REGULATIONS ON TEACHER ETHICS

1. This document sets out the code of ethics for teachers.
2. The scope of application includes teachers currently engaged in teaching and education at educational institutions within the national education system.
Regulations on teacher ethics serve as a foundation for teachers to strive for self-improvement in accordance with the teaching profession, which is honored by society. They also serve as a basis for evaluating, classifying, and supervising teachers, aiming to build a teaching force with strong political convictions, impeccable professional ethics and conscience, a proactive approach to learning, continuous improvement of professional skills and pedagogical methods, and exemplary lifestyles and conduct, truly serving as role models for students to emulate.
1. Strictly adhere to the Party's guidelines, policies, and the State's laws; perform duties in accordance with legal regulations. Continuously study and improve political theory knowledge to apply it to teaching and education activities and to meet the requirements of assigned tasks.
2. Possess a sense of organizational discipline, strictly comply with assignments and directives from the organization; have a collective spirit, and strive for the common good.
3. Exemplary in fulfilling civic duties and actively participating in political and social activities.

Dedicated to the profession, conscious of upholding the honor and conscience of a teacher; possessing a spirit of solidarity, love, and mutual support among colleagues in life and work; having compassion, tolerance, and generosity, treating students and colleagues with kindness; ready to assist and protect the legitimate rights and interests of students, colleagues, and the community.
2. Be dedicated to your work; strictly adhere to the regulations, rules, and internal guidelines of your unit, school, and the industry.
3. Fairness in teaching and education, accurate assessment of learners' abilities; practicing frugality, combating the pursuit of superficial achievements, and fighting corruption and waste.
3. Regularly and seriously practice criticism and self-criticism; constantly study to improve professional skills, foreign language proficiency, and computer literacy to effectively fulfill assigned tasks and meet the increasingly high demands of the education sector.
1. To live with ideals, purpose, and the will to overcome difficulties and strive for success; to have a spirit of continuous striving with pure motives and creative thinking; to practice diligence, frugality, integrity, righteousness, and selflessness, following the moral example of Ho Chi Minh.
2. To have a lifestyle that integrates with the community, is consistent with national identity, and adapts to social progress; to support and encourage manifestations of a civilized and progressive lifestyle, and to criticize manifestations of a backward and selfish lifestyle.
3. Demonstrate a quick, efficient, and scientific work style; maintain a civilized and courteous attitude in social relationships and interactions with colleagues and students; and handle work objectively, attentively, and thoroughly.
4. Clothing and accessories worn while on duty must be simple, neat, polite, appropriate for the teaching profession, and not offensive or distracting to students.
5. Unite and assist colleagues in successfully completing tasks; fight against and prevent violations of the law and professional regulations. Maintain appropriate and close relationships with the public, parents, colleagues, and students; resolutely combat illegal acts.
6. Build a cultured family, filled with love and respect for one another; show concern for those around you; and practice a cultured lifestyle in public places.
1. Do not abuse your position or authority to commit acts contrary to the law, regulations, or rules; do not cause difficulties or inconvenience to students and the public.
2. No cheating or dishonesty in studies, scientific research, or in performing teaching and educational duties.
3. Do not suppress, oppress, or show favoritism, discrimination, or prejudice towards students; do not abet or cover up negative behaviors in teaching, learning, and training of students and colleagues.
4. Do not violate the physical integrity, insult the honor, or violate the dignity of students, colleagues, or others. Do not interfere with the work or daily lives of colleagues and others.
5. No extra classes or tutoring sessions are allowed that violate regulations.
6. Smoking and drinking alcohol are prohibited in the workplace, in schools, and in places where it is not allowed, or while performing teaching duties and participating in school educational activities.
7. Do not use mobile phones or engage in personal activities during meetings, classes, study sessions, exam supervision, or exam grading.
8. Avoid factionalism, localism, and actions that undermine unity within the group and community life.
9. The lecture platform must not be used to propagate or disseminate content that contradicts the views and policies of the Party and the State.
10. Do not evade responsibility, shirk duties, or arbitrarily abandon your work; do not arrive late or leave early, skip classes or teaching sessions, shorten or compress the curriculum, or violate professional regulations that affect the discipline and order of the school.
11. Do not organize or participate in activities related to social vices such as gambling, prostitution, drug use, superstition, or sorcery; do not use, possess, or disseminate obscene or harmful cultural products.
1. Direct the Education sector to coordinate with relevant departments, agencies, and organizations to implement the Regulations on Teacher Ethics.
2. Ensure the necessary conditions for training, dissemination, and education on teacher ethics and exemplary teachers.
3. Regularly inspect and monitor the implementation work of educational management agencies; seriously and promptly handle, in accordance with the law, individuals and organizations that violate these Regulations.
1. Directors of Departments of Education and Training shall direct the Education and Training Divisions and educational institutions to thoroughly understand, study, and implement the Regulations on Teacher Ethics for the teaching staff in their localities; strengthen inspection and supervision of the implementation of the Regulations on Teacher Ethics in educational institutions and the implementation by teachers; promptly commend and reward organizations and individuals who perform well and seriously handle and appropriately discipline individuals and organizations that violate the regulations; and periodically report the results of implementation to the Ministry of Education and Training at the end of each school year.
2. Coordinate with the Departments of Labor, War Invalids and Social Affairs of localities in directing the implementation of the Regulations on Teacher Ethics for teachers in vocational training institutions in the locality according to the decentralized management of vocational training.
3. Advise local Party committees and authorities on solutions to effectively implement the regulations in this document.
Directors of universities and academies, principals of universities, colleges, and vocational secondary schools, principals of vocational colleges and vocational secondary schools, and directors of vocational training centers shall base their actions on these Regulations to organize implementation; strengthen the inspection of the implementation by teachers, promptly commend and reward organizations and individuals who perform well, and seriously handle and appropriately discipline individuals and organizations that violate the regulations; and periodically report the results of implementation to the Ministry of Education and Training at the end of each school year.
1. Direct educational and training institutions to organize and implement the Regulations on Teacher Ethics.
2. Ensure the necessary conditions for training, dissemination, and education on teacher ethics and exemplary teachers.
3. Regularly inspect and monitor the implementation of these Regulations by educational and training institutions; promptly and seriously handle, in accordance with the law, individuals and organizations that violate these Regulations.
