Regulations on training to award a second university degree
MINISTER OF EDUCATION AND TRAINING
- Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers and responsibilities of State management of Ministries and ministerial-level agencies;
- Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government stipulating the tasks, powers and organizational structure of the Ministry of Education and Training;
- At the request of the Director of the University Department,
DECISION
1. A second university degree is a degree awarded to those who have at least one university degree, after completing the full university training program of the new training field, and are eligible for recognition and award of a university degree.
2. Training to grant a second university degree to meet the needs of career transition, foster knowledge, skills and improve the adaptability of human resources to the increasing demands of society.
3. Training to award a second university degree is carried out through formal and non-formal education methods with the following systems and forms of study:
a. Non-formal system: Studying while working (intermittent full-time study - old part-time system), distance learning, self-study with guidance.
b. Full-time system: Continuous study at school.
4. A second university degree holder who is a male of military age is not eligible for a deferment from military service in peacetime as prescribed in Clause 1, Article 1 of Decree No. 3-CP dated January 16, 1995 of the Government and Joint Circular No. 1144/TTLB-QP-GDĐT dated June 15, 1995 of the Ministry of National Defense - Education and Training.
1. Vietnamese citizens who are healthy enough to study according to the provisions of the Joint Circular of the Ministry of Health - Universities, Vocational High Schools and Vocational Training (now the Ministry of Education and Training) No. 10/TTLB dated August 18, 1989 and the Guidance Document No. 2445/TS dated August 20, 1990 of the Ministry of Education and Training, not currently serving a sentence or being prosecuted for criminal liability, and have a university degree can register to study for a second university degree.
2. Submit complete and timely application documents according to the school's regulations. The application form for a second university degree is specified in the appendix attached to this Decision.
3. Meet the admission requirements according to the school's regulations.
1. Second university degree training can only be conducted at training institutions authorized by the Ministry of Education and Training (or by the National University, Hue University, Thai Nguyen University, Da Nang University for member universities and affiliated faculties) in majors that have been authorized to provide regular training after at least two regular courses of that major have graduated.
2. Training institutions must submit a written request to the Ministry of Education and Training (through the Department of Universities and the Department of Planning and Finance) and to the National University, Hue University, Thai Nguyen University, and Da Nang University (for training institutions under the University). The document must clearly state the number of second university degrees for each major, the scale of the regular training system of this major; conditions to ensure training quality such as teaching staff (number, qualifications, student/lecturer ratio), equipment, facilities, teaching and learning materials.
3. Based on the requests of training institutions, annual regular university training quotas and quality assurance conditions, the Ministry of Education and Training will assign enrollment quotas for second university degrees to qualified institutions. (Universities assign enrollment quotas for second university degrees to member universities and affiliated faculties).
1. After receiving the second university degree training quota, the Principal determines the number of second degree students for each training major of the school and announces the enrollment plan in the mass media at least 2 months before the enrollment date.
2. Admission form and admission organization
a. Exemption from the exam applies to the following cases:
- People who have a regular university degree can register to study a new regular or non-regular training program in the same group of majors and at the same school where they studied and graduated from university.
- People who have graduated from a regular university in a natural science major can register to study a new non-regular major in engineering, technology, economics, or foreign languages.
- People who have graduated from a regular university in a major in natural sciences, engineering, or technology can register to study a new non-regular major in economics or foreign languages.
In case the number of candidates registering for the exam exceeds the assigned training quota, the Principal of the training institution shall organize an examination to recruit enough candidates. The subjects, content and form of the examination shall be determined by the Principal and notified to the candidates.
b. Exam format
- Those who are not exempted from the exam as stated in Point a, Clause 2 of this Article and those who register to study for a second full-time university degree must take two subjects in the general education knowledge section of the second training major.
- The principal of the training institution shall prescribe the subjects, content, and format of the exam and notify candidates in advance.
- All regulations on exam questions, exam security, exam organization, and exam grading apply the regulations of the Admission Regulations to full-time universities, colleges, and vocational secondary schools issued under Decision No. 05/1999/QD-BGD&DT dated February 23, 1999 of the Minister of Education and Training.
3. For pedagogical, national security and defense majors and specific majors in the fields of culture, arts, physical education and sports, the Principal of the training institution shall specify the conditions for registration, regulations on exam subjects, content, form and organization of admission.
Article 5. Training program and knowledge retention
1. The second degree training program for each training major is the regular training program of that major being implemented at the training institution.
2. Students must study all the courses in the training program of the second major that they have not studied in the first major or have studied but not enough as required.
3. Learners are only allowed to reserve their learning results for courses in the first major's training program that have the same or more credits than the new major's training program and achieve 5 points or more.
4. Based on the learning results on the transcript attached to the diploma, the Principal of the training institution decides on the retention of knowledge, knowledge volume, subjects and non-study content for each student.
1. Principals of training institutions shall organize appropriate classes for students based on the number of students, majors studied, registered majors to be studied, training system, and form of second university degree study.
2. For training to grant a second university degree according to any method, system, or form of study, the current regulations on organizing training, testing, examination, and graduation recognition, and granting of graduation degrees for that method, system, and form of study shall apply as follows:
a. Students who study while working (old part-time system) must comply with regulations on exams, tests, assessment of learning results, consideration and recognition of graduation according to the Regulations of the non-formal system; if they meet the graduation requirements, they will be awarded a second university degree while working (old part-time system).
b. Students who study remotely or self-study with guidance must comply with regulations on testing, examination, and graduation recognition according to the Regulations for this form; if they meet the graduation recognition conditions, they will be granted a university degree through remote learning or self-study with guidance.
c. Students who study full-time at school must fully comply with regulations on entrance exams, theory, practice, exercises, projects, theses, dissertations or final exams, tests, assessments of learning outcomes according to the Regulations of the regular system; if they meet the conditions for consideration and recognition of graduation as in the regular system, they will be awarded a regular university degree.
3. In the graduation certificate, the form of training is stated. Under the words University Diploma, write in parentheses: "Second Degree".
1. No later than one month after completing the enrollment work, the training institution must send a report on the enrollment list, and one month after the end of each course, send a report on the list of students awarded graduation certificates to the Ministry of Education and Training and the Ministry in charge for monitoring.
2. Member universities and affiliated faculties of the National University, Hue University, Thai Nguyen University, and Da Nang University send reports to the universities to which they are affiliated.
3. Records of enrollment, learning outcomes, and graduation certificates of second university degree students are subject to long-term storage at the training institution.
1. The cost of training for a second university degree is the responsibility of the student or the sending agency. The tuition fees collected are an additional source of the school's budget.
2. The collection and use of tuition fees shall comply with current State regulations.
1. This document applies to courses enrolling from the 2001-2002 school year. The previous pilot second university degree training courses that have been permitted by the Ministry of Education and Training may continue to be implemented until the end of the course according to the provisions of those documents.
2. The Chief of Office, Director of the University Department, Heads of relevant units under the Ministry, Directors of universities, Rectors of universities are responsible for implementing this Decision.
