Regulations regarding training for the awarding of a second university degree.

MINISTER OF EDUCATION AND TRAINING

- Based on Government Decree No. 15/CP dated March 2, 1993, on the duties, powers, and responsibilities of state management of Ministries and ministerial-level agencies;

- Based on Government Decree No. 29/CP dated March 30, 1994, stipulating the duties, powers, and organizational structure of the Ministry of Education and Training;

- As requested by the Director of the Department of Higher Education,

DECISION

Article 1: General Provisions

1. A second university degree is a degree awarded to individuals who already hold at least one university degree, upon successful completion of a full university training program in a new field of study, and who meet the eligibility requirements for university degree recognition and awarding.

2. Training for a second university degree aims to meet the needs for career change, knowledge and skills enhancement, and improve the adaptability of the workforce in the face of the increasing demands of society.

3. Training for a second university degree is conducted through formal and non-formal education methods with the following systems and forms of study:

a. Non-formal education: Studying while working (non-continuous full-time study - formerly part-time education), distance learning, guided self-study.

b. Full-time program: Continuous, on-campus study at the school.

4. Male students pursuing a second university degree who are of conscription age and are not eligible for temporary deferment of conscription during peacetime as stipulated in Clause 1, Article 1 of Government Decree No. 3-CP dated January 16, 1995, and Joint Circular No. 1144/TTLB-QP-GDĐT of the Ministry of National Defense and the Ministry of Education and Training dated June 15, 1995.

Article 2: Conditions for pursuing a second university degree

1. Vietnamese citizens who are in good health to study as stipulated in the Joint Circular No. 10/TTLB dated August 18, 1989, of the Ministry of Health - University, Vocational and Technical Education (now the Ministry of Education and Training) and the guiding document No. 2445/TS dated August 20, 1990, of the Ministry of Education and Training, who are not currently under investigation or facing criminal prosecution, and who already hold a university degree, are eligible to register for admission to a second university degree program.

2. Submit the application documents fully and on time as required by the university. The application form for a second university degree is specified in the appendix attached to this Decision.

3. Meet the admission requirements as stipulated by the school.

Article 3: Conditions for obtaining a second university degree

1. Second degree programs may only be offered at institutions authorized by the Ministry of Education and Training (or by the National University, Hue University, Thai Nguyen University, Da Nang University for member universities and affiliated faculties) in disciplines already authorized for full-time training after at least two full-time cohorts of that discipline have graduated.

2. Training institutions must submit a written request to the Ministry of Education and Training (through the Department of Higher Education and the Department of Planning and Finance) and to the Vietnam National University, Hue University, Thai Nguyen University, and Da Nang University (for training institutions affiliated with universities). The request should clearly state the number of second-degree students to be trained in each field, the scale of the full-time program currently offered in that field; and the conditions for ensuring training quality, such as the teaching staff (number, qualifications, student-to-lecturer ratio), equipment, facilities, and teaching and learning materials.

3. Based on proposals from training institutions, annual undergraduate enrollment quotas, and quality assurance conditions, the Ministry of Education and Training will allocate enrollment quotas for second undergraduate programs to eligible institutions. (Universities allocate enrollment quotas for second undergraduate programs to their member universities and affiliated faculties).

Article 4: Admissions

1. After receiving the quota for second degree programs, the Rector determines the number of second degree students to be admitted to each program and announces the admission plan through mass media at least two months before the admission period.

2. Admission methods and procedures

a. Exemption from the exam applies to the following cases:

- Individuals who have already obtained a full-time university degree can enroll in a new full-time or part-time program within the same field of study and at the same university where they graduated.

- Individuals who have graduated from a regular university program in natural science fields can register to study a new non-regular program in engineering, technology, economics, or foreign languages.

- Individuals who have graduated from a regular university program in natural sciences, engineering, or technology can register to study a new non-regular program in economics or foreign languages.

