11. Summary of new results of the thesis:
Research objectives of the thesis:
- Research on content and methods of communicating higher education policies on Vietnamese electronic newspapers;
- Research on the reception and response of some target groups to higher education policy communication in the press in general and online newspapers in particular;
- Assess the role of electronic newspapers in communicating policies on higher education;
- Propose solutions to improve the effectiveness of communicating policies on higher education in the press in general and online newspapers in particular.
Thesis research object: Communication of higher education policies on electronic newspapers in Vietnam today.
Research methods used:
¬- General methodology: The thesis is based on the methodology of Marxism-Leninism: using dialectical materialism and historical materialism; viewpoints of Marxism-Leninism, Ho Chi Minh's thought, the Party on journalism and communication, journalism and communication theory.
-Specialized methodology: The thesis uses some theories of Agenda Setting, Framing Theory, Uses and Gratifications Theory and the social criticism function of the press.
Tool method
The thesis uses interdisciplinary methods: qualitative research methods and quantitative research methods. Including the following: Document research method; press survey method combined with content analysis; sociological investigation method using questionnaires, in-depth interview method.
Main results, new contributions and conclusions
• Main results:
- Overview of some research works in the world and Vietnam in terms of theory and practice on policy communication, the relationship between the press and policy communication. However, there are not many research works on education and higher education policy communication. Therefore, the thesis contributes to affirming the importance of the press in general and electronic newspapers in particular for higher education policy communication.
- Systematize and analyze theoretical and practical foundations of journalism and policy communication
- Research the current status of policy communication on higher education in electronic newspapers in Vietnam through surveying and analyzing the content of news and articles from newspapers: Education and Times online newspaper, Vietnam Education electronic magazine, Dan Tri newspaper, Tuoi Tre online newspaper, VnExpress newspaper.
- By surveying and polling the opinions of subjects related to the communication of higher education policies, the project has evaluated and analyzed their reception and response to higher education policies. The author of the thesis surveyed 550 civil servants and employees, 635 students in 03 locations (Hanoi, Hue and Ho Chi Minh City) combined with in-depth interviews. The subjects selected for in-depth interviews were officials participating in policy development, experts, journalists, lecturers, representatives of employers and students.
- Evaluate the successes and limitations of communicating higher education policies in the press. From there, the author of the thesis proposes solutions to improve the effectiveness of communicating higher education policies.
• New contributions
- The work opens up a research direction on policy communication in the press.
- The thesis contributes to evaluating and proposing solutions for policy communication on higher education, continuing to suggest solutions for policy communication in general.
- Policy makers can refer to the results of the project to communicate policies to public groups.
- The work is a reference document for press agencies in policy communication.
• Conclude
- Electronic newspapers are interested in and set the agenda for higher education policies. Newspapers select and focus information, introduce some key contents, new points and adjustments and changes of higher education policies. At the same time, electronic newspapers propose solutions and recommendations for policy implementation, contributing to creating consensus in implementing higher education policies. Newspapers have used some genres and multimedia features of electronic newspapers to communicate policies.
-However, the content of information on higher education policies is still similar among newspapers, and the way of conveying is still "illustrative" of the policy. Newspapers still mainly use the form of reflection articles, news and interviews. The important form of articles for communication and policy criticism is commentary, which appears quite rarely. The form of works is still monotonous. News and articles are mainly in the form of text combined with photos, rarely using video, audio, and graphic information.
- Electronic newspapers participate in social criticism of higher education policies by creating forums that gather multi-dimensional opinions from policy makers, experts, scientists, managers, journalists, policy implementers, etc. However, the main ones are still policy makers, experts and scientists.
- The recipients of information on higher education policies are mainly concentrated in a number of public groups and policy beneficiaries. They are interested in and understand a number of higher education policies through channels, including electronic newspapers. The public is satisfied with and acknowledges the role of electronic newspapers in communicating higher education policies. However, they still want electronic newspapers to promote the role and function of policy communication instead of policy propaganda.
- To contribute to improving the effectiveness of communicating higher education policies in the press in general and online newspapers in particular, appropriate solutions are needed. Some solutions are: Diversifying and coordinating information sources; Improving the communication capacity of press agencies and journalists; Improving the capacity to attract public participation; Focusing on the content and messages of communication in the press; Diversifying the forms and methods of conveying policy content, promoting the interactivity of online newspapers; Improving the public's reception capacity.

