3.1. General objectives:

Based on the analysis to clarify the scientific and practical basis of social development management in the conditions of market economy, rule of law state and international integration, referring to models and methods of social development management in several countries, the topic focuses on comprehensive assessment, updating the social situation and social development management in our country, thereby proposing models, policy orientations and key solutions to effectively manage social development in Vietnam in the coming time.

3.2. Specific objectives:

- Based on research, clarify theoretical issues on social development management, build a theoretical framework to study social development management in Vietnam under the conditions of market economy, rule of law state and international integration.

- Research and evaluate the issue of social development management in a number of countries around the world to draw lessons, models, and solutions suitable to the practice and orientation of social development management in Vietnam.

- Objectively assess the current status of social development management in our country under the conditions of market economy, rule of law state and international integration in terms of achievements and limitations; clearly point out the causes of achievements and limitations, issues raised and summarize lessons learned in social development management for the coming time.

- Clarifying the factors/factors affecting the management of social development in our country in the conditions of market economy, rule of law state and international integration including both objective and subjective factors/factors, comparing the roles and changes of factors/factors affecting the management of social development in Vietnam.

- Forecasting social development trends and social development management in Vietnam until 2020, vision to 2030 in the conditions of market economy, rule of law state and international integration.

- Proposing policy orientation models and key solutions to improve the effectiveness of social development management in Vietnam, meeting the requirements of sustainable national development in the conditions of a market economy, a rule-of-law state and international integration.

- Researching theoretical basis of social development management in conditions of market economic development, building a rule of law state and international integration.

- Research on social development management experience of some countries in the world.

- The current status of social development management in resolving inequality, polarization between rich and poor, and social stratification in our country in the context of market economic development, building a rule-of-law state, and international integration.

- The current status of social development management in ensuring social security, human security and resolving social conflicts in the conditions of market economic development, building a rule of law state and international integration.

- The role of the Party, State and community in managing social development in the context of market economic development, building a rule-of-law state and international integration.

- Factors affecting and changing trends of social development management in Vietnam in the conditions of market economic development, building a rule of law state and international integration.

- Research proposes policy orientation viewpoints in social development management in Vietnam in the conditions of market economic development, building a rule of law state and international integration.

- Research and propose solutions to improve the effectiveness of social development management in Vietnam until 2020, with a vision to 2030 in the context of market economic development, building a rule-of-law state and international integration.
