- The thesis contributes to perfecting the theoretical basis system on financial policies to attract high-quality science and technology human resources at universities, supplementing scientific arguments for planning, implementing and evaluating financial policies to attract high-quality science and technology human resources in the trend of university autonomy in Vietnam.
- The thesis proposes to improve financial policies to attract high-quality science and technology human resources at universities. That is, it is necessary to restructure revenue sources and reallocate expenditures: Regarding revenue sources, restructure revenue sources in the direction of increasing revenue from training services, research and policy consulting, increasing revenue from scientific research and technology transfer activities. Expand the search for sponsorship and aid for research projects with foreign countries, forming a university scientific research fund. Regarding expenditures, it is necessary to adjust the structure of expenditures in the school in the direction of increasing development investment expenditures and reducing regular expenditures; the principle of expenditures must ensure both a stable life for workers and an increase in investment expenditures. Development investment expenditures will promote innovation, attract learners and services with accompanying revenues... thereby creating a stable and increasingly growing source of revenue. This is a two-way revenue-expenditure interaction.
12. Practical application:
The thesis can be a reference document for research as well as for planning, implementing and evaluating financial policies to attract high-quality science and technology human resources in universities in Vietnam; as a basis for the Organization - Personnel Department and the Planning - Finance Department to advise the leaders of Hanoi National University in promulgating financial institutions related to attracting high-quality science and technology human resources to implement the strategic development goals to 2030, vision 2045.
