- Recreating the process by which the military and people of these localities carried out transportation and communication work under the leadership of the Party.
- To provide some observations on leadership in ensuring transportation in the area from Thanh Hoa to Vinh Linh during the period 1965-1975; to draw some lessons on leadership and direction in ensuring transportation under wartime conditions.

This thesis can be used as a reference in policy planning for socio-economic development and national defense in localities from Thanh Hoa to Vinh Linh and the North Central region.
