Professor Dr. Nguyen Van Khanh (Secretary of the Party Committee - Rector of the University), Associate Professor Dr. Pham Gia Lam (Permanent Vice Rector), and Dr. Dang Xuan Khang (Chairman of the University's Trade Union, Head of the Personnel Department) chaired the conference. Attendees included the Party Committee, the Board of Directors; the Standing Committee of the Trade Union; the Secretary and Deputy Secretary of the University's Youth Union; the President and Vice President of the Student Association and the President and Vice President of the University's Veterans Association; the Party Committees of the branches; the heads and deputy heads of the faculties/departments; the heads and deputy heads of departments and the directors and deputy directors of the centers under the university; People's Teachers, Meritorious Teachers and Professors, Associate Professors; Doctors of Science, Doctors, senior lecturers and senior specialists.

For the rector position, in addition to meeting the general criteria for management staff, candidates must possess a doctoral degree, professional competence and experience in organizing and managing training and scientific research, and be proficient in at least one common foreign language. For the vice-rector position, in addition to the general criteria, candidates must possess a doctoral degree, have participated in management work at the departmental level or higher, and be proficient in one common foreign language. Regarding age, the age for initial appointment should not exceed 55 years for men and 50 years for women.
The delegates discussed and proceeded with the nomination process. According to regulations, an official can be nominated for multiple positions, and a position can have between one and three nominees.
Following this, the School Party Committee meeting discussed and decided on the personnel planning list. This list will be reported to Vietnam National University, Hanoi.
Previously, from March 10th to March 31st, 2009, the units held meetings and conducted nominations for planned positions such as head and deputy head of faculties/departments; head of subject/specialized group; director and deputy director of centers; deputy and head of departments/divisions.
Currently, personnel planning is considered essential to create a pool of qualified personnel ready to proactively meet the requirements for appointment, transfer, rotation, and placement of staff, serving the goals of building and developing the school. Management personnel planning is based on the school's development strategy, functions, and responsibilities; the current staffing situation; the existing organizational structure; and projected future organizational structure.
