10. Summary of the new findings of the thesis:
The first,This dissertation examines Western and Chinese theories on unemployment and unemployment insurance, and systematizes the process of the emergence of unemployment insurance in China. The dissertation finds that China, drawing upon and creatively applying Western ideas and practical experiences in building unemployment insurance, has developed a unique Chinese unemployment insurance model based on the transformation of Chinese society's understanding of unemployment and the theory of a harmonious society. This model is a social market government with a "three-legged stool" structure supporting unemployment insurance, comprising the government, the market (including contributions from businesses and workers), and society (represented by its "harmonious," "fair and just" characteristics and the participation of insurance organizations at all levels).
Monday,This thesis observes that unemployment insurance in China has shifted from a system confined to state-owned enterprises, where "enterprises are self-guaranteed," to a "socially funded" mechanism with employee contributions to the unemployment insurance fund. This represents a significant shift in China's understanding of unemployment and unemployment insurance in relation to socio-economic life, reflecting the principle of combining obligations and rights for employees participating in unemployment insurance, consistent with the general principles of this system and adaptable to the development of a market economy.
Tuesday,This dissertation synthesizes and analyzes prominent issues in the operation of unemployment insurance in China from three perspectives: the impact of unemployment insurance on beneficiaries and society; the investment and utilization of unemployment insurance funds; and the management and operation mechanisms of unemployment insurance. Based on this analysis, the dissertation assesses the successes and failures, causes, and development trends of the unemployment insurance system in China. Based on research and analysis of China's unemployment insurance system, a comparison of Vietnam's and China's unemployment insurance systems to identify similarities, differences, advantages, and disadvantages, as well as an analysis of Vietnam's socio-economic situation and unemployment status, the author recognizes certain limitations related to China's unemployment insurance system. The similarities in socio-economic context and unemployment insurance policy mechanisms between the two countries highlight that Vietnam cannot simply copy their experiences but must adapt and apply them flexibly and creatively to suit its own conditions. On this basis, the author offers some suggestions for policymakers to gradually promote the development and improvement of Vietnam's unemployment insurance system.

This helps relevant agencies and ministries to have a theoretical and practical basis for formulating directions, policies, and measures to build and improve the unemployment insurance system, maximizing the role and function of unemployment insurance for the lives of workers in particular and for society in general.
The research findings can be used for teaching in several universities such as the University of Social Sciences and Humanities, the University of Labour and Social Affairs, etc.

11. Summary of the new findings of the thesis:
First, the thesis studies Western and Chinese theories on unemployment and unemployment insurance and systemizes the birth of unemployment insurance in China. The thesis finds that China has learned from the Western thoughts and practical experience in building an unemployment insurance system and creatively applied them in the specific conditions of China. From the change in the Chinese public awareness of unemployment and based on the concept of harmonious society, China has form an unemployment insurance model with Chinese characteristics. It is supported by three pillars: government, market (contributions by enterprises and workers) and society (harmonious and fair society, the participation of insurance agencies at all levels).
Second, the thesis finds that unemployment insurance in China has shifted from a system restricted to state-owned enterprises and guaranteed by enterprises to a system in which workers make their contributions to the unemployment insurance fund. This is a significant change in China's awareness of unemployment insurance and its role in socio-economic life, demonstrating the rule of combining the duties and rights of workers participating in unemployment insurance and in accordance with the universal law of this system and in response to the development of the market economy.
Third, the thesis relates and analyzes prominent issues in implementing the unemployment insurance system in China on three aspects: the effect of unemployment insurance on beneficiaries and society; the investment and use of the unemployment insurance fund; unemployment insurance management and operations. Based on that analysis, the thesis assesses the successes and failures, reasons and development trends of the unemployment insurance system in China.
From conducted research and analysis of the unemployment insurance system in China; comparing the unemployment insurance systems of Vietnam and China to find out the similarities, differences, advantages and disadvantages of each system; and analyzing Vietnam's socio-economic situation and unemployment, the author has pointed out some limits of China's unemployment insurance system and suggested that Vietnam should not learn everything from China's experience but should take a flexible and selective approach to the specific conditions of Vietnam.
Based on these findings, the author offers some suggestions for policy-makers in promoting the development and fine-tuning of the unemployment insurance system in Vietnam.
12. Practical applicability:
The research gives relevant ministries and agencies a theoretical and empirical foundation so that they can outline the orientations, policies and measures to perfect the domestic unemployment insurance system, maximize the benefits of unemployment insurance to workers and society in general.
The research results can be used as teaching materials at the VNU University of Social Sciences and Humanities and University of Labor and Social Affairs.
