Vietnam Young Leaders Scholarship Program 2017

The Vietnam Young Leader Award (VYLA) is a fully funded scholarship program for outstanding civil servants, public employees of state agencies, and full-time faculty members at higher education institutions in Vietnam to pursue graduate studies at Indiana University, a leading public policy school in the United States.https://spea.indiana.edu/about/rankings.html.

This program, co-sponsored by the Vietnamese Ministry of Education and Training and Indiana University, aims to equip participants with international analytical and management skills to effectively perform their duties in public administration. During the program, VYLA participants are expected to attend courses at Harvard University in Boston, the U.S. Federal Government, and the World Bank in Washington D.C.

I. MASTER'S SCHOLARSHIPS(Co-sponsored by the Vietnamese Ministry of Education and Training and Indiana University):

  1. Eligibility and conditions for preliminary selection
    1. Object:Currently employed as a civil servant or public employee in ministries, departments, and state agencies, and meeting the current regulations for civil servants and public employees studying abroad using state budget funds. Civil servant candidates must have at least 5 years of service; however, in cases where candidates are considered for recruitment without a civil servant examination, or have achieved the title of "Outstanding Emulation Soldier" at the grassroots level or higher for two consecutive years, the service time must be at least 3 years; or currently be a full-time lecturer working at a Vietnamese higher education institution with at least 2 years of continuous service at the institution sending them to study.
    2. Condition:Requirements include: being under 35 years old as of the date of the 2017 recruitment announcement for Project 599 (expected January 1, 2017); never having previously pursued a master's program in Vietnam or abroad; having graduated from a regular university program (in a field related to the master's program) with academic results of at least "good" (average GPA of 7.0 or higher and a graduation thesis defense score of 7.0 or higher, on a 10-point scale or equivalent); and committing to return to Vietnam to continue working for the Vietnamese government after completing the training program.
  2. Selection criteria
    1. Graduates have the potential to make a significant contribution to society.
    2. Possesses outstanding abilities and achievements in academics and work.
    3. Applicants must have sufficient English proficiency for study (After receiving the initial application, Indiana University will conduct an English proficiency test. Applicants must achieve a minimum TOEFL iBT score of 75 or an IELTS score of 6.0).
  3. Student recruitment progressh
    1. January 10, 2017: Deadline for submitting preliminary application documents (via email)
    2. January 17, 2017: Announcement of the list of candidates, exam schedule, and interview times (via email and phone).
    3. August 15, 2017: Started my course at Indiana University, USA.
  4. The preliminary application documents received by Indiana University include:
    1. The application form, personal essay (next page), and resume must be in English.
    2. A personal letter of recommendation from the head of the agency or unit where the employee works (no seal required).
    3. Scanned copies of university and master's degrees, transcripts, and other certificates (no translation or notarization required);
    4. Documents (in Vietnamese or English) related to the applicant that are intended to make the application more advantageous (if any, for example, TOEFL, IELTS, GRE, GMAT English certificates, exam results certificates, awards, academic and professional achievements).
  5. Notes:
  • Application documents for the preliminary selection should be sent to the following email address:vietnam@indiana.eduBefore January 10, 2017. Questions can also be sent to the email address above.
  • Application documents should be submitted as .pdf files with a maximum size of 5MB. Additional documents should be scanned and attached to the application.
  • After the preliminary selection results are announced on January 17, 2017, selected candidates must submit their official applications for state-funded master's and doctoral scholarships abroad in 2017, in accordance with the Ministry of Education and Training's recruitment announcements. The official application will include a letter of nomination from the government agency where the candidate is currently employed and the required documents as stipulated in the Ministry of Education and Training's announcements.

II. DOCTORAL SCHOLARSHIPS(Fully funded by Indiana University):

  1. According to the most recent rankings by the National Research Council of the United States, Indiana University's PhD program in Public Policy is ranked number 1 in the U.S. The program's four main specializations are Policy Analysis, Public Finance, Public Administration, and Environmental Policy.
  2. The competition to get into this program is very high. Applicants need a master's degree from a top university in the world and strong letters of recommendation from a reputable professor or scholar worldwide (meaning a scholar with numerous publications in leading international scientific journals).

Applicants must meet the school's general requirements (regarding GRE, TOEFL, etc.) and apply directly to the School of Public and Environmental Affairs (SPEA) at Indiana University.https://spea.indiana.edu/doctoral/apply.html) before December 1st of each year, and simultaneously send a copy of the application tovietnam@indiana.edu.
