Conclusion at the 2008 Key Staff Conference

From May 23 to 24, 2008, the Conference of Key Staff of the School was held in Sam Son, Thanh Hoa. Attending the Conference, in addition to delegates representing units in the school, there were also guests from Hanoi National University including: Director and Deputy Director, Chairman of the Trade Union, representatives of the office and the Personnel Organization Board.

From May 23 to 24, 2008, the Conference of Key Staff of the School was held in Sam Son, Thanh Hoa. Attending the Conference, in addition to delegates representing units in the school, there were also guests from Hanoi National University including: Director and Deputy Director, Chairman of the Trade Union, representatives of the office and the Personnel Organization Board.

After 3 working sessions at the conference, after listening and discussing the reports:Summary of the work of the 2007-2008 school year and directions and tasks for the 2008-2009 school year; Financial situation of the 2007-2008 school year; Summary of one year of implementing credit-based training; Building and implementing majors/specializations that meet international standards; Training and fostering of staff; Plan to build a school in Hoa Lac, Prof. Dr. Nguyen Van Khanh, Principal of the school, summarized the conference with the following contents:

1.Agree with the evaluation of the school's performance in the 2007-2008 school year: although there are still some shortcomings such as the slow progress and quality of implementing the task of compiling course outlines according to credits, there are no large-scale interdisciplinary scientific research topics, the school's additional income is generally low compared to the needs of life and professional development of the school's staff... but with the continuous efforts of all staff and lecturers, in the past school year, the University of Social Sciences and Humanities has achieved many important achievements in all fields and has basically completed the assigned tasks.

2.Agree with the school's operational direction in the 2008-2009 school year, considering the 2008-2009 school year as the year of "Innovation in personnel organization is the key task, credit-based training is the central task." and emphasized the following key tasks in the coming time:

2.1. Continue to adjust the training industry structure:

- Prepare necessary conditions to open some new training majors/specializations. Initially focus on undergraduate training majors such as Art, Public Relations, Anthropology, English for Specific Purposes and Chinese for Specific Purposes.

- Establish the Department of Social Work and the Department of Anthropology under the school; complete the project to build the Faculty of Political Science.

2.2. Implement credit-based training for courses QH.2007.X and QH.2008.X, focusing on conditions suitable to Vietnam's reality and the school's; research to open distance learning for some majors with great demand such as Management Science, Journalism, Tourism, etc.

2.3. Continue to deploy and expand the scale of training in majors that reach international standards. In addition to 1 bachelor's degree program (Linguistics), 1 master's program (Vietnamese History) and 1 doctoral program (Ancient and Medieval History of Vietnam) within the framework of the "16+23" project and 2 international joint master's majors (Organizational Management, Child and Adolescent Development Psychology) approved by Hanoi National University, the school will open a number of new majors/majors: Hotel Management, International Relations, American Studies, Social Labor Psychology, etc.

2.4. Regarding scientific research, along with the current 3 state-level topics, the school will focus on developing and implementing at least 1 more project and 2 state-level topics, first of all the projectResearch, preserve and promote the linguistic culture of ethnic minorities in Vietnam in the process of innovation and integrationand independent state-level topicsInnovation in management and leadership culture in the integration period in Vietnam.

- Well organize a number of large international scientific conferences, focusing on the ConferenceKorea and Korean Studies from an Asian Perspective, actively participate in the WorkshopVietnam Studies III.

2.5. Complete the project to build a new campus for the School in Hoa Lac; continue to improve equipment for teaching, learning and working in the School; strive to increase the minimum coefficient to calculate additional income to 30%, (currently 25%), that is from 370,000 VND to 400,000 VND/month from different sources of income.

2.6. Create a breakthrough in staff training and development:

- Cadres recruited to the school must be passionate about their profession, devoted to the school, and not put material interests or income above all else.

- All teaching staff, administrative staff and managers must be trained to improve their foreign language skills, first of all English.

- Organize training and improve professional capacity for administrative staff.

- Send about 10 staff to improve foreign language skills abroad and 10 staff to exchange science with the school's budget.

- Review and plan for unqualified staff to register for master's and doctoral studies at home and abroad.

- By the end of 2009, the school strives to have 82% of its teaching staff with postgraduate qualifications, of which 38 - 40% have PhD degrees.

- Do better in propagating and disseminating the policies and plans of Hanoi National University and the School to each staff and student, in order to create unity of thought, consensus and determination in actions.

- Strengthen the role, responsibility and proactiveness of the collective leadership of the unit, department, Science and Training Council and of each individual, especially Professors, Associate Professors and long-time PhDs in identifying solutions to promote the rapid and sustainable development of the unit and school.

It is recommended that Heads of units disseminate the above conclusions of the Conference to all staff in the unit and have a plan for implementation.
