Chapter I
GENERAL PROVISIONS

Article 1. Scope of regulation and applicable subjects

1. This document regulates teachers' ethics.

2. The subjects of application include teachers who are performing teaching and education duties at educational institutions in the national education system.

Article 2. Purpose

Regulations on teachers' ethics are the basis for teachers to strive to train themselves to be suitable for the teaching profession that is honored by society, and at the same time, it is one of the bases for evaluating, classifying and supervising teachers in order to build a team of teachers with strong political will, pure professional qualities and conscience, proactive in learning, constantly improving professional expertise and pedagogical methods, having a standard lifestyle and behavior, truly being an example for students to follow.

Chapter II
SPECIFIC PROVISIONS

Article 3. Political qualities

1. Strictly comply with the Party's guidelines, policies, and the State's laws; perform duties in accordance with the provisions of the law. Continuously study and practice to improve political theory to apply in teaching and education activities and meet the requirements of assigned tasks.

2. Have a sense of organization and discipline, strictly comply with the organization's instructions and assignments; have a sense of collective responsibility, strive for the common good.

3. Be a role model in fulfilling civic duties and actively participate in political and social activities.

Article 4. Professional ethics

1. Be dedicated to the profession, conscious of preserving the honor and conscience of a teacher; have a spirit of solidarity, love, and help colleagues in life and at work; be compassionate, tolerant, generous, and treat students and colleagues kindly; be ready to help and protect the legitimate rights and interests of students, colleagues, and the community.

2. Dedicated to work; comply with the regulations, rules and regulations of the unit, school and industry.

3. Fairness in teaching and education, correct assessment of learners' abilities; practice thrift, fight against achievement disease, corruption and waste.

3. Conduct regular and serious criticism and self-criticism; regularly study to improve professional expertise, foreign languages, and IT skills to successfully complete assigned tasks and meet the increasingly high demands of the education career.

Article 5. Lifestyle and conduct

1. Live with ideals, goals, the will to overcome difficulties, the spirit of continuous striving with pure motivation and creative thinking; practice diligence, thrift, integrity, impartiality following the moral example of Ho Chi Minh.

2. Have a lifestyle that integrates with the community, is consistent with national identity and adapts to social progress; knows how to support and encourage manifestations of civilized and progressive lifestyles and criticize manifestations of backward and selfish lifestyles.

3. Working style is quick, urgent, scientific; having civilized and polite attitude in social relations, in communication with colleagues and students; handling work objectively, enthusiastically and thoughtfully.

4. Clothing and jewelry when performing duties must be simple, neat, polite, appropriate to the teaching profession, not offensive or distracting to students.

5. Unite and help colleagues to complete their tasks well; fight and prevent violations of the law and professional regulations. Have proper and close relationships and behavior with the people, parents, colleagues and students; resolutely fight against illegal acts.

6. Build a cultured family, love and respect each other; care for those around you; practice a cultured lifestyle in public places.

Article 6. Preserving and protecting the tradition of teachers' ethics

1. Do not take advantage of your position or power to commit illegal acts, rules, or regulations; do not cause difficulties or troubles for students and the people.

2. Do not cheat or be dishonest in studying, scientific research and performing teaching and educational tasks.

3. Do not oppress, oppress, or have biased, discriminatory, or prejudiced attitudes toward learners; do not assist or cover up negative behaviors in teaching, learning, and training of learners and colleagues.

4. Do not physically violate or insult the honor or dignity of students, colleagues, or others. Do not affect the work or life of colleagues or others.

5. Do not organize extra teaching and learning contrary to regulations.

6. Do not smoke or drink alcohol in the workplace, at school, or in unauthorized places, or while performing teaching duties or participating in school educational activities.

7. Do not use mobile phones or do personal work during meetings, while in class, studying, invigilating, or grading exams.

8. Do not cause factionalism, localism, or disunity in the collective and in community activities.

9. Do not use the podium as a place to propagate or disseminate content that is contrary to the views and policies of the Party and State.

10. Do not shirk responsibility, shirk duties, or leave work without permission; do not come late or leave early, skip hours or teaching sessions, cut or squeeze the curriculum, or violate professional regulations that affect the discipline and order of the school.

11. Do not organize or participate in activities related to social evils such as gambling, prostitution, drugs, superstition; do not use, store, or disseminate obscene or harmful cultural products.

Chapter III
IMPLEMENTING ORGANIZATION

Article 7. People's Committees of provinces and centrally run cities

1. Direct the Education sector to coordinate with the Departments, Sectors and Organizations to organize the implementation of the Regulations on Teachers' Ethics.

2. Ensure conditions for training, propaganda, and education on teachers' ethics and good examples of teachers.

3. Periodically inspect and examine the implementation of educational management agencies; seriously and promptly handle in accordance with the law individuals and organizations that violate these Regulations.

Article 8. Departments of Education and Training

1. Directors of Departments of Education and Training direct Departments of Education and Training and educational institutions to thoroughly understand, study and implement the Regulations on Teachers' Ethics for local teachers; strengthen inspection and examination of the implementation of the Regulations on Teachers' Ethics in educational institutions and the implementation of teachers; promptly commend and reward organizations and individuals who perform well and strictly handle and appropriately discipline individuals and organizations that violate; periodically report the implementation results to the Ministry of Education and Training at the end of the school year.

2. Coordinate with the Department of Labor, War Invalids and Social Affairs of localities in directing the implementation of the Regulations on teachers' ethics for teachers in local vocational training institutions according to the decentralization of vocational training management.

3. Advise local authorities and Party committees on solutions to effectively implement the provisions in this document.

Article 9. Universities, academies, colleges, junior colleges, vocational schools, and vocational training institutions

Directors of universities, academies, Principals of universities, colleges, vocational colleges, Principals of vocational colleges, vocational colleges, Directors of vocational training centers shall organize implementation based on this Regulation; strengthen inspection of implementation by teachers, promptly commend and reward organizations and individuals with good implementation and strictly handle and appropriately discipline individuals and organizations that violate; periodically report implementation results to the Ministry of Education and Training at the end of the school year.

Article 10. Ministries managing educational and training establishments

1. Direct educational and training institutions to organize the implementation of the Regulations on Teachers' Ethics.

2. Ensure conditions for training, propaganda, and education on teachers' ethics and good examples of teachers.

3. Periodically inspect and examine the implementation of educational and training institutions; seriously and promptly handle in accordance with the law individuals and organizations that violate these Regulations./.
