Vietnam Young Leaders Scholarship Program 2017

The Vietnam Young Leader Award (VYLA) is a full scholarship program for civil servants, public employees of state agencies, and tenured lecturers at Vietnamese higher education institutions with outstanding abilities to study a graduate program at Indiana University, a leading public policy school in the United States (https://spea.indiana.edu/about/rankings.html).

This is a program co-sponsored by the Ministry of Education and Training of Vietnam and Indiana University to equip students with international analytical and management skills to perform well in the fields of state management. During the program, VYLA students are expected to participate in a study program at Harvard University in Boston, the US Federal Government and the World Bank in Washington DC.

Detailed information about the scholarship program is posted on the websites.www.moet.gov.vnandwww.vied.vn,www.vyla.info. It is expected that up to 20 scholarships will be awarded in 2017.

I. MASTER'S SCHOLARSHIP(co-sponsored by the Ministry of Education and Training of Vietnam and Indiana University):

  1. Subjects and conditions for participation in the preliminary round
    1. Object:Currently a civil servant or public employee working at ministries, branches and state agencies and meeting current regulations for civil servants and public employees studying abroad with the state budget. Civil servant candidates must have worked for at least 5 years; in particular, those who are considered and accepted without taking a civil servant exam, or have been awarded the title of Emulation Fighter at the grassroots level for 2 consecutive years or higher, must have worked for at least 3 years; or are currently a full-time lecturer working at Vietnamese higher education institutions, with at least 2 consecutive years of work at the institution sending them to study.
    2. Condition:Requirements: Under 35 years old as of the date of announcement of enrollment for Project 599 in 2017 (expected 01/01/2017); never studied any master's program in or outside the country; graduated from a regular university (in a related field of study to continue studying at the master's level) with academic results of good or higher (average score of the entire course from 7.0 or higher and graduation thesis defense score from 7.0 or higher, calculated on a 10-point scale or equivalent); Committed to returning to the country to continue working for the Vietnamese government after completing the training program.
  2. Selection criteria
    1. Have the ability to contribute highly to society after graduation.
    2. Have excellent ability and achievements in study and work.
    3. Have sufficient English proficiency to study (After receiving the application, Indiana University will directly test English proficiency. At that time, the candidate must achieve a minimum score of 75 TOEFL iBT or 6.0 IELTS).
  3. Recruitment progressh
    1. 10/01/2017: Deadline for submitting preliminary application (via email)
    2. 17/01/2017: Announcement of list, exam and interview time (via email & phone)
    3. August 15, 2017: Started course at Indiana University, USA.
  4. The application documents accepted by Indiana University include:
    1. Application form, personal essay (back page) and CV in English.
    2. Personal letter of introduction from the leader of the agency or working unit, no stamp required.
    3. Scanned copies of university and master's degrees, transcripts, and other certificates (no need to translate or notarize);
    4. Documents (in Vietnamese or English) related to the applicant with the purpose of making the application more advantageous (if any, for example, TOEFL, IELTS, GRE, GMAT English certificates, certification of exam results, awards, achievements in study and work).
  5. Notes:
  • Applications for the preliminary selection should be sent to the email addressvietnam@indiana.eduby January 10, 2017. Questions can also be sent to the above email address.
  • Applications must be submitted in .pdf format with a maximum size of 5MB. Additional documents must be scanned and attached to the application.
  • After the preliminary results are available on January 17, 2017, selected candidates must submit official applications for overseas master's and doctoral scholarships funded by the state budget in 2017 according to the recruitment announcements of the Ministry of Education and Training. The official application will include the official dispatch of the state agency where the candidate is working and the application according to the regulations of the Ministry of Education and Training in those announcements.

II. DOCTORAL SCHOLARSHIPS(Fully funded by Indiana University):

  1. According to the most recent rankings by the National Research Council, Indiana University's PhD in Public Policy program is ranked No. 1 in the United States. The four main concentrations of this program are Policy Analysis, Public Finance, Public Management, and Environmental Policy.
  2. Competition for admission to this programme is very high. Applicants need to have a master's degree from a good university in the world and have a strong recommendation letter from a professor or a scholar of international repute (i.e. a scholar with many articles published in leading international scientific journals).

Applicants must meet the general requirements of the school (GRE, TOEFL, etc.) and apply directly to the School of Public and Environmental Affairs (SPEA) at Indiana University at (https://spea.indiana.edu/doctoral/apply.html) before December 1 of each year and send a copy of the application tovietnam@indiana.edu.
