This morning, June 15, 2010, the Party Committee of the University of Social Sciences and Humanities held the official session of its 26th Congress of Delegates with the participation of 123 delegates representing 333 Party members throughout the Party Committee.

This morning, June 15, 2010, the Party Committee of the University of Social Sciences and Humanities held the official session of its 26th Congress of Delegates with the participation of 123 delegates representing 333 Party members throughout the Party Committee.The Congress reviewed the results of the tasks performed during the 25th term and discussed and set forth directions and goals for the development of the University in the 26th term. Assoc. Prof. Dr. Pham Trong Quat - Secretary of the Party Committee, Vice Director of VNU Hanoi - attended and directed the Congress. The Congress heard the following reports:
  • Political report of the Party Committee's Executive Board for the 25th term presented to the 26th Congress;
  • Review of the Party Committee's Executive Board for the 25th term;
  • This report summarizes the feedback on the draft Political Report of the Party Committee's Executive Board for the 25th term, to be presented at the 26th Congress.
  • Summary report of comments and suggestions for the documents of the 11th National Congress of the Communist Party of Vietnam.


In the Political Report presented to the Congress, Professor Dr. Nguyen Van Khanh - Secretary of the Party Committee for the 25th term - affirmed: Although there are still some limitations regarding the development targets for the staff, the adjustment of the structure of majors and the quality of training, generally speaking, through the efforts of all cadres, Party members, and students, with the close and resolute guidance of the Party Committee and the Board of Directors, the Party Committee of the University has basically completed the goals set by the 25th Congress. The achievements in the past have brought the University forward with important steps, creating a foundation for future development. Regarding leadership in training, the University has continued to adjust the structure of training majors, opening three new training majors. The structure and scale of postgraduate training have increased significantly compared to 2006, from 25 master's degree majors to 30 majors; and from 16 doctoral degree majors to 29 majors. Several internationally recognized disciplines/specializations have been developed and are being implemented: Linguistics, Modern and Contemporary Vietnamese History, and programs under the French University Center including Organizational Management and Hotel Management. The university has also successfully implemented collaborative training programs, diversifying the types of collaborative training in the form of 3+1 and 2+2 with several universities in China and South Korea, organizing dual majors in English and Tourism, and establishing collaborative training and technology transfer with the University of Toulouse 2 (France). Another outstanding achievement of the university in the past term was overcoming all difficulties to successfully implement the transition from the semester-based system to the credit-based system according to plan, and implementing reforms in the management of university-level training on a university-wide scale. Scientific research has been carried out well according to the set tasks and directions. The scale of research projects and funding have increased significantly compared to the previous period. Research products not only meet the needs of society but also contribute significantly to the school's training mission. Currently, the school is implementing 6 national-level projects, 156 national-level projects, and 123 institutional-level projects. It has successfully organized over 100 conferences, including 34 international conferences, which have been highly appreciated by scientists both domestically and internationally. International cooperation activities have also achieved good results, contributing to the training and improvement of staff expertise, while promoting the school's brand, enhancing its reputation and standing. The school continues to maintain and develop cooperative relationships with over 100 universities and international organizations; and conducts joint training programs with many universities in China, South Korea, and France. The school was awarded the title of Outstanding Unit in Foreign Economic Activities in 2009. Personnel management during the past term achieved several encouraging results: the number of young lecturers increased, accounting for 50% of the total staff; the quality and professional competence of the teaching staff improved. Currently, 81% of the staff hold postgraduate degrees, including 46% with doctoral degrees, and over 20% holding the titles of Professor and Associate Professor. In particular, from October 2009 to 2010, the Party Committee focused on directing the restructuring of the Board of Directors, the leadership of functional departments and some units according to principles, ensuring the stability and development of the school. Since 2006, the School's Party Committee has consistently achieved the title of a clean and strong Party Committee; in 2008 and 2009, it achieved the title of an outstanding clean and strong Party Committee.

With the action slogan: “Comprehensive and effective innovation, rapid and sustainable development,” the development goal of the University's Party Committee for the 26th term (2010-2015) was defined as: “Enhancing the comprehensive leadership role of the Party Committee to soon transform the University into a research university with training and scientific research quality meeting regional standards, including developing several disciplines/specializations to meet international standards, making a significant contribution to national development. Striving to be ranked among the top 400 universities in Asia by 2015.” The general directions were defined as:
  • Building a clean and strong Party organization.
  • Comprehensive reform of the school's management practices.
  • Improve the quality of training and deepen the credit-based training system at all levels of education.
  • Making a significant shift in building a team of cadres.
  • Enhancing the effectiveness of scientific research and international cooperation.
  • Successfully achieving the school's development goals for the period 2010-2015.
At the end of the morning session, the Congress voted to elect the Party Committee Executive Board for the 26th term, consisting of 17 members:

The Congress also held a vote to nominate the Secretary of the Party Committee for the 26th term. This afternoon, the Executive Committee for the 26th term will hold its first meeting. The Congress will begin its afternoon session at 2 PM, followed by the closing ceremony.