11. Summary of the new findings from the thesis
The purpose of the thesis research:
- Researching contents and methods of higher education policy communication through Vietnamese online newspaper;
- Researching on the reception and response of some target groups of higher education policy communication in the press in general and the electronic press in particular;
- Assessing the role of online newspapers in policy communication for higher education;
- Proposing solutions to improve the effectiveness of policy communication for higher education through the news in general and through online newspapers in particular.
The research subject of the thesis: Education policy communication through contemporary Vietnamese online newspapers.
Methodological foundation:
- General methodology: The thesis is based on the methodology of Marxism-Leninism: using dialectical materialism and historical materialism; the perspective of Marxism-Leninism, Ho Chi Minh's thought, of the Party on journalism and media, theory of journalism and communication.

The thesis uses interdisciplinary methods: qualitative and quantitative research methods, including documentary research methods; analyzing the news in combination with content analysis; surveys using anket questionnaire; and in-depth interviews.
Main results, new contributions, and conclusions
• Key results:
- Outlining past research outside of and within the Vietnam context in terms of relationship theory and practice discussing policy communication, the between the press and policy communication. However, studies on education policy communication and higher education are still limited. Therefore, the thesis contributes to affirming the importance of the press in general and the electronic press in particular for higher education policy communication.
- Systematizing and analyzing the theoretical and practical basis of journalism and policy communication.
- Researching the current performance of policy communication on higher education in online newspapers in Vietnam through surveying and analyzing news content and articles in selected newspapers: Giao Duc & Thoi Dai online, Giao duc Vietnam magazines, Dan Tri newspaper, Tuoi Tre online newspaper and VnExpress newspaper.
- By surveying and polling subjects related to higher education policy communication, this study has evaluated and analyzed their reception and responses to higher education policy. The author investigated 550 staff and employees, 635 people studied in 03 areas (Hanoi, Hue and Ho Chi Minh City) combined with in-depth interviews. • Conclusion
- Online newspapers are greatly involved in the setting of the higher education policy agenda. Newspapers select and focus information and introduce key contents, new points, adjustments, and changes in higher education policy. At the same time, online newspapers propose solutions and recommend policy implementation, contributing to creating consensus in the implementation of higher education policy. Newspapers have used several genres and multimedia features of e-newspapers to communicate policy.
- However, the content of higher education policy information is still of the same nature among newspapers, and the way it is conveyed is still illustrative. Newspapers still mainly use the form of reports, news and interviews. The type of article that is important to the media, policy criticism, is a comment, which appears quite rarely. The form of the work is still monotonous, and news articles are still mainly in the form of text combined with images, with less use of video, audio, and infographic.
- Online newspapers participate in social criticism of higher education policy by creating a forum to gather multi-dimensional opinions of holding, experts, scientists, administrators, and academics, journalists, policy enforcers, etc. However, however, it is still mainly controlling and experts and scientists.
- The subjects receiving the higher education policy information are mainly limited to several public groups and policy beneficiaries. They have an interest in and grasp a number of higher education policies through channels, including online newspapers. The public has been satisfied and recognized the role of electronic media in higher education policy communication. However, they still desire online newspapers to promote the role and function of policy communication instead of policy propaganda.
- To contribute to improving the effectiveness of higher education policy communication in the press in general and online newspapers in particular, appropriate solutions are needed. Some solutions are diversification combined with the coordination of information sources; improving the communication capacity of press agencies and journalists; improve the capacity to engage the public; paying attention to media content and messages in the press; diversifying forms and methods of conveying policy content as well as promoting the interactivity of online newspapers; and improve the reception capacity of the public.

- Communication effectiveness of the press is associated with the higher education policy process (policy making, policy implementation and policy evaluation).
- Study on public receptivity to higher education policy communication.
- Study on the mechanism for coordinating sources of information between authorities and the media when communicating higher education policies.
