- Objective comments and assessments on the advantages, limitations and experiences drawn from the leadership of the Vinh Phuc Provincial Party Committee on human resource training for agriculture from 1997 to 2013, contributing to providing historical foundations for Party committees and local authorities at all levels to continue to supplement and perfect policies on human resource training for agriculture in the coming time to be more effective.

- Based on our research, the thesis has summarized the practical process by Vinh Phuc provincial communist party committee in training human resources for agriculture economic sector since provincial re-establishment (in 1997) until to 2013.

- The thesis also has indicated all practical applying policies for the training human resources program in agriculture activities by the Vinh Phuc provincial communist party committee during 1997-2013. From this point, the thesis has demonstrated one crucial idea in realization process of the Resolution came from the 7th Meeting of the Xth session Central Committee Conference (2008) about: agriculture, famers, and rural area.

- Furthermore, the thesis also evaluates objectively about the advantages, limitations, and experiences from the leadership of Vinh Phuc provincial communist party committee in training human resources for agriculture economic sector during 1997-2013. The thesis has provided some historical backgrounds for all levels of Vietnam Communist Party and government from center to local in continuing to implement and finish more effectively in term of the policies about training human resources for agriculture economy in the coming period.
