes; organized joint training programs for bachelor's degrees (2+2 and 3+1) with several universities in China and three joint master's programs with the University of Toulouse II in France. Currently, nearly 300 students are enrolled in international joint training programs at the university (with 2,636 foreign students studying at the university in the last four years).

The school was honored to receive the title of Outstanding Foreign Relations Unit in 2009. Professor Dr. Nguyen Van Khanh - Secretary of the Party Committee and Rector of the school - received the title of Outstanding Foreign Economic Activist in 2009. The award was jointly organized and selected by the National Committee on International Economic Cooperation, Vietnam Radio, the Vietnam Union of Friendship Organizations, etc.

As a model of a clean and strong Party Committee of Vietnam National University, Hanoi.

During the 2006-2010 term, the Party Committee focused on improving the leadership role of the Party branches, innovating the content and methods of Party branch activities, concentrating on promoting the recruitment of new Party members, especially among students, and effectively carrying out inspection and supervision work. From 2007 to 2009, the Party Committee consistently achieved the title of "Clean and Strong Party Committee"; in 2008 and 2009, it achieved the title of "Outstanding Clean and Strong Party Committee". 100% of Party branches achieved the title of "Party branch completing its tasks", with 85% achieving the title of "Clean and Strong Party branch". 100% of Party members in the entire Party Committee were assessed as qualified and fulfilling their tasks, with 15% completing their tasks excellently and 75% completing their tasks well. Party development work exceeded the planned target by 44% (231 new Party members, including 157 student Party members).
