Invitation to submit papers for the National Workshop: "Scientific and Practical Basis for Amending the 2016 Press Law"

One of the topics of the workshop was to discuss the difficulties encountered in implementing the Law through the practical activities of ministries, departments, localities, and media agencies.

After six years of implementation, the 2016 Press Law and its guiding documents have created a legal framework for the remarkable development of journalism, ensuring and promoting the people's freedom of the press and freedom of expression within the framework of the Constitution and laws. Along with many positive assessments from ministries, localities, and media agencies, the implementation of the Law has also encountered difficulties and obstacles that need to be addressed and adjusted. These are existing limitations that require comprehensive amendment to meet the requirements of journalism development in the coming period.
To ensure that the revision and improvement of the 2016 Press Law keeps pace with the development of modern journalism, it is necessary to have the active participation, both theoretically and practically, of a large number of researchers, policy makers, managers, and journalists nationwide. This is in line with the spirit of the Resolution of the 13th National Congress of the Communist Party of Vietnam: "building a professional, humane, and modern press and media."
To analyze and clarify the above issue, the University of Social Sciences and Humanities will collaborate with Hanoi Law University and the Ministry of Information and Communications to organize a national scientific conference: "Scientific and practical basis for amending the 2016 Press Law," where scientists, journalists, and journalism training centers can exchange views and find answers to the above-mentioned issues.
This scientific seminar was also held within the framework of the annual event of the Vietnamese press community called "JUNE PRESS FORUM," chaired by the Institute of Journalism and Communication Training (University of Social Sciences and Humanities) and the Information and Communication Magazine (Ministry of Information and Communications), with the goal of strengthening dialogue, promoting initiatives and ideas, enhancing research cooperation and action for the sustainable development of Vietnamese journalism, and for the aspiration of a prosperous nation.
The conference organizers look forward to receiving your comments and discussions focusing on the following points:
1. Workshop content:
- The role of the 2016 Press Law and its implementing guidelines in creating a legal framework for the remarkable development of journalistic activities, ensuring and promoting the people's freedom of the press and freedom of expression within the framework of the Constitution and laws.
- Obstacles encountered in the implementation of the Law, as demonstrated through the practical activities of ministries, departments, localities, and media agencies. An analysis of existing shortcomings that require comprehensive amendment to meet the requirements of media development in the coming period.
- Scientific opinions and recommendations for all levels of lawmaking and enforcement, for state management agencies in the field of journalism, for media organizations and journalists, and for the current journalism training system.
2. Time and location of the workshop:
- Date: The workshop is scheduled to be held on June 10, 2023.
- Location: University of Social Sciences and Humanities, Vietnam National University, Hanoi, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi.
 

3. Guidelines for articles and presentations:
- The article should be written on A4 paper, font size 13, Times New Roman font, and 1.5 line spacing.
- There is no page limit for the paper; however, the Conference Organizing Committee would appreciate papers of approximately 7-15 pages following the above guidelines.
4. Register and submit your article:
- Register to write an article and submit an abstract to the Organizing Committee before May 20, 2023.
- Submit the full text to the Organizing Committee before June 5, 2023.
