The project of training bachelors in Linguistics to international standards of the University of Social Sciences and Humanities is one of 16 projects of training bachelors to international standards at VNU Hanoi. The goal of the project is to improve the quality of training bachelors in Linguistics to international standards, while enhancing the capacity and effectiveness of research, teaching and management according to international standards.
I. OBJECTIVES OF THE PROJECT
1. Improve training quality to reach international standards
The most important goal of the Project is to improve the quality of Bachelor of Linguistics training to reach international standards. Bachelor of Linguistics graduates from this training program must have specialized knowledge and skills, be able to use foreign languages and work in different cultural and social environments, reaching the level of advanced universities in the region by 2015 (equivalent to advanced universities in the region such as Chukalongkorn University, Chiang Mai University of Thailand) and universities in the Top 100 of the world by 2020 (equivalent to Seoul National University of Korea, or Tsinghua University of China).
2. Strengthening capacity and effectiveness of research and teaching activities
For various reasons, the effectiveness of research and teaching activities of the majors in general and Linguistics in particular is still limited compared to the requirements and there is still a large gap compared to advanced universities in the region and the world. With the investment in financial resources and facilities above, the Project aims at the second goal of enhancing the capacity and effectiveness of research and teaching activities of training institutions towards gradually approaching international standards, striving to reach the standards of the Top 200 schools in the world by 2015 and the standards of the Top 100 schools in the world by 2020.
3. Strengthening facilities and innovating management methods
One of the main limitations affecting the quality of university education in Vietnam is the poor facilities, low training budget, and outdated training management methods compared to other countries in the region and the world. This project, with an estimated budget of about 3,000 USD/student/year, aims to initially meet the requirements for facilities and training budget at the average level of countries in the region (for the period 2008-2012), while creating changes in management methods according to international standards.
4. Training human resources for the next stages
Also for many different reasons, the quality of the university teaching staff in Vietnam in general and of the Faculty of Linguistics in particular is currently quite far from international requirements and standards, not only in terms of degrees but also in terms of qualifications. Therefore, the third goal of the Project is to train human resources to improve the quality of teaching and scientific research of the teaching staff in many different forms (organizing additional training in expertise and foreign languages, supporting scientific research activities and innovation in teaching methods, increasing income for the teaching staff, etc.) so that they can gradually catch up with the level of lecturers of advanced universities in the region and in the world.
II. TEACHING AND LEARNING METHODS
- Switch from year-based training to credit-based training to increase student initiative.
- Gradually increase the number of elective subjects from 15% in 2007 to 40% in 2010, meeting students' requirements for choosing subjects and teachers.
- Implement specialized training for students to meet the requirements of choosing a major and providing in-depth professional orientation for students.
- Increase the duration of discussion, practice, self-study/self-research hours and extracurricular activities, practical activities, and internships to help students have the opportunity to apply knowledge and practice skills in practice.
- Combine foreign language and native language teaching methods in the direction of gradually increasing the number of subjects taught in foreign languages, striving to have 25% of subjects taught in English and 25% of subjects taught in both English and Vietnamese by 2010. - Increase the use of teaching and learning aids (audio-visual aids, internet...).
III. TEST AND EVALUATION METHODS
1. Subject assessment test
Combining assessment and evaluation forms according to the university training regulations of Hanoi National University and regulations commonly applied in advanced schools in the world:
- Use quick in-class tests, homework assignments
- Organize discussions (seminars), group activities in or out of class.
- Write overviews, reports or essays
- Mid-term and final examination
- Graduation paper
2. Check and evaluate training quality
- Cooperate with the School's Accreditation Center to develop a set of criteria for training quality assessment based on the experience of advanced schools in the region and the world.
- Conduct periodic training quality assessment and compare with assessment results of other training programs to adjust training programs, teaching methods, investment policies and management methods.
IV. STUDENT SCREENING AND TRANSFER
- First-year students in other majors who meet the following conditions will be considered for additional admission to the second year (not considered for additional admission to the third and fourth years) of this training program:
+ Good ethics, good sense of organization and discipline
+ Have an average first year GPA of ≥ 3.2 points.
+ Achieve foreign language proficiency as required by the training program.
- Students who violate one of the following points will not receive a scholarship from this program for one semester:
+ Disciplinary action from reprimand and above.
+ More than 10% of the first exam scores of subjects in a semester (credits by number of credits) are below 5.5 points (type D)
+ Have an average semester score below 2.5 points
+ Not achieving the foreign language score required by the program.
- Students who violate one of the following points will not be recommended for an internationally recognized degree program:
+ Disciplinary action from warning or higher:
+ More than 5% of the first exam scores of all subjects in the entire course (credits based on the number of credits) are below 5.5 points (type D)
+ Have an average grade point average of less than 2.5.
- Students who are not awarded an international degree can take the graduation exam to receive a standard degree, if they meet the requirements of the University Training Regulations of Hanoi National University.
V. POLICY FOR STUDENTS
- Being directly taught and guided in scientific research by leading scientists, professors, lecturers with qualifications and experience, with prestige domestically and internationally.
- Be provided or use free learning materials, have priority in using facilities, technical equipment, libraries and internet systems for learning and scientific research.
- Priority is given to scholarships from the Project and from domestic and foreign organizations and individuals. The scholarship quota of the Project and the criteria for receiving scholarships from the Project (considered by semester) are as follows:
+ Scholarship A (4 million VND/semester): For 10% of students with the highest GPA in the semester and GPA value ≥ 3.6, maximum 6 scholarships/semester.
+ Scholarship B (3 million VND/semester): For 15% of students with the next highest GPA and GPA value ≥ 3.2, maximum 9 scholarships/semester.
+ Scholarship C (2 million VND/semester): For 25% of students with the next highest GPA and GPA ≥ 2.5, maximum 15 scholarships/semester. Thus, every year, about 50% of the students in the class will receive the scholarship if they meet the evaluation criteria. - Assigned lecturers as scientific advisors; carry out scientific projects and organize other extracurricular activities.
- Financial support for internships and practical training domestically and internationally with the following rates:
+ Students with GPA of the first 3 years ≥ 3.2: will be supported for 1 internship abroad with a level of 10 to 20 million VND (The Management Board will determine the specific cost and time based on academic results)
+ All students are supported with funding for domestic internships and practical training at an average of 3 million VND/student/course.
- Students with excellent grades or higher, with good training scores, will be given priority for transfer to graduate school, doctoral studies, and selection as teaching and research staff at VNU, Hanoi.
- Valedictorian or salutatorian graduates will be retained at the Faculty and sent to study abroad with scholarship support from the Program (about 200 to 500 million VND, depending on the program and training location), if they commit to returning to work at the Faculty of Linguistics after graduation.
- Students with difficult circumstances but with good academic performance (with GPA of the semester ≥ 2.5) will be considered for hardship allowance.
