1. Assets to be liquidated and methods of sale.
All assets listed in the attached Notice of Liquidation Sale will be sold in one lot, in their current condition, through a designated sale method. The list of assets is compiled as a separate appendix to be issued with this Notice.
The assets are primarily old, damaged, obsolete, fully depreciated/worn out, or no longer capable of efficient exploitation or use. Organizations and individuals interested in purchasing can inspect the assets during the public viewing period and assess their actual condition before submitting a purchase request.
2. Asset selling price
The selling price for the entire lot of assets is 8,700,000 VND (Eight million seven hundred thousand Vietnamese Dong), excluding value-added tax. The buyer is responsible for all costs of dismantling, loading, transporting, and other expenses related to receiving and moving the assets.
3. Time, method of public disclosure and viewing of the property.
Publication time:From August 17, 2026 to August 21, 2026 (5 working days).
Form of public disclosure:The information is posted at the headquarters of the University of Social Sciences and Humanities, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi; and also published on the University's website.
Organizations and individuals wishing to view the assets should contact the Resource Management Department during business hours to arrange a viewing at the location where the assets are managed and stored.
4. Receive the purchase request and determine the person entitled to purchase.
Timeframe for receiving purchase requests:During office hours on working days, from 8:00 AM on August 17, 2026 to the end of office hours on August 21, 2026.
Reception location:Room 401, Building E, University of Social Sciences and Humanities, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi. Requests for purchase will be received in person and recorded in chronological order.
The person entitled to purchase the asset is the first to submit a complete and valid application to purchase the asset during the aforementioned public offering period and must not be among those ineligible to participate in the asset purchase as stipulated. The application must clearly state the information of the buyer, their representative (if an organization), and a commitment regarding their eligibility to participate in the asset purchase.
5. Individuals who are not eligible to participate in the purchase of assets.
This includes: (i) persons lacking civil capacity; persons who have lost or have limited civil capacity; persons with difficulties in understanding or controlling their behavior, or persons who, at the time of proposing to purchase the property, are unable to understand or control their own behavior; (ii) persons with the authority to decide on the sale of the property, persons directly appraising or re-evaluating the value of the property; (iii) parents, spouse, children, siblings of the persons mentioned in point (ii).
6. Signing the contract, making payment, and handing over the assets.
Within 05 working days from the date of receiving the written request to purchase the asset from the first eligible bidder, the School shall sign the asset purchase contract in accordance with regulations.
The buyer makes payment for the asset in accordance with the contract and current regulations. The school issues invoices as required; the asset will only be handed over after the buyer has fulfilled their payment obligations.
For IT assets, before handover, data must be processed, deleted, accounts removed, and licensed software (if any) recovered in accordance with regulations and requirements to ensure information security.
The University of Social Sciences and Humanities hereby announces that organizations and individuals interested in purchasing the assets should review and submit written requests for the purchase as outlined above.