In the event that the number of applicants exceeds the allocated training quota, the Rector of the training institution will organize an examination to select enough candidates to meet the quota. The subjects, content, and format of the examination will be determined by the Rector and announced to the candidates.

b. Examination format

- Those who are not exempt from the examination as stated in point a, clause 2 of this Article, and those who register to study for a second full-time university degree, are exempt from taking two subjects belonging to the general education knowledge section of the second field of study.

- The head of the training institution specifies the subjects, content, and format of the exam and informs the candidates in advance.

- All regulations regarding exam question setting, exam security, exam organization, and grading shall apply the provisions of the Regulations on Admission to Universities, Colleges, and Vocational High Schools in the regular system issued under Decision No. 05/1999/QD-BGD&ĐT dated February 23, 1999, by the Minister of Education and Training.

3. For teacher training, national defense and security, and specialized fields in culture, arts, and sports, the Rector of the training institution shall specify the conditions for registration, examination subjects, content, format, and organization of the entrance examination.

Article 5. Training and knowledge retention programs

1. The second degree program for each field of study is the full-time program of that field of study currently being offered at the training institution.

2. Students must complete all modules included in the second major's curriculum that were not covered in their first major, or were covered but not to the required completion rate.

3. Students are only allowed to retain their academic results for courses in their first major program that have an equivalent or greater number of credit units than the new major program and have achieved a score of 5 or higher.

4. Based on the academic results shown on the transcript accompanying the diploma, the Principal of the training institution decides on the retention of knowledge, the amount of knowledge, the modules, and non-academic content for each student.

Article 6: Organization of training, evaluation of learning outcomes, consideration for graduation recognition and awarding of diplomas

1. The principals of training institutions shall organize classes for students based on the number of students, their previous field of study, the field they wish to study, the training system, and the form of the second university degree program.

2. Training for a second university degree, regardless of the method, system, or form of study, shall be governed by the current regulations on the organization of training, examination, testing, and recognition of graduation, and the awarding of diplomas for that method, system, and form of study as follows:

a. Students studying under the part-time/evening study format (formerly the in-service system) must comply with the regulations on examinations, tests, assessment of learning outcomes, and graduation recognition as stipulated in the regulations of the non-formal education system; if they meet the graduation requirements, they will be awarded a second university degree under the part-time/evening study format (formerly the in-service system).

b. Students studying through distance learning or guided self-study must comply with the regulations on examinations, tests, and graduation recognition as stipulated for this form of learning; if they meet the graduation requirements, they will be awarded a university degree through distance learning or guided self-study.

c. Students studying full-time at the school must fully comply with regulations regarding entrance exams, theoretical studies, practical training, assignments, projects, theses, dissertations, or final exams, tests, and assessments of learning outcomes according to the regulations of the regular system; if they meet the conditions for graduation as in the regular system, they will be awarded a regular university degree.

3. In the diploma, which specifies the form of training, below the words "University Diploma," the phrase "Second Degree" is written in parentheses.

Article 7: Reporting and Management of Academic Records

1. No later than one month after completing the enrollment process, the training institution must submit a report on the list of enrolled students, and one month after the end of each course, submit a report on the list of students who have been awarded diplomas to the Ministry of Education and Training and the relevant governing ministry for monitoring.

2. Member universities and affiliated faculties of the National Universities, Hue University, Thai Nguyen University, and Da Nang University shall submit reports to the universities under their jurisdiction.

3. Records tracking admissions, academic results, and diploma issuance for students pursuing a second university degree are subject to long-term archiving at the educational institution.

Article 8: Training Funding

1. The cost of pursuing a second university degree is the responsibility of the student or the sponsoring organization. Tuition fees collected constitute supplementary funding for the university.

2. The collection and use of tuition fees shall comply with current State regulations.

Article 9: Enforcement Provisions

1. This document applies to enrollment cohorts from the 2001-2002 academic year. For previously pilot second degree programs that were permitted by the Ministry of Education and Training, they may continue until completion as stipulated in those documents.

2. The Heads of Offices, Directors of the University Departments, Heads of relevant units under the Ministry, Directors of universities, and Rectors of universities are responsible for implementing this Decision.
