11. Summary of the new findings of the thesis:

(1) Based on the systematization of theoretical studies on skills, organizational skills, and management decisions, the thesis has built the concept of organizational skills in implementing management decisions of the Chairman of the People's Committee of communes and wards and the manifestations of organizational skills in implementing management decisions of the Chairman of the People's Committee of communes and wards through: the group of skills in planning and organizing the implementation of management decisions; the group of skills in allocating resources to implement management decisions; the group of skills in controlling and adjusting resources to implement management decisions; and the group of skills in checking and evaluating the implementation of management decisions, with five levels: poor, weak, average, good, and excellent.

(2) By combining different methods, the thesis has pointed out the current state of the skills of organizing and implementing management decisions of the Chairman of the People's Committee of communes and wards; subjective and objective factors affecting the skills of organizing and implementing management decisions of the Chairman of the People's Committee of communes and wards.

(3) The thesis has proposed some psychological-pedagogical measures and recommendations to improve the organizational skills of the Chairman of the People's Committee of communes and wards in implementing management decisions.

12. Practical applications:

The research findings of this thesis serve as a reference for management agencies, social organizations, researchers, lecturers, students, and postgraduate students at training institutions in our country today.

13. Future research directions:

This study examines the organizational and decision-making skills of key officials at the commune/district level in the current period.

(1) Based on the systemized background of researches on skills, organizational skills, management decisions, the thesis consolidates the definition of organizational skills to implement management decisions for the president of People's Committees of communes, wards as well as its expression such as group of skills for planning implementing management decisions; group of skills for building resources to implement management decisions; group of skills for controlling and adjusting the operation of the resources and group of skills for testing and evaluating the implementation of management decisions in 5 evaluation levels: poor, weak, medium, good and very good.

(2) By the combination on using different methods, the thesis also points out the reality of organizational skills to implement management decisions for the president of People's Committees of communes, wards; objective and subjective factors that effect Organizational skills to implement management decisions for the president of People's Committees of communes, wards;

(3) The thesis recommends some psychological solution - education, suggestions aiming to upgrade organizational skills to implement management decisions for the president of People's Committees of communes, wards;
